सीमा विवाद को लेकर अग चीन सकारात्मक है तो छायायुद्ध क्यों?तो क्या भारत सरकार अपनी घोषित पूरब की ओर देखो नीति के तहत सीमा विवाद के उलझे मुद्दे को सुलझाकर दक्षिण एशिया को शांति क्षेत्र बनाने की पहल नहीं कर सकता?पंडित जवाहर लाल नेहरु के पंचशील को भारत चीन सीमा विवाद ने धो जरुर दिया है , पर १९६२ के युद्ध की वजह से उसकी प्रसंगिकता खत्म नहीं हो जाती। भारत इस वक्त दुनियाभर में रक्षा तैयारियों, हथियारों के सौदों पर सबसे ज्यादा हथियार खरीदने वाला देश है। अगर​ ​ चीन के साथ रिश्ते सामान्य हो जाये और दुनिया की दो बड़ी आर्थिक ताकतों का गठबंधन हो जाये, तो इजराइल और अमेरिका को दक्षिण एशिया में शरारत करने का मौका कम ही मिलेगा। इजराइल रक्षा क्षेत्र में भारत का सबसे बड़ा पार्टनर बनकर उभरा है जिससे न सिर्फ अरब दुनिया, वैश्विक मुस्लम बिरादरी बल्कि भारत में रह रहे मुसलमानों की नाराजगी भी मोल ले रहा है भारत।फिलीस्तीन मुद्दे पर भारत की नीतियां बदल गयी है और अभी गाजा में हुए हमले की तो भारत ने निंदा भी नहीं की।भारत की अर्थव्यवस्था पर ईधन और रक्षा खर्च का दबाव सबसे ज्यादा है। इसे​ ​ देखते हुए कठोर वास्तव का तकाजा है कि भारत चीन के सकारात्मक रुख का फायदा उठाये। रिचर्ड निक्सन ने जैसे चीन के साथ ​​अमेरिका के रिश्तों में सुधार किया, उससे विश् व्यवस्था में अमेरिका की स्थिति मजबूत ही हुई है। चीन से सीमा विवाद को व्यवहारिक तौर पर सुधारने पर भारत के रक्षा बजच पर दबाव घटेगा और घाटे की अर्थव्यवस्था को राहत मिलेगी।चीन की कम्युनिस्ट पार्टी ने भारत.चीन सीमा विवाद को ...आपसी संबंधों के लिए सिर दर्द तथा मुसीबत...करार देते हुए कहा है कि इस विवाद के समाधान के लिए दोनों देशों को झुकने तथा कुछ कदम आगे बढने के लिए तैयार होना होगा।... विदेशी मामले के जानकार हाल में सम्पन्न चीन की कम्युनिस्ट पार्टी की अहम राष्ट्रीय कांग्रेस ने ठीक बाद तथा दिसंबर के प्रथम सप्ताह में समाप्ति भारत.चीन सीमा वार्ता से ठीक पहले इस तरह के बयान को... महत्वपूर्ण... मान रहे हैं।

इससे पहले प्रधानमंत्री मनमोहन सिंह और राष्ट्रपति हू जिंताओ ने औपचारिक रूप से 2012 को चीन-भारत मित्रता का वर्ष घोषित किया। इसके साथ ही दोनों नेताओं ने फैसला किया कि दशकों पुराने सीमा विवाद सहित कई अन्य मुद्दे सुलझाने के लिए राजनीतिक विश्वास बढ़ाने की कोशिश की जाएगी।वाकयुद्ध की स्थिति को टालने के लिए सरकार से लेकर लोगों के स्तर तक विशेष तौर पर ध्यान तथा निर्देश दिए जाने की जरूरत है।

पंचशील ने अंतरराष्ट्रीय संबंधों की सैद्धांतिक व यथार्थ कार्यवाइयों में रचनात्मक योगदान किया।, पूर्व भारतीय राष्ट्रपति नारायणन ने पंचशील की महत्वता की चर्चा इस तरह की। पंचशील का आज भी भारी महत्व है। वह काफी समय से देशों के संबंधों के निपटारे का निर्देशक मापदंड रहा है। एक शांतिपूर्ण दुनिया की स्थापना करने के लिए पंचशील का कार्यावयन करना अत्यन्त महत्वपूर्ण है। इतिहास और अंतरराष्ट्रीय यथार्थ से जाहिर है कि पंचशील की जीवनीशक्ति बड़ी मजबूत है। उसे व्यापक जनता द्वारा स्वीकार किया जा चुका है। भिन्न-भिन्न सामाजिक प्रणाली अपनाने वाले देश पंचशील की विचारधारा को स्वीकार करते हैं। लोगों ने मान लिया है कि पंचशील शांति व सहयोग के लिए लाभदायक है और अंतरराष्ट्रीय कानूनों व मापदंडों से पूर्ण रूप से मेल खाता हैं। आज की दुनिया में परिवर्तन हो रहे हैं। पंचशील का प्रचार-प्रसार आज की कुछ समस्याओं के हल के लिए बहुत लाभदायक है। इसलिए, पंचशील आज भी एक शांतिपूर्ण विश्व व्यवस्था का आधार है। उस का आज भी भारी अर्थ व महत्व है और भविष्य में भी रहेगा।


सीमा विवाद को लेकर भारत-चीन युद्ध भी लड़ चुके हैं। 1962 के बाद से जम्मू-कश्मीर में 38 हजार वर्ग किलोमीटर भारतीय भूमि चीन के कब्जे में है। इसके अलावा पाकिस्तान ने तथाकथित चीन-पाकिस्तान सीमा समझौते के तहत 5,180 वर्ग किमी. भारतीय भूमि भी चीन को दे दी है। इसके अलावा पूर्वी क्षेत्र में भी चीन अरुणाचल प्रदेश में 90 हजार वर्ग किमी. भारतीय भूमि पर भी अपना अवैध दावा करता है।चीन के बढ़ते सैन्य शक्ति विस्तार से मुकाबले के लिए भारत ने अपनी रक्षा दीवार मजबूत करने की योजना में तेजी ला दी है। इस कड़ी में रक्षा मंत्रालय ने चीन से सटे सरहदी इलाकों में सैन्य ढांचा मजबूत करने की व्यापक योजना को आगे बढ़ाया है। इसमें सीमा पर नए सैन्य ठिकाने बनाना, करीब एक लाख सैनिकों की तैनाती और सामरिक अस्त्रों की मौजूदगी बढ़ाना शामिल है।सूत्रों के मुताबिक 12वीं योजना के लिए तैयार इस विस्तार कार्यक्रम में पर्वतीय इलाकों के लिए खास तौर पर दो स्ट्राइक डिवीजन बनाने और लद्दाख क्षेत्र में नई ब्रिगेड खड़ी करना भी प्रस्तावित है। इसके लिए अगले पांच से छह वर्षो में 90 हजार से ज्यादा सैनिकों की भर्ती की जानी है। वहीं पूर्वी मोर्चे पर तोपखाने की मौजूदगी भी बढ़ाई जानी है।सेना मुख्यालय सूत्रों के अनुसार रक्षा मंत्रालय ने व्यापक क्षमता विस्तार की 60 हजार करोड़ रुपये से अधिक की योजना को मंजूरी दे दी है और अब वित्त मंत्रालय की अनुमति का इंतजार है।सूत्र बताते हैं कि जल और थल पर खास सैन्य अभियानों की जरूरत के लिए सेना अपने 54 इंफेंट्री डिवीजन को रैपिड एंफीबियस फोर्स में बदलने की तैयारी भी शुरू कर चुकी है। साथ ही इस कड़ी में 91 इंफेंट्री ब्रिगेड को उभयचर ब्रिगेड में बदला जा रहा है। इसके लिए सेना मुख्यालय अंडमान-निकोबार में मौजूद सैन्य ढांचे की भी ताकत बढ़ा रहा है।चीन के मुकाबले पूर्वी सीमा पर ढांचागत क्षमताएं सुधारने के लिए 'इंफ्रास्ट्रक्चर डेवलपमेंट प्लान फॉर इस्टर्न थियेटर' को भी सेना मुख्यालय तैयार कर चुका है।

राष्ट्रीय रक्षा सलाहकार शिवशंकर मेनन की चीन यात्रा से पहले भारत के साथ सीमा विवाद के मुद्दे को लेकर चीनी नेताओं का रूख आज सकारात्मक नजर आया। चीन का कहना है कि इस मुद्दे पर दोनों पक्षों की कई बातें समान हैं और वार्ता में काफी सकारात्मक प्रगति हुई है। अगले सप्ताह सोमवार से शुरू हो रहे मेनन के दो दिवसीय दौरे पर पूछे गए सवालों के जवाब में विदेश मंत्रालय के प्रवक्ता होंग ली ने जानकारी दी, 'वर्षों से चीन-भारत के सीमावर्ती क्षेत्रों में सामान्य तौर पर परिस्थिति शांतिपूर्ण और स्थाई ही रही है।' उन्होंने कहा, 'सीमा विवाद को शांतिपूर्ण और दोस्ताना बातचीत के जरिए हल करने के मुद्दे पर दोनों देशों के बीच कई समानताएं हैं। विशेष प्रतिनिधियों की बैठकों में भी साकारात्मक प्रगति हुई है।' सीमा विवाद को सुलझाने के लिए भारत-चीन के बीच अभी तक 15 दौर की वार्ता हो चुकी है।

भारत और चीन दोनों प्राचीन सास्कृतिक देश हैं। दोनों का लंबा इतिहास और संस्कृति है। भारत और चीन दोनों नई उभरती अर्थव्यवस्था हैं और सार्विक विकास दोनों की सामान अभिलाषा है। 21वीं सदी में प्रवेश के बाद दोनों का तेज विकास हुआ। युद्ध की गर्माहट के बाद अगर आज के हालात देखे जाएं तो दोनों के बीच संपर्क निरंतर मजबूत हो रहे हैं और आपसी राजनीतिक विश्वास भी स्थिर रूप से प्रगाढ़ हो रहा है।भारत चीन का एक बड़ा प्रतिद्वंद्वी बनकर उभर रहा है और चीन अक्सर संयुक्त राष्ट्र में भी भारत का विरोध करता है। भारत के लिए चीन के साथ द्विपक्षीय संबंधों को अच्छा रखने के प्रयास के साथ साथ अपने राष्ट्रीय हितों की रक्षा के लिए पूरी प्रतिबद्धता और मजबूती से अपने पक्ष को रखना आवश्यक है।सीमित ऊर्जा संसाधनों पर अधिकार करना हो या खाद्यान्न सुरक्षा की व्यवस्था, दुनिया की सबसे बड़ी आबादी वाले और दूसरी सबसे बड़ी आबादी वाले देश के राष्ट्रहितों का टकराव जगजाहिर है। इसी तरह हिमालयी भू-भाग में पर्यावरण के नाजुक सतुलन के संरक्षण या इसे जोखिम में डालने वाले मुद्दे पर भी चीन और भारत में सहमति नहीं। भूमंडलीकरण के इस दौर में बड़ा बाजार हो या सस्ते श्रमिकों की फौज, इनमें से किसी एक को ही प›िमी ताकतवर देश अपने हित साधने के लिए चुन सकते हैं। जहां तक सामरिक-भू-राजनीतिक आयाम का प्रश्न है, वहा भी भारत और चीन विपरीत ध्रुव पर ही नज़र आते हैं। चीन ने बड़े कौशल से नेपाल, म्यांमार, बांग्लादेश, श्रीलंका और पाकिस्तान में घुसपैठ कर भारत की घेराबदी पूरी कर ली है। पाकिस्तान को एटम बम संपन्न बनाने में चीन की भूमिका की अनदेखी नहीं की जा सकती। इस बात को भी नकारा नहीं जा सकता है कि साम्यवादी विचारधारा का अनुसरण करने का दावा करने वाला चीन कंट्टरपंथी इस्लामी देशों का समर्थन भारत को अड़चन और असमंजस में डालने के लिए करता रहा है।

इसके विपरीत, चीन के साथ 1962 में हुए युद्ध के जख्मों को कुरेदने की कोशिशों के बीच भारत ने दो टूक कहा है कि अब वक्त बदल चुका है और वह अपनी हर इंच जमीन की हिफाजत में सक्षम है। इस युद्ध की 50वीं बरसी से पहले रक्षा मंत्री एके एंटनी ने कहा कि 2012 का भारत पहले वाला नहीं है और उसकी क्षमताएं 1962 के मुकाबले कहीं अधिक हैं।रक्षा मंत्री ने पूर्वोत्तर में सुरक्षा ढाचे की मजबूती में अपेक्षा के मुकाबले कमी की बात तो मानी, लेकिन साथ ही कहा कि इसमें पहले के मुकाबले काफी सुधार आया है। दो दिन बाद 1962 में हुए चीनी हमले के पचास साल पूरे हो रहे हैं, जिसके बाद से जम्मू-कश्मीर में 38 हजार वर्ग किमी भारतीय भूमि चीन के कब्जे में है। इसके अलावा पाकिस्तान ने तथाकथित चीन-पाकिस्तान सीमा समझौते के तहत 5,180 वर्ग किमी क्षेत्र की भारतीय जमीन भी चीन को दे रखी है। अरुणाचल प्रदेश में 90 हजार वर्ग किमी भारतीय भूमि पर भी चीन अपना अवैध दावा करता है। सैन्य कमाडरों की बैठक के बाद मीडिया के सवालों से रूबरू एंटनी ने कहा कि पूर्वोत्तर में ढाचागत विस्तार पर पहले माकूल ध्यान नहीं दिया गया था, लेकिन अब तेजी से सुरक्षा ढाचे, साधनों व संख्याबल का विस्तार हो रहा है।

एंटनी ने जोर देकर कहा कि हम चीन के साथ लंबित मामलों को सुलझाने के लिए बातचीत करने के साथ ही अपनी सेनाओं को बेहतरीन शस्त्रास्त्रों व साधनों से लैस करने पर भी ध्यान देते रहेंगे। चीनी हैकरों की सेंधमारी को लेकर दुनियाभर में उठ रही चिंताओं के बीच साइबर सुरक्षा इंतजामों के बारे में पूछे जाने पर रक्षा मंत्री का कहना था कि इस मोर्चे पर शुरुआती देर के बावजूद सुरक्षा तंत्र मजबूत बनाने का काम तेजी से हो रहा है। सैन्य कमाडरों की हर साल दो बार होने वाली उच्चस्तरीय बैठक में प्राथमिकताओं से जुड़े एक सवाल पर एंटनी ने स्पष्ट किया कि इसमें सेनाओं की खामियों की समीक्षा कर उनके समाधान तलाशने पर जोर होता है।

अरुणाचल प्रदेश और अक्साई चीन को नक्शे में अपना भूभाग दिखाए जाने पर भारत की जवाबी कार्रवाई के बीच चीन ने सीमा विवाद को द्विपक्षीय रिश्तों के लिए सिरदर्द और समस्या बताया है। नई दिल्ली आए कम्यूनिस्ट पार्टी आफ चाइना [सीपीसी] के वरिष्ठ नेता ली ने बेबाकी से कहा कि इस मसले पर दोनों पक्षों को झुकना होगा और आधा-आधा सफर तय करना होगा।चाइनीज पीपुल्स पॉलिटिकल कंसल्टेटिव कांफ्रेंस की नेशनल कमेटी की स्थायी समिति के सदस्य ली जुनरु ने बुधवार को एक प्रेस कान्फ्रेंस में यह टिप्पणी की। उन्होंने माना कि सीमा विवाद ने द्विपक्षीय संबंधों के विकास की राह में रोड़ा अटका दिया है। जितनी जल्दी से जल्दी हो सके, नया अध्याय लिखने के लिए हमें पन्ने पलटने की कोशिश करनी चाहिए।सीपीसी के लिए नई पौध तैयार करने वाली सेंट्रल पार्टी स्कूल के उपाध्यक्ष रहे ली ने सीमा विवाद के जल्द समाधान की जरूरत बताई। ताकि रिश्ते मजबूत बनाने की राह में कोई बाधा न रह जाए। गौरतलब है कि चीन ने अपने नए ई पासपोर्ट में अरुणाचल प्रदेश और अक्साई चिन को अपने भूभाग के तौर पर दिखाया है। जवाब में भारत ने भी ऐसे वीजा जारी किए जिनमें अक्साई चीन को अपने हिस्से के तौर पर दिखाया गया। इसको लेकर दोनों देशों में कूटनीतिक तनाव फिर उभर आया। सीपीसी की 18वीं कांग्रेस के बारे में ली ने कहा कि आने वाले वर्षो में कम्युनिस्ट पार्टी और सरकार आर्थिक और राजनीतिक सुधारों को आगे बढ़ाएगी। एक प्रतिनिधिमंडल के साथ नई दिल्ली आए ली ने यहां कांग्रेस, भाजपा, माकपा और भाकपा के नेताओं से मुलाकात की। दूसरे देशों के आंतरिक मामलों में चीन की दखलंदाजी के आरोपों से इंकार करते हुए ली ने स्पष्ट किया कि उनका देश स्वयं पश्चिमी देशों के हमलों का शिकार रहा है और हम दूसरों को उसी तरह पीड़ित नहीं बनाना चाहते।

चीन की नई पासपोर्ट सेवा में सीमा के गलत दावों पर भारत जवाबी कार्रवाई के साथ इसे सीमा विवाद पर अगले माह होने वाली विशेष प्रतिनिधि स्तर वार्ता में भी उठाने की तैयारी कर रहा है। नई व्यवस्था के तहत चीन अपने नागरिकों को नक्शों के साथ पासपोर्ट जारी कर रहा है जिसमें अरुणाचल व अक्साइ चिन को चीन के भूभाग का हिस्सा बताया जा रहा है। इसके जवाब में भारत ने भी चीन के नागरिकों को वीजा के साथ पासपोर्ट में अपने नक्शे की मुहर लगानी शुरू कर दी है।सरकारी सूत्रों के मुताबिक, भारत ने कुछ समय पूर्व लागू हुई इस व्यवस्था पर अपनी आपत्ति दर्ज कराई थी। चीन के अधिकारियों ने जब व्यवस्था में कोई सुधार नहीं की तो भारत ने जवाब में यह कदम उठाया। इसमें अक्साइ चिन व अरुणाचल प्रदेश भारतीय क्षेत्र में हैं। नई ई-पासपोर्ट व्यवस्था में चीन ने फिलीपींस, वियतनाम, जापान सहित अन्य कई मुल्कों के साथ अनसुलझे सीमा क्षेत्रों को भी अपना ही हिस्सा दिखाया है। अरुणाचल प्रदेश व अक्साइचिन को लेकर चीन 1993 और 1996 में भारत के साथ समझौता कर चुका है कि वह वास्तविक नियंत्रण रेखा का सम्मान करेगा।

राष्ट्रीय सुरक्षा सलाहकार [एनएसए] शिवशकर मेनन ने चीन के साथ हालिया 'मानचित्र विवाद' को तवज्जो नहीं दी है। सोमवार को उन्होंने कहा कि इस मुद्दे पर सीमा वार्ता के नजरिए से गौर किया जाना चाहिए। मेनन ने चीन द्वारा अरुणाचल प्रदेश और अक्साई चिन को चीन का हिस्सा दिखाने वाले ई-पासपोर्ट जारी करने पर कहा, 'मुझे लगता है कि इन बातों पर खास नजरिए से देखने की जरूरत है।'

शिवशंकर मेनन ने कहा, 'हमारे सीमा के स्थान को लेकर मतभेद हैं। हम उनसे विचार-विमर्श कर रहे हैं। हम इससे निपटने की दिशा में आगे बढ़े हैं।' एनएसए ने कहा कि चीनी दस्तावेज सीमा के उनके रूप को दिखाते हैं, जबकि भारतीय दस्तावेज अपने। मेनन ने ये टिप्पणिया ऐसे समय की हैं, जब विदेश मंत्री सलमान खुर्शीद चीन के कदम को अस्वीकार्य बता चुके हैं। 'ऑब्जर्वर रिसर्च फाउंडेशन' में चीन पर छपी पुस्तकों के विमोचन के बाद उन्होंने पूछा कि क्या बदला है। सीमा को लेकर चीन का अपना नजरिया है। उन्होंने बताया कि भारत और चीन सीमा विवाद सुलझाने के लिए तीन स्तरीय प्रक्रिया पर सहमत हुए हैं। वर्तमान में हम इसके दूसरे स्तर में हैं। हम सीमा तय करने की रूपरेखा पर सहमति बनाने की प्रक्रिया से गुजर रहे हैं। उम्मीद है कि तीसरे और अंतिम चरण में दोनों देशों के बीच सीमा पर सहमति बन जाएगी। उन्होंने कहा कि दोनों देश निवेश व सह-उत्पादन को लेकर आर्थिक संबंध बढ़ाने की प्रक्रिया में थे। हालांकि, दोनों देशों के संबंधों ने अवसरों की जटिल तस्वीर पेश की है।

भारत का कहना है कि सीमा विवाद अरुणाचल प्रदेश के 4,000 किलोमीटर क्षेत्र पर है जबकि चीन इसे महज 2,000 किलोमीटर तक ही सीमित कर देता है। चीन में अरुणाचल प्रदेश के इस क्षेत्र को दक्षिणी तिब्बत के नाम से जाना जाता है। होंग ने कहा, 'इस मुद्दे का पारदर्शी, तर्कपूर्ण और परस्पर स्वीकार्य हल निकालने के लिए चीन शांतिपूर्ण, मित्रवत, समान विमर्श, परस्पर सम्मान और परस्पर समझ के आधार पर द्विपक्षीय वार्ता को आगे बढ़ाने को तैयार है।' उन्होंने कहा, 'जब तक सीमा विवाद पर अंतिम निर्णय नहीं आता, चीन दोनों देशों की सीमा पर शांति और स्थायित्व बनाए रखने के लिए भारत के साथ मिलकर काम करना चाहेगा।'

इससे पहले होंग ने कहा था कि मेनन का बीजिंग दौरा चीन के लिए बहुत महत्व रखता है। चीन के नए नेतृत्व के साथ भारत के औपचारिक संपर्क की शुरुआत करने के लिए राष्ट्रीय सुरक्षा सलाहकार शिव शंकर मेनन तीन दिसंबर को चीन के दो दिवसीय दौरे पर यहां आ रहे हैं। मेनन के दौरे की मुख्य फोकस द्विपक्षीय संबंध होंगे। इस दौरान वे सीमा विवाद संबंधी वार्ता पर अपने समकक्ष दाई बिंगगुबो से भी मिलेंगे।

दूसरी ओर, अमेरिकी विदेश मंत्री हिलेरी क्लिंटन ने कहा कि अमेरिका को भारत और चीन जैसी उभरती शक्तियों के साथ अपने संबंधों का सफलतापूर्वक निर्वाह करने की जरूरत है। उन्होंने साथ ही यह भी कहा कि ओबामा प्रशासन द्वारा एशिया में सैन्य, कूटनीतिक और वाणिज्यिक रूप से अमेरिका को मजबूत करने का मतलब चीन को 'रोकना' नहीं है।

सीमा विवाद

भारतीय पक्ष

ब्रिटिश भारत और तिब्बत ने 1914 में शिमला समझौते के तहत अंतरराष्ट्रीय सीमा के रूप में मैकमोहन रेखा का निर्धारण किया। यह भी मानना है कि इस सीमा रेखा का निर्धारण हिमालय के सर्वोच्च शिखर तक किया गया है।

चीनी पक्ष

मैकमोहन रेखा को अवैध मानता है लेकिन वास्तविक नियंत्रण रेखा (एलएसी) की वास्तविक स्थिति कमोबेश यही है। इस क्षेत्र में हिमालय प्राकृतिक सीमा का निर्धारण नहीं करता क्योंकि अनेक नदियों यहां से निकलती हैं और सीमाओं को काटती हैं

विवाद के बिंदु

सिक्किम-तिब्बत सीमा को छोड़कर लगभग पूरी भारत-चीन सीमा रेखा विवादित हैं।

सिक्किम-तिब्बत-पश्चिम बंगाल सीमा के मिलन बिंदु सुमदोरोंग चू एलएसी में पांच या छह ऐसे बिंदु हैं जो दोनों देशों के बीच विवादित हैं।

वर्तमान स्थिति

पूर्व में हुए समझौते के आधार पर वर्तमान में दोनों पक्ष एलएसी पर निगरानी करते हैं और विवादित स्थलों पर गश्त करने के दौरान वहां फौजी कैप, बेल्ट और सिगरेट पैक छोड़ जाते हैं। इसका मकसद दूसरे को अपनी उपस्थिति दर्ज कराना होता है।

यदि गश्त के दौरान दोनों पक्ष आपस में मिल जाते हैं तो वे अपने हथियारों को रख देते हैं। एक-दूसरे से विनम्रता से पेश आते हैं और कहते हैं कि वे अपने क्षेत्र में गश्त कर रहे हैं।

जल विवाद

ब्रम्हपुत्र नदी : चीन यारलुंग सांग्पो (ब्रम्हपुत्र नदी का तिब्बती नाम) नदी की धारा को मोड़कर अपने उत्तर-पूर्व या उत्तर पश्चिम में जिनजियांग प्रांत तक जल पहुंचाना चाहता है। भारत के भारी विरोध और दबाव के बाद उसने अपनी योजना को फिलहाल स्थगित कर दिया है।

वीजा विवाद को लेकर रक्षा संबंधों में आए तनाव के बाद भारत और चीन संयुक्त सैन्य अभ्यास शुरू कर सकते हैं। इस संबंध में फैसला अगले वर्ष जनवरी में होने वाली वार्षिक रक्षा वार्ता [एडीडी] में किया जाएगा।सेना के वरिष्ठ अधिकारियों ने बताया कि भारत और चीन एडीडी में सैन्य अभ्यास बहाल किए जाने के बारे में विचार विमर्श करेंगे। उसके बाद ही इस संबंध में अंतिम फैसला किया जाएगा।उल्लेखनीय है कि भारत और चीन अब तक दो सैन्य अभ्यास कर चुके हैं। आखिरी अभ्यास 2008 में कर्नाटक के बेलगांव में हुआ था। चीन द्वारा वर्ष 2010 में तत्कालीन उत्तरी सैन्य कमांडर ले. जनरल बीएस जसवल को आधिकारिक बीजिंग यात्रा की अनुमति नहीं दिए जाने के बाद भारत ने उसके साथ सैन्य आदान प्रदान बंद कर दिया था। साथ ही तीसरे सैन्य अभ्यास में शामिल होने से भी इंकार कर दिया था।

हिलेरी ने फोरन पॉलिसी पत्रिका समूह द्वारा आयोजित 'परिवर्तनकारी रूझान 2013' संगोष्ठी में कल दिए गए अपने भाषण में कहा, 'हमें चीन और भारत जैसी उभरती शक्तियों के साथ अपने संबंधों का सफलतापूर्वक निर्वाह करने की जरूरत है।' विदेश नीति के मुद्दे पर अमेरिकी विदेश मंत्री ने कहा, ''वैश्विक शक्ति के रूप में चीन का उदय एक दोराहे पर पहुंच रहा है। इसका भविष्य इस बात पर निर्भर करेगा कि चीन किस तरह, आर्थिक चुनौतियों, पड़ोसियों के साथ मतभेदों और अपने राजनीतिक एवं आर्थिक व्यवस्था में व्याप्त तनाव से निपटता है।' चीन एशिया प्रशांत क्षेत्र में मजबूत होती अमेरिकी उपस्थिति को लेकर लगातार अपनी चिंताएं जाहिर करता आया है।

हिलेरी ने कहा कि एशिया प्रशांत क्षेत्र में अमेरिका की मजबूत स्थिति, चीन के लिए खतरा नहीं है। हिलेरी ने कहा, 'इनमें से कुछ भी रोकथाम के लिए नहीं है। इसका उद्देश्य एशिया प्रशांत क्षेत्र में नियमों पर आधारित निर्देशों तक पहुंचना है। ताकि आने वाले दशकों के लिए यहां शांति और समृद्धि का प्रादुर्भाव हो।' हिलेरी ने कहा कि अमेरिका-चीन संबंधों को आगे ले जाना विशेष रूप से महत्वूपर्ण है लेकिन यह विशेष रूप से चुनौतीपूर्ण भी है।' उन्होंने कहा कि अमेरिका अर्थशास्त्र को अपनी विदेश नीति के केंद्र में ला रहा है।

विदेश मंत्री ने कहा कि अर्थशास्त्र तेजी से अंतर्राष्ट्रीय मामलों को आकार दे रहा है। 'भारत और ब्राजील जैसे देशों का प्रभाव उनके आकार की वजह से तो बढ़ ही रहा है लेकिन सैन्य ताकत से अधिक उनकी अर्थव्यस्था के बढ़ते आकार की वजह से उनकी ताकत अधिक बढ़ रही है। उन्होंने कहा कि अमेरिका को अलग-अलग क्षेत्रों की शक्तियां जैसे ब्राजील एवं मैक्सिको, भारत एवं इंडोनेशिया, दक्षिण अफ्रीका एवं तुर्की जैसे देशों के साथ संबंधों का विकास करना होगा क्योंकि इन देशों का अपने क्षेत्रों में और वैश्विक मंच पर प्रभाव बढ़ रहा है।

भारत को चीन से मुकाबले के लिए तैयार रहना चाहिए और उसे अपनी सैन्य तैयारियों को तेजी और मजबूती देनी होगी। भले ही चीन शांतिपूर्ण सहयोग की बात करता हो, परंतु उसका दोहरा रवैया भारत की परेशानी बढ़ा रहा है। चीन लगातार अपने लोगों के मन में भारत के खिलाफ जहर भर रहा है।

राष्ट्रीय सुरक्षा को लेकर बनी नरेश चंद्रा टास्क फोर्स ने भारत के प्रति चीन के दोहरे रवैये पर चिंता जताते हुए सेना को मजबूती प्रदान करने की सिफारिश की है।

एक अखबार में प्रकाशित नरेश चंद्रा समिति की सिफारिशों में यह भी कहा गया है कि प्रस्तावित चीफ ऑफ डिफेंस स्टाफ (सीडीएस) की कोई जरूरत नहीं है। इसकी जगह तीनों सेनाओं के प्रमुखों की समिति से एक चेयरमैन चीफ ऑफ स्टाफ चुनने की सिफारिश भी इस समिति ने की है। सिफारिश मानी गई तो इस तरह से देश में चार चार सितारों वाले जनरल हो जाएंगे। समिति की सिफारिश के मुताबिक राष्ट्रीय सुरक्षा ढाचा तैयार किया जाना चाहिए जो इंटेलीजेंस और सैन्य गतिविधियों को साथ लेकर चलने वाला हो। समिति ने रक्षा फर्म को ब्लैकलिस्ट करने की प्रक्रिया पर दोबारा विचार करने को भी कहा है। डीआरडीओ प्रमुख और रक्षा मंत्री के वैज्ञानिक सलाहकार के पदों को अलग करने, रक्षा मंत्रालय में सेना के अधिकारियों की संयुक्त सचिव के स्तर तक नियुक्ति की बात भी समिति ने की है।

वहीं, चीन भारत के प्रति अपने पूर्वाग्रह नहीं छोड़ रहा है और वह अपने लोगों को भारत के खिलाफ भड़का रहा है। हाल ही में भारतीय राजदूत की मौजूदगी में बीजिंग की एक आर्ट गैलरी में एक फिल्म दिखाई गई। जिसमें भारत और भारतीय लोकतंत्र का बेहद गंदा चित्रण किया गया है। इसमें गुजरात के दंगों को भी दिखाया गया है। भारत ने इस वीडियो पर आपत्ति जाहिर की है।

चीन व भारत विश्व के दो बड़े विकासशील देश हैं। दोनों ने विश्व की शांति व विकास के लिए अनेक काम किये हैं। चीन और उसके सब से बड़े पड़ोसी देश भारत के बीच लंबी सीमा रेखा है। लम्बे अरसे से चीन सरकार भारत के साथ अपने संबंधों का विकास करने को बड़ा महत्व देती रही है। इस वर्ष की पहली अप्रैल को चीन व भारत के राजनयिक संबंधों की स्थापना की 55वीं वर्षगांठ है।
वर्ष 1949 में नये चीन की स्थापना के बाद के अगले वर्ष, भारत ने चीन के साथ राजनयिक संबंध स्थापित किये। इस तरह भारत चीन लोक गणराज्य को मान्यता देने वाला प्रथम गैरसमाजवादी देश बना। चीन व भारत के बीच राजनयिक संबंधों की औपचारिक स्थापना के बाद के पिछले 55 वर्षों में चीन-भारत संबंध कई सोपानों से गुजरे। उनका विकास आम तौर पर सक्रिय व स्थिर रहा, लेकिन, बीच में मीठे व कड़वी स्मृतियां भी रहीं। इन 55 वर्षों में दोनों देशों के संबंधों में अनेक मोड़ आये। आज के इस कार्यक्रम में हम चीन व भारत के राजनीतिक संबंधों का सिंहावलोकन करेंगे।
प्रोफेसर मा जा ली चीन के आधुनिक अंतरराष्ट्रीय संबंध अनुसंधान संस्थान के दक्षिणी एशिया अनुसंधान केंद्र के प्रधान हैं। वे तीस वर्षों से चीन व भारत के राजनीतिक संबंधों के अनुसंधान में लगे हैं। श्री मा जा ली ने पिछले भारत-चीन संबंधों के 55 वर्षों को पांच भागों में विभाजित किया है। उन के अनुसार, 1950 के दशक में चीन व भारत के संबंध इतिहास के सब से अच्छे काल में थे। दोनों देशों के शीर्ष नेताओं ने तब एक-दूसरे के यहां की अनेक यात्राएं कीं और उनकी जनता के बीच भी खासी आवाजाही रही। दोनों देशों के बीच तब घनिष्ठ राजनीतिक संबंध थे। लेकिन, 1960 के दशक में चीन व भारत के संबंध अपने सब से शीत काल में प्रवेश कर गये। इस के बावजूद दोनों के मैत्रीपूर्ण संबंध कई हजार वर्ष पुराने हैं। इसलिए, यह शीतकाल एक ऐतिहासिक लम्बी नदी में एक छोटी लहर की तरह ही था। 70 के दशक के मध्य तक वे शीत काल से निकल कर फिर एक बार घनिष्ठ हुए। चीन-भारत संबंधों में शैथिल्य आया , तो दोनों देशों की सरकारों के उभय प्रयासों से दोनों के बीच फिर एक बार राजदूत स्तर के राजनयिक संबंधों की बहाली हुई। 1980 के दशक से 1990 के दशक के मध्य तक चीन व भारत के संबंधों में गर्माहट आ चुकी थी। हालांकि वर्ष 1998 में दोनों देशों के संबंधों में भारत द्वारा पांच मिसाइलें छोड़ने से फिर एक बार ठंडापन आया। पर यह तुरंत दोनों सरकारों की कोशिश से वर्ष 1999 में भारतीय विदेशमंत्री की चीन यात्रा के बाद समाप्त हो गया। अब चीन-भारत संबंध कदम ब कदम घनिष्ठ हो रहे हैं।
इधर के वर्षों में चीन-भारत संबंधों में निरंतर सुधार हो रहा है। चीन व भारत के वरिष्ठ अधिकारियों के बीच आवाजाही बढ़ी है। भारत स्थित भूतपूर्व चीनी राजदूत च्यो कांग ने कहा, अब चीन-भारत संबंध एक नये काल में प्रवेश कर चुके हैं। इधर के वर्षों में, चीन व भारत के नेताओं के बीच आवाजाही बढ़ी। वर्ष 2001 में पूर्व चीनी नेता ली फंग ने भारत की यात्रा की। वर्ष 2002 में पूर्व चीनी प्रधानमंत्री जू रोंग जी ने भारत की यात्रा की। इस के बाद, वर्ष 2003 में भारतीय प्रधानमंत्री वाजपेई ने चीन की यात्रा की। उन्होंने चीनी प्रधानमंत्री वन चा पाओ के साथ चीन-भारत संबंधों के सिद्धांत और चतुर्मुखी सहयोग के घोषणापत्र पर हस्ताक्षर किये। इस घोषणापत्र ने जाहिर किया कि चीन व भारत के द्विपक्षीय संबंध अपेक्षाकृत परिपक्व काल में प्रवेश कर चुके हैं। इस घोषणापत्र ने अनेक महत्वपूर्ण द्विपक्षीय समस्याओं व क्षेत्रीय समस्याओं पर दोनों के समान रुख भी स्पष्ट किये। इसे भावी द्विपक्षीय संबंधों के विकास का निर्देशन करने वाला मील के पत्थर की हैसियत वाला दस्तावेज भी माना गया। चीन व भारत के संबंध पुरानी नींव पर और उन्नत हो रहे हैं।
[विदेश नीति]] पर चीन व भारत बहुध्रुवीय दुनिया की स्थापना करने का पक्ष लेते हैं, प्रभुत्ववादी व बल की राजनीति का विरोध करते हैं और किसी एक शक्तिशाली देश के विश्व की पुलिस बनने का विरोध करते हैं। अंतरराष्ट्रीय संबंधों में मौजूद वर्तमान विवादों का किस तरह निपटारा हो और देशों के बीच किस तरह का व्यवहार किया जाये ये दो समस्याएं विभिन्न देशों के सामने खड़ी हैं। चीन व भारत मानते हैं कि उनके द्वारा प्रवर्तित किये गये शांतिपूर्ण सहअस्तित्व के पांच सिद्धांत संयुक्त राष्ट्र के चार्टर के उन लक्ष्यों तथा सिद्धांतों को प्रतिबिंबित करते हैं, जिनका दुनिया के विभिन्न देशों द्वारा पालन किया जाना चाहिए।
शांतिपूर्ण सहअस्तित्व के पांच सिद्धांत यानी पंचशील चीन, भारत व म्येनमार द्वारा वर्ष 1954 के जून माह में प्रवर्तित किये गये। पंचशील चीन व भारत द्वारा दुनिया की शांति व सुरक्षा में किया गया एक महत्वपूर्ण योगदान है,और आज तक दोनों देशों की जनता की जबान पर है। देशों के संबंधों को लेकर स्थापित इन सिद्धांतों की मुख्य विषयवस्तु है- एक-दूसरे की प्रभुसत्ता व प्रादेशिक अखंडता का सम्मान किया जाये, एक- दूसरे पर आक्रमण न किया जाये , एक-दूसरे के अंदरूनी मामलों में दखल न दी जाये और समानता व आपसी लाभ के आधार पर शांतिपूर्ण सहअस्तित्व बरकारार रखा जाये। ये सिद्धांत विश्व के अनेक देशों द्वारा स्वीकार कर लिये गये हैं और द्विपक्षीय संबंधों पर हुए अंतरराष्ट्रीय सम्मेलनों व दस्तावेजों में दर्ज किये गये हैं। पंचशील के इतिहास की चर्चा में भारत स्थित पूर्व चीनी राजदूत श्री छन रे शन ने बताया, द्वितीय विश्वॉयुद्ध से पहले, एशिया व अफ्रीका के बहुत कम देशों ने स्वतंत्रता हासिल की थी। लेकिन, द्वितीय विश्वयुद्ध के बाद, उपनिवेशवादी व्यवस्था भंग होनी शुरू हुई। भारत व म्येनमार ने स्वतंत्रता प्राप्त की और बाद में चीन को भी मुक्ति मिली। एशिया में सब से पहले स्वतंत्रता प्राप्त करने वाले देश होने के नाते, उन्हें देशों की प्रभुसत्ता व प्रादेशिक अखंडला का कायम रहना बड़ा आवश्यक लगा और उन्हें विभिन्न देशों के संबंधों का निर्देशन करने के सिद्धांत की जरुरत पड़ी। इसलिए, इन तीन देशों के नेताओं ने मिलकर पंचशील का आह्वान किया।


शांति व विकास की खोज करना वर्तमान दुनिया की जनता की समान अभिलाषा है। पंचशील की शांति व विकास की विचारधारा ने अंतरराष्ट्रीय संबंधों के स्वस्थ विकास को आगे बढ़ाया है और भविष्य में भी वह एक शांतिपूर्ण, स्थिर, न्यायपूर्ण व उचित नयी अंतरराष्ट्रीय व्यवस्था की स्थापना में अहम भूमिका अदा करेगी।

दोनों देशों के संबंधों को आगे विकसित करने के लिए वर्ष 2000 में पूर्व भारतीय राष्ट्रपति नारायणन ने चीन की राजकीय यात्रा के दौरान, पूर्व चीनी राष्ट्राध्यक्ष च्यांग ज मिन के साथ वार्ता में भारत और चीन के जाने-माने व्यक्तियों के मंच के आयोजन का सुझाव प्रस्तुत किया। इस प्रस्ताव पर श्री च्यांग ज मिन ने सकारात्मक प्रतिक्रिया दी। दोनों सरकारों ने इस मंच की स्थापना की पुष्टि की। मंच के प्रमुख सदस्य, दोनों देशों के राजनीतिक, आर्थिक, सामाजिक, वैज्ञानिक व तकनीक तथा सांस्कृतिक आदि क्षेत्रों के जाने माने व्यक्ति हैं। मंच के एक सदस्य श्री च्यो कांग ने मंच का प्रमुख ध्येय इस तरह समझाया, इस मंच का प्रमुख ध्येय दोनों देशों के विभिन्न क्षेत्रों के जाने-माने व्यक्तियों द्वारा द्विपक्षीय संबंधों के विकास के लिए सुझाव प्रस्तुत करना और सरकार को परामर्श देना है। यह दोनों देशों के बीच गैरसरकारी आवाजाही की एक गतिविधियों में से एक भी है। वर्ष 2001 के सितम्बर माह से वर्ष 2004 के अंत तक इसका चार बार आयोजन हो चुका है। इसके अनेक सुझावों को दोनों देशों की सरकारों ने स्वीकृत किया है। यह मंच सरकारी परामर्श संस्था के रूप में आगे भी अपना योगदान करता रहेगा।

हालांकि इधर चीन व भारत के संबंधों में भारी सुधार हुआ है, तो भी दोनों के संबंधों में कुछ अनसुलझी समस्याएं रही हैं। चीन व भारत के बीच सब से बड़ी समस्याएं सीमा विवाद और तिब्बत की हैं। चीन सरकार हमेशा से तिब्बत की समस्या को बड़ा महत्व देती आई है। वर्ष 2003 में भारतीय प्रधानमंत्री वाजपेयी ने चीन की यात्रा की और चीनी प्रधानमंत्री वन चा पाओ के साथ एक संयुक्त घोषणापत्र जारी किया। घोषणापत्र में भारत ने औपचारिक रूप से कहा कि भारत तिब्बत को चीन का एक भाग मानता है। इस तरह भारत सरकार ने प्रथम बार खुले रूप से किसी औपचारिक दस्तावेज के माध्यम से तिब्बत की समस्या पर अपने रुख पर प्रकाश डाला, जिसे चीन सरकार की प्रशंसा प्राप्त हुई।

इस के अलावा, चीन व भारत के बीच सीमा समस्या भी लम्बे अरसे से अनसुलझी रही है। इस समस्या के समाधान के लिए चीन व भारत ने वर्ष 1981 के दिसम्बर माह से अनेक चरणों में वार्ताएं कीं और उनमें कुछ प्रगति भी प्राप्त की। वर्ष 2003 में पूर्व भारतीय प्रधानमंत्री श्री अटल बिहारी वाजपेयी ने चीन की सफल यात्रा की। चीन व भारत ने चीन-भारत संबंधों के सिद्धांत और चतुर्मुखी सहयोग के ज्ञापन पर हस्ताक्षर किये। चीन व उसके पड़ोसी देशों के राजनयिक संबंधों के इतिहास में ऐसे ज्ञापन कम ही जारी हुए हैं। दोनों देशों के प्रधानमंत्रियों द्वारा सम्पन्न इस ज्ञापन में दोनों देशों ने और साहसिक नीतियां अपनायीं, जिन में सीमा समस्या पर वार्ता के लिए विशेष प्रतिनिधियों को नियुक्त करना और सीमा समस्या का राजनीतिक समाधान खोजना आदि शामिल रहा। चीन और भारत के इस घोषणापत्र में यह भी स्पष्ट किया गया है कि तिब्बत स्वायत्त प्रदेश चीन का एक अभिन्न और अखंड भाग है। सीमा समस्या के हल के लिए चीन व भारत के विशेष प्रतिनिधियों के स्तर पर सलाह-मश्विरा जारी है। वर्ष 2004 में चीन और भारत ने सीमा समस्या पर यह विशेष प्रतिनिधि वार्ता व्यवस्था स्थापित की। भारत स्थित पूर्व चीनी राजदूत च्यो कांग ने कहा, इतिहास से छूटी समस्या की ओर हमें भविष्योन्मुख रुख से प्रस्थान करना चाहिए। चीन सरकार ने सीमा समस्या के हल की सक्रिय रुख अपनाई है। चीन आशा करता है कि इसके लिए आपसी सुलह औऱ विश्वास की भावना के अनुसार, मैत्रीपूर्ण वार्ता के जरिए दोनों को स्वीकृत उचित व न्यायपूर्ण तरीकों की खोज की जानी चाहिए। विश्वास है कि जब दोनों पक्ष आपसी विश्वास , सुलह व रियायत देने की अभिलाषा से प्रस्थान करेंगे तो चीन-भारत सीमा समस्या के हल के तरीकों की खोज कर ही ली जाएगी।

इस समय चीन व भारत अपने-अपने शांतिपूर्ण विकास में लगे हैं। 21वीं शताब्दी के चीन व भारत प्रतिद्वंदी हैं और मित्र भी। अंतरराष्ट्रीय मामलों में दोनों में व्यापक सहमति है। आंकड़े बताते हैं कि संयुक्त राष्ट्र संघ में विभिन्न सवालों पर हुए मतदान में अधिकांश समय, भारत और चीन का पक्ष समान रहा। अब दोनों देशों के सामने आर्थिक विकास और जनता के जीवन स्तर को सुधारने का समान लक्ष्य है। इसलिए, दोनों को आपसी सहयोग की आवश्यकता है। अनेक क्षेत्रों में दोनों देश एक-दूसरे से सीख सकते हैं।

चीन-भारत संबंधों के भविष्य के प्रति श्री मा जा ली बड़े आश्वस्त हैं। उन्होंने कहा, समय गुजरने के साथ दोनों देशों के बीच मौजूद विभिन्न अनसुलझी समस्याओं व संदेहों को मिटाया जा सकेगा और चीन व भारत के राजनीतिक संबंध और घनिष्ठ होंगे। इस वर्ष मार्च में चीनी प्रधानमंत्री वन चा पाओ भारत की यात्रा पर जा रहे हैं। उनके भारत प्रवास के दौरान चीन व भारत दोनों देशों के नेता फिर एक बार एक साथ बैठकर समान रुचि वाली द्विपक्षीय व क्षेत्रीय समस्याओं पर विचार-विमर्श करेंगे। श्री मा जा ली ने कहा, भविष्य में चीन-भारत संबंध और स्वस्थ होंगे और और अच्छे तरीके से आगे विकसित होंगे । आज हम देख सकते हैं कि चीन व भारत के संबंध लगतार विकसित हो रहे हैं। यह दोनों देशों की सरकारों की समान अभिलाषा भी है। दोनों पक्ष आपसी संबंधों को और गहन रूप से विकसित करने को तैयार हैं। मुझे विश्वास है कि चीन-भारत संबंध अवश्य ही और स्वस्थ व मैत्रीपूर्ण होंगे और एक रचनात्मक साझेदारी का रूप लेंगे।

भारत के भूतपूर्व राष्ट्रपति नारायण ने कहा, मेरा विचार है कि चीन और भारत को द्विपक्षीय मैत्रीपूर्ण संबंधों को और गहरा करना चाहिए। हमारे बीच सहयोग दुनिया के विकास को आगे बढ़ाने में अहम भूमिका अदा कर सकेंगे।

दोनों तरफ से पारस्परिक विश्वास पर आधारित वस्तुपरक और मित्रवत माहौल पैदा करने के प्रयास होने चाहिए जिससे यह सुनिश्चित हो सके कि दोनों ओर एक-दूसरे के बारे में कोई गलत छवि न बने।

The government will raise the limit on foreign investments in government and corporate bonds by $5 billion each, said a finance ministry official who declined to be named, in a move intended to attract more funds into the country.India currently caps the total amount that foreign institutional investors can buy in domestic debt at $65 billion, which is distributed through categories of government, corporate and infrastructure bonds, some of which include tenor or lock-in restrictions.The increase in limits will be effective in the next seven to ten days, the official said on Friday.

"The UAPA is being amended to bring clarity to the existing legal regime and remove deficiencies identified in its implementation by the central and state intelligence and investigating agencies," Shinde said.

The bill also covers procurement of weapons, raising funds for terrorist activities and counterfeiting Indian currency.

Communist Party of India leader Prabodh Panda, Communist Party of India-Marxist leader Saidul Haque and Biju Janata Dal leader Bhartruhari Mahtab wanted the bill to be deferred so that it could be debated thoroughly.

Meanwhile, the Supreme Court on Thursday directed the Central Bureau of Investigation (CBI) to heed the view of its outgoing director AP Singh with regard to prosecuting public officials and private companies in the matter of the grant of excess spectrum in 2002 during the NDA government's regime. Accordingly, the investigating agency can now file charge sheets and prosecute former telecom secretary Shyamal Ghosh, Bharti Airtel and Vodafone. In November 2011, the CBI had carried out raids at the offices of the companies concerned as also the residences of Ghosh and another government official, JR Gupta.Financial Express reports.

Admitting to differences with the Ministry of Environment in the setting up of the National Investment Board, Finance Minister P Chidambaram today said the Union Cabinet would take a final call on the issue.

Replying to supplementaries in the Lok Sabha, he said the the government has proposed to set up the NIB for "quicker implementation" of large projects entailing investments in excess of Rs 1,000 crore.

"Yes, the Ministry of Environment and Forest has expressed certain reservations. The matter will be placed before the Cabinet and when the Cabinet takes a final decision, we will know what the decision is and how these reservations are being addressed," Chidambaram said.

Environment Minister Jayanthi Natarajan had written to Prime Minister Manmohan Singh opposing any move to bypass required green clearances for mega project approvals by the proposed NIB.

The value of assets owned by Gujarat chief minister Narendra Modi has crossed the Rs1 crore mark in 2012, from Rs40 lakh five years ago, as per his affidavit accompanying the nomination papers for assembly elections.

Modi filed the papers for Maninagar constituency in Ahmedabad on Friday.

The value of the assets of the Gujarat CM stood at Rs40 lakh in 2007. His assets at the time included a plot in Gandhinagar Sector-1, bought for Rs1,30,488, and valued at Rs30 lakh.

The market value of this plot has been shown as Rs 1 crore in the present affidavit. The development work on the plot is worth Rs2,47,208, it says.

Other assets, including bank deposits, gold rings, NSCs, etc, have been valued at Rs33,42,842.

He has fixed deposits of Rs22,59,226 at SBI Sachivalaya branch, besides Rs4,24,836 in savings account. In 2007, Modi had deposits of Rs8,00,000, and Rs55,651 in the savings account.

The Chief Minister has added two more bank accounts in the last five years: at Rajkot Nagrik Sahkari Bank (Rs 30,347), and SBI Maninagar (Rs 10,000). He has also invested Rs 20,000 in infrastructure bonds.

His income in the latest I-T return was Rs1,50,630. He is yet to get I-T refund of Rs54,403, and has to get back Rs14,363 lent to someone, the affidavit states.

The war of attrition between Narendra Modi and Sanjeev Bhatt today shifted to the electoral arena with the Congress fielding the wife of suspended IPS officer against the Gujarat Chief Minister.

BJP said this has "exposed" the Congress as the "architect" of the "hate campaign" in the state.

In a surprise move, Congress nominated Shweta Bhatt, wife of Sanjeev Bhatt, who has taken on Modi, accusing him of complicity in the post-Godhra riots in 2002, to contest the Maninagar seat of the Chief Minister.

Both Modi and Bhatt today filed their papers before returning officer P K Jadeja.

BJP reacted sharply to Congress' decision to pit Shweta, a political greenhorn, against the party's potential prime ministerial candidate, with party spokesman Prakash Javadekar saying, "Congress is exposed thoroughly today.

Whatever Bhatt did in last 10 years, the whole architect, script writers and directors were the Congress."

"In the last 10 years, they carried out a hate campaign...They defamed Gujarat to the hilt. And Sanjiv Bhatt became a major pawn in the hands of Congress," he said.

"It was Congress-sponsored hate campaign to defame Gujarat and Gujarati voters (who) will definitely teach a bitter lesson to Congress," Javadekar said in Delhi.

"My fight is for truth, to establish democracy, please support me," Shweta told reporters after filing her papers.

Clearly realising the uphill task ahead of her she said, "It is not a fight between equals, I agree...but I am fully confident that I am going with a true heart to say the truth, so people will support me...I don't have false promises to make."

Anti-corruption crusader Anna Hazare today opposed entry of foreign companies in India, including steel major POSCO, saying such investors were exploiting the country's natural resources for their own gain in the name of setting up industries.Former income tax inspector Arvind Kejriwal, 44, is short and at times appears malnourished. He sports a neatly trimmed moustache, frameless spectacles and loads of attitude. In recent months, Kejriwal has exposed them all — from senior ministers to top politicians, from Fortune 500-listed CEOs to high-profile NGOs. All have been hit where it hurts the most. The ruling elite are in shock and the middle class has erupted in sheer delight at Kejriwal's naming and shaming of the rich and the powerful.

Nearly 97% Indian citizens feel that frequent allegations of corruption are hurting India's image globally. As per a survey conducted by global research firm Ipsos, Indian citizens also have a very mixed opinion about corruption practices prevailing among corporates and businessmen. The survey cites that 44% are of the opinion that all corporates and traditional family business houses are corrupt.

"A large majority of the respondents, 94%, across all surveyed cities (Delhi, Mumbai, Kolkata, Chennai, Bengaluru and Lucknow) thought that the prospect of inclusive growth was getting damaged due to wide spread corruption charges as the government and senior bureaucrats were reluctant to take hard policy and administrative decisions to avoid getting into another round of corruption charges," noted Biswarup Banerjee, head of marketing communication, Ipsos in India.

51% responddents also felt that Arvind Kejriwal, leader of 'India Against Corruption' is right in accusing one after another politicians and corporates for corruption. However, remaining half were either against or not sure if his ways are right to level charges without substantial hard evidence. Further, 53% Indians felt that Lok Pal Bill can root out corruption from India. "This suggests that Lok Pal Bill (in general and not specifically any versions) has failed to convince half the respondents about its ability to uproot corruption completely," pointed Banerjee.

Ipsos conducted the survey, titled 'Mood of the Nation', among 420 men and women in Delhi, Mumbai, Kolkata, Chennai, Bengaluru and Lucknow.

The survey also claims that six out of ten Indians believe all bureaucrats, government servants including police are corrupt. The survey reveals that a big majority in Chennai (91%) and Bangalore (80%) think that all bureaucrats, government servants including police are corrupt whereas in Mumbai and Lucknow about 53% shared the view.


India's economy extended its long slump in the last quarter, with lower-than-expected growth keeping it on track for its worst year in a decade and underscoring the urgency of politically difficult reforms to spur a revival.Facing the prospect of the downturn stretching into a general election due in 2014, Singh launched some of the most daring initiatives of his eight-year tenure in September, including raising subsidised diesel prices and opening the airline and retail sectors to foreign players.These moves are likely to encourage investment going forward, and Friday's figures showed capital formation at 33.8 percent of GDP, its highest for at least two years.- India's infrastructure sector output grew 6.5 percent in October from a year earlier, higher than a revised annual growth of 5 percent in the previous month, government data showed on Friday. India's fiscal deficit during the April-October period rose to 3.68 trillion rupees, or 71.6 percent of the budgeted full fiscal year 2012/13 target, government data showed on Friday.Indian stocks climbed to a 19-month high on optimism the government will extend an economic-policy overhaul to bolster investment after growth slowed last quarter to match a three-year low.Singh, however, is fighting to defend his reforms in parliament, where a non-binding vote on the supermarket policy will be held on Wednesday. The outcome may test the minority government's appetite for further reforms ahead of a string of state elections starting in December.

In the letter, Katju reportedly said, "Your ministers and bureaucrats are afraid to speak their minds fearlessly before you, and are terrorised by your unpredictable and whimsical behaviour. To say the least, this is a very unhealthy state of affairs, and you will not be able to remain chief minister for long unless you change your ways and become more tolerant."

Outraged over Banerjee's remarks, CPM leader SK Mishra said: "Raja chaley bajar, kutta bhowkay hajar - that means all of us. Not only Opposition. Whether it is media, or Justice Katju or some common villagers, anybody who criticises the government. The language she has used, I have no language to condemn. I have no language to register my protest."

In order to check corruption, the Centre on Friday suggested setting up of an exclusive and independent vigilance wing in each Ministry and central department.

"It should be ensured that that the administration and vigilance wing are exclusively separate from each other in each ministry or department," the Department of Personnel and Training (DoPT) said in an order.

Citing an instruction issued by the CVC, it said vigilance functionaries should not be a party to processing and decision-making processes or in other similar administrative transactions of such sensitive nature.

"Secretary of the Ministry or department should review the pending disciplinary proceeding cases and sanction of prosecution cases each month like monitoring of VIP references or RTI cases," it said in a fresh set of guidelines. The Centre's directive came following a recommendation made by the Group of Ministers (GoM) on Corruption.

Information was collected from all central departments to asses the work load relating to vigilance administration and the adequacy of the present set-up to handle such volume of vigilance-related work in various ministries.

"From the inputs received from the ministries or departments, it has been observed that in some ministries or departments the numbers of complaints or disciplinary proceedings cases are very high...

"Therefore, each ministry or department should conduct an Staff Inspection Unit study of its vigilance division so that officers or staff may be posted as per requirement vis-vis volume of work," it said.

The DoPT also found that most of the ministries have not yet set-up their monitoring cells to review and monitor progress of all pending disciplinary inquiries on a day-to-day basis.

"All ministries or departments may send an action taken report on setting up of a monitoring cell, to this department within a month from the receipt of these guidelines," it said, adding that all the departments are requested to follow the guidelines in letter and spirit to strengthen their vigilance set-up.

Indian Overseas Bank (IOB) reported fraud cases involving an amount Rs 758 crore so far in 2012, followed by Punjab National Bank (PNB) which reported fraud cases involving an amount Rs 728 crore.

On measures taken to prevent/reduce incidences of frauds, Chidambaram said, "RBI is sensitising banks from time to time about common fraud prone areas through issuance of modus operandi circulars on various types of frauds."

He further said RBI has advised banks to introduce a system of concurrence audit and constitute a Special Committee of the Board to exclusively monitor frauds of Rs 1 crore and above.

In a separate written reply to Rajya Sabha, Minister of State for Finance Namo Narayan Meena said, "total number of fraud cases during the FY 2011-12 stood at 204 involving an amount of Rs 6,600 crore for the financial services sector."

The exposure to banking sector in this regard stood at Rs 3,505 crore, Meena added citing the report of Ernst and Young.

The Reserve Bank had issued detailed instructions relating to frauds in its master circular in July 1, 2012 titled "Frauds-Classification and Reporting" containing all the details.

The General Anti-Avoidance Rules (GAAR) framework has been prepared keeping in mind the need to instil confidence among investors, tax expert Parthasarthi Shome said today.

"We have worked like a technical tax committee and saw the GAAR framework in a comparative situation with rest of the world as well as in context that we need investments in India at this stage to get out of (slowdown)," said Shome who is a professor at the Delhi-based think tank Indian Council for Research on International Economic Relations (ICRIER).

Shome, who as the head of the panel on GAAR set up by Prime Minister, was was speaking at an event organised by industry body Assocham.

The government is examining recommendations of the Shome committee which suggested postponement of GAAR by three years and non-application of tax laws with retrospective effect on indirect transfers of assets.

Amendments to GAAR, the controversial law against tax avoidance through foreign investments, have been finalised, Finance Minister P Chidambaram had said recently.

The Shome panel, among other things, has also suggested abolition of tax on gains arising from transfer of securities, which is subject to securities transaction tax (STT).

It had also suggested that GAAR should not be invoked in intra-group transactions. It further said that a monetary threshold of Rs 3 crore of tax benefit should be fixed while applying the provision.

Regarding foreign institutional investors (FIIs), the report suggested that if they choose not to take any benefit under India's DTAAs, then the provisions should not be applied.

At the function, Shome also said that India should strengthen the Large Tax Payers Unit (LTUs) and focus on data mining and analysis of tax administration.

"There is need to strengthen LTUs and focus on data mining and analysis of tax administration," he said.

LTUs are self-contained tax administration offices under the Department of Revenue acting as a single window clearance point for all matters relating to central excise, income tax/corporate tax and service tax.

Entities would be able to file their excise return, direct taxes returns and service tax return at such LTUs and for all practical purposes will be assessed to all these taxes at these LTUs.

Chidambaram had proposed setting up of LTUs in Budget 2005-06 to reduce the tax compliance costs and delays.

Currently, LTUs function in Bangalore, Chennai, Mumbai and Delhi, but the scheme has not been successful as not many taxpayers volunteer for fear of closer scrutiny.

The scheme entailed opening up of a single window facilitation centre for all large entities paying excise duty, corporate tax/income tax and service tax.

Shome also stressed need of holding continuous customer based meetings at different levels on the sector.
Meanwhile,India's gross domestic product (GDP) growth rate is expected to bottom out when the Central Statistics Office (CSO) announces it on Friday for the second quarter of the current fiscal (Q2FY13). While economic growth would remain weak in Q2, it may still hover in the range of 5.1-5.5 per cent. From here, experts believe that the growth rate will pick up even though at a moderate pace.

Analysts retain optimism while reckoning the overall impact of slowdown on the economy. Commenting on the expected GDP numbers, DR Dogra, managing director and CEO, CARE Ratings, averred, "According to our estimates, GDP Growth in the second quarter would be around 5.1 per cent. I do expect growth to be slower this quarter relative to last quarter (5.5 per cent).

This will be mainly due to stagnation in manufacturing and lower growth in areas such as construction (partly due to slow down in infrastructure spending as well as seasonal factor) and certain other service sectors such as finance and social services. I think that we would have reached the lowest level this quarter and that the way forward will be only an improvement."

Festive demand, possible rate cut in coming quarter and lower base effect may lead to revival in the manufacturing segment. "I do see a slight revival in manufacturing in the next two quarters for three reasons. First, the festival season will add to some demand. Second, interest rates will probably be lowered in January which will aid investment. Last, the base effect of low growth in Q3 and Q4 of last year will help to prop up numbers," added Dogra.

Backing the revival sentiment, DK Joshi, chief economist at CRISIL, reiterates, "We expect GDP to grow by 5.4 per cent in Q2. The GDP growth rate is expected to be tepid due to weakness in the industrial sector and services segment growth also seems to taper down in the quarter under review. However, we expect to see a revival in the manufacturing segment in the coming quarters. I think that the coming GDP growth print would be around the trough and a moderate pick up in the growth is expected going forward."

Expected recovery in agricultural segment may widen the comfort zone. Joshi's thought got an endorsement from Soumya Kanti Ghosh, director at FICCI, who asserted, "We are expecting growth figures to be in the range of 5.3 – 5.5 per cent. The good thing about the second quarter is that agriculture segment growth rate won't be negative due to revival of rains. There are no signs of recovery in manufacturing segment as confirmed by the latest IIP numbers. Even picture on the services side doesn't look promising as can be inferred from the latest trade data figures. In my opinion, growth rate may be bottoming out and a slow recovery is expected in second half of this fiscal."

Another school of thought came from Brinda Jagirdar, chief economist at SBI, who opined, "Our GDP growth forecast for Q2 is 5.5 percent. The weakness will persist in the second quarter as there was no momentum on the policy side in Q2 and all the activities seem to be frozen. The major policy initiatives were announced only in the later part of September. Furthermore, I think that GDP growth has already bottomed out in Q4FY12 at 5.3 per cent. From here on, it would stabilize and traction in growth can be witnessed in the second half of this fiscal (Q3, Q4). Owing to the policy initiatives started in September, we expect GDP growth rate will improve to 6.1 per cent and 6.3 per cent in third and fourth quarter respectively. Thereby, forecasting 5.8 per cent GDP growth rate for FY13."

But not everyone is as optimistic about revival prospects. Sajjid Chinoy, India economist, JP Morgan, cautioned, "GDP growth rate in Q2 is expected to be close to that of the previous two quarters, printing in the 5.3-5.5 range. However, growth could decelerate further in Q3 as the drag on agricultural production from the sub-par monsoon will show up more sharply in the third quarter. Furthermore, the slowdown in government spending to stay close to this year's fiscal deficit target –important from a medium term perspective – will be a drag on growth this year. Growth is likely to pick-up in 2013 but any acceleration is likely to be modest unless the investment cycle picks up."

Commenting on the measures required to accelerate the economic growth, Chinoy, further added, "Faster government clearances of infrastructure projects, a streamlining of land acquisition issues, and restoration of coal linkages and other raw materials to projects."

The economy grew 5.3 percent from a year earlier in the July-September period, provisional gross domestic product (GDP) data showed on Friday, below the 5.5 percent posted for the three months ending in June.

"It is essential that the reform agenda is carried forward with vigour and that the recently announced measures are implemented," leading business chamber FICCI said.

Prime Minister Manmohan Singh's chief economic advisor forecast full-year growth of between 5.5 and 6 percent, which would be the slowest since 2002/3.

"It will be between the two, because in order to get 6 percent we really need very strong growth in the second half," advisor C. Rangarajan told TV network CNBC.

A growth rate below 6 percent for the third quarter in a row is damaging for a country that aspires to at least 8.5 percent expansion to provide jobs for its burgeoning population, and makes it tougher for Singh to fund flagship welfare programmes.

The quarterly number was lower than a Reuters poll had forecast and matched the January-March quarter, which was the weakest growth rate in three years. However, economists say inflation worries mean the Reserve Bank of India (RBI) is unlikely to cut interest rates when it meets on December 18.

Facing the prospect of the downturn stretching into a general election due in 2014, Singh launched some of the most daring initiatives of his eight-year tenure in September, including raising subsidised diesel prices and opening the airline and retail sectors to foreign players.

These moves are likely to encourage investment going forward, and Friday's figures showed capital formation at 33.8 percent of GDP, its highest for at least two years.

Singh, however, is fighting to defend his reforms in parliament, where a non-binding vote on the supermarket policy will be held on Wednesday. The outcome may test the minority government's appetite for further reforms ahead of a string of state elections starting in December.

RECOVERY SEEN NEXT YEAR

Despite the current gloom, most economists expect the business-friendly measures to help investment to gradually pick up and the economy to slowly recover next year.

"We are getting close to the bottom, although we are most likely talking about a `bathtub shaped` recovery with some bottom scraping in coming quarters," HSBC Global research said in a note.

The government and economists warn more needs to be done to attract capital and modernise India's decrepit infrastructure. Opposition parties say the reforms hurt the common man and weaken regional governments.

India is battling weak consumer demand in overseas and domestic markets. The rupee remains weak and the trade deficit the widest ever after merchandise exports, which make up about 10 percent of GDP, fell for six straight months. Industrial output has contracted in four out of last six months.

Reaction to the data was muted from financial markets, which were still cheering the end of a deadlock in parliament that had threatened to hold up debate on reforms to attract foreign investment in the insurance and pension industries.

The Sensex it a 19-month high.

Markets were also buoyed by a mildly upbeat view from Goldman Sachs on Thursday, with a report forecasting India's economic growth was likely to accelerate to 6.5 percent in 2013.

CHIDAMBARAM PRESSES FOR RATE CUT

Growth was dragged down by subdued manufacturing output growth of 0.8 percent on the year and farming output of 1.2 pct.

Finance Minister P. Chidambaram on Friday again pressured RBI to cut interest rates, saying its tight monetary policy was a drag on the economy.

Low growth is making it harder for Chidambaram to rein in a wide fiscal deficit, which global ratings agencies say needs to be controlled if India is to avoid losing the investment grade designation on its sovereign debt.

In a major relief to the government on Tuesday, rating agency Moody's reaffirmed its stable outlook on India.

The deficit during the April-October period rose to 3.68 trillion rupees, or 71.6 percent of the budgeted full fiscal year 2012/13 target, data showed on Friday.

Chidambaram recently revised the target up to 5.3 percent form 5.1 percent, but most economists expect the government to overshoot this and hit around 5.5-5.6 percent.

The government says India needs to take more steps quickly, including speeding up approval for infrastructure projects, overhauling the tax system and reducing its swollen deficit to revive capital investment.

PSU banks, a sector which could provide fairly outsized returns: Vivek Mavani, Independent Market Analyst and Portfolio Manager

ET Now: What would be your top investment call at this point of time, one stock?

Vivek Mavani: More than one stock from thematic point of view, I would bet on PSU banks. My sense is that in 2013, PSU banks could be a sector which could provide fairly outsized returns relative to other large caps from that point of view and there are two-three things that go into it.

If we are betting on two things which is economic fundamentals having bottomed out and from here on growth is going to pick up if that is one hypothesis and the second being the fall in interest rates which could be triggered over the next few weeks to couple of months. PSU banks could be the serious beneficiaries simply for the valuation gap between PSU banks and the private banks is fairly large.

I believe it is historically the widest valuation gap that we have seen this year and there could be some sort of narrowing over there that is one part of it. Some of the better banks at least the BOB or the PNBBSE 2.51 %, I understand , even they have had asset quality issues and NPA issues but they are still better off among the peers, are trading close to their dividend yields of 3% or close to whereabouts of that. My sense is that going to act as margin of safety in terms of downward support as far as stock prices are concerned. Any wave of improvement from here on over the next one or two quarters, and they could be the market leaders in the next round of the rally for overall markets.
