Dear all, 
Pl find the photos and press clippings of Forest Rights Rally organized in Lucknow on 15 December 2012. It was the day the Act was passed six years ago in our Parliament. Thousands of forest people gathered not only from UP but from MP, Bihar, Uttarakhand, Jharkhand, Maharastra. Forest people warned the government to implement the Act or face the repercussion. One memorandum was submitted to CM UP and other to the Prime Minister.

Tribals from many states and many district of UP staging a protest on Saturday

Tribals march against violation of Forest Act

Lucknow: Hundreds of tribals,mostly women took out a protest march from the Charbagh railway station to the dharna sthal in front of state assembly demanding implementation of the Forest Rights Act 2006,which provides forest dwellers individual and community rights to hold and live on forest land and use its produce.The tribals,who had come to the city from across the state,said that the distribution of land titles to the forest dwellers has stopped after Samajwadi Party came to the power in the state and warned that if their demands are not met within 30 days,they will forcibly occupy the land.
Armed with bows and arrows and carrying placard and banners,the tribals also held a public meeting at dharna sthal and one after another narrated the story of how the nexus of forest officials,police,administration,mining and forest mafia and feudal forces in the society are conspiring to deny forest dwellers rights given to them under the special Act.They said that ideally forest land in 19 districts of the state should have been distributed to the forest workers by now,but more than 70% of the work is still pending.At many places even the village committees to be formed as per the Act have not been formed.
Tribals also said that they are not allowed by the forest personnel to collect dry woods and grass from the forest for daily living.They extort money and if we refuse,false cases of theft and poaching are slapped on us, said Sukano a tribal woman from Sonbhadra.Sukano has been implicated in more than dozen criminal cases.Besides men,almost all the women present on the occasion had criminal cases against them.The tribals also complained that their huts are demolished and they are beaten up by the mafia,backed by some forest police officials,when they try to stop illegal activities in the forest.
As per the Act,tribals living in forests before 2006 are eligible for titles of land up to four acre.The same right has been given to the forest workers dependent of forests for last 75 years.Officials figures disclose that from December 2007 till September 30,2012 as many as 92,433 (91,298 individual and 1,135 community) claims were filed against which 17,705 land titles were distributed (16,891 individual and 814 community) in UP.Around 73,028 (72,754 individual and 274 community) claims were rejected.Most rejections are because illiterate forest dwellers do not have documents to prove 75 years of dependence.
The forest dwellers are struggling since long and the movement is being run by the women.At many places in tribal dominated districts in east UP,tribal women,under the banner of Kaimur Khshetra Mahila Mazdoor Kisan Sangharsh Samiti and National Forum of Forest People and Forest workers,have occupied forest land and are doing cooperative farming.But harassment has not stopped.Now,they want change in the 75 year clause and action against officers for rejecting genuine claims.The protestors also requested chief minister Akhilesh Yadav to give an appointment to their delegation for an audience.
The protestors pointed out that districts where implementation of the Act is very poor include Chandauli,Mirzapur,Khiri,Pilibhit,Bahraich,Gorakhpur,Maharajganj,Gonda,Lalitpur,Manikpur Chitrakoot and Saharanpur among others.

Tribals resolve to form pan-India union

Lucknow: Representatives of various tribes in the state on Sunday resolved that they will form an all India union and will vote for the party which promises to implement the Forest Rights Act 2006 that provides forest dwellers individual and community rights to hold and live on forest land and use its produce.
The resolution was passed in a meeting held under the banner of the NationalForum of ForestPeople and Forest Workers.The tribals whohadcometothecity from across the state,said that the distribution of land titles to the forest dwellers was stopped after Samajwadi Party came to the power in the state and hence for the Lok Sabha 2014 election,they will vote for only those political parties which will assure them of giving back their rights.
The forest dwellers said that ideally forest land in 19 districts of the state should have been distributed to the forest workers by now,but more than 70% of the work is still pending.They also decided that to form an all India union.As forest dwellers are scattered across the country,governments of the day do not take their demands seriously.The union will help them emerge as a major force, said veteran social and forest right activist Ashok Chowdhury.

 




वनाधिकार कानून लागू करने की मांग

जागरण संवाददाता, लखनऊ: वनाधिकार कानून को लागू करने और वन विभाग द्वारा निवासियों को परेशान करने के विरोध में शनिवार को आदिवासी, दलित व वनाश्रित समुदाय के लोगों ने चारबाग से विधानभवन तक मार्च निकाला। विधानभवन के सामने महारैली कर केंद्र सरकार पर कानून लागू करने का दबाव बनाने का प्रयास किया। वनवासियों ने अनुसूचित जाति के बजाय जनजाति की श्रेणी में रखने की मांग भी की। महिला वनाधिकार एक्शन कमेटी, न्यू ट्रेड यूनियन इनीसिएटिव, कैमूर, तराई व थारू महिला मजदूर किसान संघर्ष समिति व वनग्राम भूअधिकार मंच सहित कई संगठनों के सहयोग से महारैली का आयोजन किया गया। हाथों में धनुष-वाण और मांगों की पट्टिका लेकर नारेबाजी करते वनवासियों का उमड़े जन समूह को देखते ही सुरक्षाकर्मी मुस्तैद हो गए। महारैली की संयोजक रोमा का कहना है कि 15 दिसंबर 2006 को वनाधिकार कानून लागू किया गया था। इसके बावजूद इस को लागू करने में हीलाहवाली की जा रही है। आदिवासियों का जंगल की जमीन पर हक होता है लेकिन उन्हें उनके अधिकार से वंचित किया जा रहा है। सरकार जब तक कानून लागू करने का कार्य नहीं करती, तब तक मंच उनके अधिकारियों के लिए संघर्ष करता रहेगा

 

 

 

 

 



राष्ट्रीय वन जन श्रमजीवी मंच ने की वनाधिकार रैली

लखनऊ। देश में वनाधिकार कानून के तहत सामुदायिक वनाधिकारियों  सामुदायिक वन संस्थानों के क्रियान्वयन की प्रक्रिया की शुरूआत प्रभावी ढंग से नहीं हुई हैं। इसको सरकारों को निर्देशित कर जल्द से जल्द शुरू किया जाना चाहिए। इस मांग को लेकर राष्ट्रीय वन जन-श्रमजीवी मंच ने शनिवार को विधानभवन के सामने वनाधिकार रैली का आयोजन किया। रैली में सैकड़ों महिलाओं  पुरुषों ने भाग लिया। मंच के महासचिव अशोक चौधरी ने बताया कि वनाधिकार कानून इसी दिन संसद में पारित हुआ था। इसलिए कानून पारित होने के दिन ही रैली का आयोजन किया गया है।
