Prime Minister Lays Foundation Stone For NTPC-BHEL Manufacturing Plant At Mannavaram, Ap

New Delhi: September 1, 2010.

 

The Prime Minister, Dr. Manmohan Singh laid the foundation stone of NTPC-BHEL Power Projects Private Limited's manufacturing plant at Mannavaram village in Chittoor district of Andhra Pradesh today. Following is the text of the PM's speech on the occasion:

 "It is a pleasure for me to participate in this function to lay the foundation stone of the manufacturing plant being set up by NTPC – BHEL Power Projects Limited, a joint venture company of National Thermal Power Corporation and Bharat Heavy Electricals Limited.

This is indeed a moment of pride for all of us. But it is also an occasion to pay tribute to a very tall leader from Andhra Pradesh – Dr. Y. S. Rajshekhar Reddy. Tomorrow will be the first death anniversary of Rajshekharji. It was his untiring efforts that brought this project to the backward area of Chittoor district. The manufacturing plant being set up here will always remind us of the great love and affection that Rajashekharji had for the people of Andhra Pradesh and this area. It will stand testimony to the concern he felt for the welfare of his people.

I also commend the leadership of my Cabinet colleagues Shri Vilasrao Deshmukh, Minister of Heavy Industries and Shri Sushil Kumar Shinde, Minister of Power, and Shri K. Rosaiah, Chief Minister of Andhra Pradesh in taking this project forward. I congratulate them for the meticulous planning that has gone into the project and the speedy allotment of land for it. The project also exemplies the importance of coordination between the Central Government and the State Governments.

Availability of affordable power is of critical importance for our country's development. We must bridge the gap between the supply and demand of power if we are to achieve higher rates of economic growth on a sustained basis. Therefore, we have drawn up an ambitious programme for addition of power generation capacity in the 11th and 12th five year plans. This large addition in our power generation capacity will mean a much larger demand for power equipment. I am happy that our public sector has come forward to take a lead in manufacturing power equipment in our country to help us achieve our targets in the power sector. Our two Navratna Companies - National Thermal Power Corporation and Bharat Heavy Electricals Limited have joined hands to form a new company thus bringing together their vast experience and expertise.

I am told that an amount of nearly Rs.6000 crore will be invested over a period of five years to fully establish this manufacturing plant. The plant will be able to produce power equipment required for additional capacity of 5000 MW per year by 2014-15. It will provide direct employment to 6000 men and women and indirect employment to another 25000. I also appreciate the vision of state government to have a large industrial hub around this plant.

I am sure that this manufacturing plant will go a long way in improving the economic condition of the people of this backward region. I wish it all success. I also wish the people of Andhra Pradesh and Chittoor district prosperity and happiness for the future."

Ministry of Housing and Urban Poverty Alleviation

Slum free Guwahati

New Delhi: September 1, 2010.

 

The President of India, through her address to both houses of Parliament in June 2009, announced the Government's vision for inclusive urban growth and to create a slum free India in five years through the Rajiv Awas Yojana. It is envisaged that funding support from the Government would be extended to states that are willing to assign property rights to slum dwellers. Slum-free India is an aspirational goal for the nation. As States will choose cities, conduct slum surveys in these cities, prepare Slum-free City Plans adopting a 'whole city' 'whole slum' approach, the progress of the scheme in individual states would depend on the pace at which the state assigns property rights to slum dwellers, completes tasks to prepare slum-free city plans, develop and implement projects, mobilizing resources and manpower duly taking into account the central support.

To address the problems of slums arising due to demographic and development-related factor in cities/towns, including those like Guwahati, the Government launched the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) on 3.12.2005 to assist cities and towns in taking up housing and infrastructural facilities for the urban poor/slum dwellers in 65 select Mission cities, including Guwahati under the Basic Services to the Urban Poor (BSUP) Programme. For other cities/towns, for taking up housing and slum upgradation programmes, the Integrated Housing and Slum Development Programme (IHSDP) has been launched with the objective to strive for holistic slum development, with a healthy and enabling environment, by providing adequate shelter and basic infrastructure facilities to the slum dwellers. Both BSUP and IHSDP are under implementation since December-2005.

The Government has also decided to launch a new scheme called Rajiv Awas Yojana for slum dwellers and the urban poor. Rajiv Awas Yojana (RAY) aims to extend support to States that are willing to assign property rights to people living in slum areas for provision of shelter and basic infrastructure and civic amenities in slums. The preparatory phase of RAY has been launched under the "Slum-free City Planning Scheme" for undertaking preparatory activities of RAY with a budget of Rs. 120 Crore. A sum of Rs. 76.34 lakh has been released to Government of Assam in March-2010 for undertaking activities such as slum survey, developing slum MIS, GIS mapping of slums, integration of GIS & MIS and preparation of slum-free city plans and projects.

Ministry of Housing and Urban Poverty Alleviation

Urban Poverty Alleviation in Orissa

New Delhi: September 1, 2010.

 

With a view to ameliorate the living conditions of urban poor, Ministry of Housing & Urban Poverty Alleviation is implementing an employment oriented urban poverty alleviation programme named Swarna Jayanti Shahari Rozgar Yojana (SJSRY), on all India basis (including the State of Orissa) since 1.12.1997. The scheme aims to provide gainful employment to the urban poor by assisting them in setting up of individual/group enterprises as well as utilising their labour for the construction of socially useful public assets. The scheme has been comprehensively revamped by the Government, with effect from 1st  April 2009. The revamped SJSRY has the following components:

(i)                  Urban Self Employment Programme (USEP) - targets individual urban poor for setting up of micro-enterprises.

(ii)                Urban Women Self-help Programme (UWSP) - targets urban poor women self-help groups for setting up of group-enterprises and providing them assistance through a revolving fund for thrift & credit activities.

(iii)               Skill Training for Employment Promotion amongst Urban Poor (STEP-UP)-targets urban poor for imparting quality training so as to enhance their employability for self-employment or better salaried employment.

(iv)         Urban Wage Employment Programme (UWEP)- seeks to assist urban poor living in towns having population less than 5 lakhs as per 1991 census, by utilizing their labour for the construction of socially and economically useful public assets.

(iv)              Urban Community Development Network (UCDN) - seeks to assist the urban poor in organizing themselves in self- managed community structures so as to gain collective strength to address the poverty related issues facing them and to participate in the effective implementation of urban poverty alleviation programmes.

Under the Scheme of Swarna Jayanti Shahari Rozgar Yojana (SJSRY), Central funds are tentatively allocated and released to the States/UTs in proportion to the number of urban poor in the States/UTs. During the year 2009-2010, Rs. 1476.59 Lakhs have been released to Orissa under Swarna Jayanti Shahari Rozgar Yojana (SJSRY). The eligible components, where this amount has to be utilized, are Urban Self-employment Programme, Urban Women Self-help Programme, Urban Wage Employment Programme, Skill Training for Employment Promotion amongst Urban Poor and Urban Community Development Network as well as Administrative & other expenses, as per the guidelines of the scheme. The Utilisation Certificates for this amount will be due only in the year 2011-2012.

Northeast Frontier Railway uses High-Tech for Remote Operation of Pumps

New Delhi: September 1, 2010.

 

In an interesting innovative initiative using modern day's high-tech INTERNET and GPS technology, Northeast Frontier Railway has developed a system for automation of water pumps at some select stations so as to automatically run pumps thereby saving manpower and electrical energy. This system has been implemented at four stations of Rangiya Division in Northeast Frontier Railway namely Tezpur, Tangla, Majbat and Rangjuli.

 

Under this system, pump is attached with a unit based on mobile phone technology and command is given from internet based program from where any pump can be switched on/off from any part of the world either directly or on scheduled programme based on requirement of water. This is a self intelligent system. For example – if schedule for running of pump is from 7.00 to 8.00 hrs. and in between supply goes off in that condition whenever supply is resorted, system runs the pump automatically for remaining time of schedule and water supply is made available.

 

Other most important aspect of the system is that the health of pump is monitored every 15 minutes in the form of parameter such as running hour, voltage, current drawn and energy consumed. These parameters are saved automatically in a file in internet and can be seen any time for any period for analysis if required.

 

Another special feature is that if any abnormality happens in the system, SMS in the form of alert comes to concerned supervisor so that prompt corrective action may be taken immediately to rectify the problem.
