The Prime Minister referred to President Obama by his first name more than once, as both leaders detailed the thrust of their talks this afternoon on India-US cooperation and announced an agreement on the nuclear liability issue that has stalled a deal for six years.

"Six years after we signed a bilateral agreement we are moving towards commercial viability," said Mr Modi.  The US has reportedly withdrawn a demand to track the nuclear material it supplies to India, which New Delhi had said was intrusive.

President Obama, speaking after PM Modi, said 'namaste' and then in Hindi, "Mera pyar bhara namaskar." He thanked PM Modi for a 'chai pe charcha' (talks over tea) and said, "deepening ties with India will remain a top foreign policy priority" for the US.

Earlier, the two leaders walked together in the lawns of Delhi's Hyderabad House, deep in talks. They then sat down to tea that PM Modi poured, handing a cup to Mr Obama without a break in their conversation.

President Obama and his wife Michelle landed in Delhi a little before 10 this morning. In a departure from protocol, PM Modi received them at the airport. He has invited President Obama to be the chief guest at the Republic Day celebrations tomorrow.

Mr Obama was given a 21-gun salute in a ceremonial welcome at the Rashtrapati Bhavan, where he greeted President Pranab Mukhejee and Prime Minister Narendra Modi with a 'namaste'.

"I am grateful for the extraordinary hospitality, it's a great honour to be back in India," the US President said after inspecting a Guard of Honour led by a woman officer of the Indian Air Force, Wing Commander Pooja Thakur.

This afternoon, he also visited Rajghat where he paid tribute to Mahatma Gandhi and planted a sapling. Asked about his reception in India so far, Mr Obama said, "It's hard to match this one."

The US President will attend a state banquet hosted by President Mukherjee at the Rashtrapati Bhavan this evening. Sources said 250 guests have been invited for the banquet.

President Obama will be the first US president to be chief guest at the Republic Day parade. He is also the first US president to visit India twice. That, said Mr Modi, "reflects transformation in our relationship, shows your deep personal commitment to this partnership".

Asserting that religion cannot be made a cause of conflict, President Pranab Mukherjee on Sunday said "tolerance" and promotion of goodwill between diverse communities needs to be preserved with "utmost care and vigilance".

In his address to the nation on the eve of 66th Republic Day, the President quoted Mahatma Gandhi, "Religion is a force for unity" and said, "we cannot make it a cause of conflict" as wisdom of India always teaches "unity is strength, dominance is weakness."

He said the Constitution is the holy book of democracy and a "lodestar" for the socio-economic transformation of an India whose civilization has celebrated pluralism, advocated tolerance and promoted goodwill between diverse communities.

"These values, however, need to be preserved with utmost care and vigilance," he said.

The comments of the President came at a time when some right wing parties have been sparking one controversy after another by raising issues like 'ghar wapsi', eulogiusing Nathuram Godse, pressing for having 10 kids for increasing Hindu population and some ministers making inappropriate comments about minorities.

The freedom inherent in democracy sometimes generates an unhappy by-product when political discourse becomes a "competition in hysteria that is abhorrent to our traditional ethos. The violence of the tongue cuts and wounds people's hearts," Mukherjee said.


On the issue of India being termed as a "soft power", he said, "the most powerful example of India's soft power, in an international environment where so many countries are sinking into the morass of theocratic violence, lies in our definition of the relationship between faith and polity.


"We have always reposed our trust in faith-equality where every faith is equal before the law and every culture blends into another to create a positive dynamic," the President said.

Speaking about the menace of terrorism, Mukherjee made a veiled reference about Pakistan saying that the country's "adversaries" will stop at nothing to disrupt India's progress.


The multi-nation conflict has converted boundaries into "bloodlines, and turned terrorism into an industry of evil. "Terrorism and violence are seeping across our borders.

While peace, non-violence and good neighbourly intentions should remain the fundamentals of our foreign policy, we cannot afford to be complacent about adversaries who will stop at nothing to disrupt our progress towards a prosperous and equitable India," he said.


Mukherjee said the country had the strength, confidence and determination to defeat architects of "this war against our people. "Repeated violations of the ceasefire along the Line of Control and terrorist attacks must get an integrated response through incisive diplomacy and impregnable security mechanisms. The world must join India in fighting the menace of terrorism," he said.


On the economic issue, the President said 2015 is a year of hope and key economic indicators provide for "much optimism". He said five per cent plus growth rates each in the first two quarter of the current fiscal is "healthy sign for an early reversion to the high growth trajectory of 7-8 per cent.

Indian Prime Minister Narendra Modi and visiting U.S. President Barack Obama said on Sunday that the two countries have reached an agreement to break a six-year impasse on the landmark civil nuclear deal.

"The civil nuclear deal was the centerpiece of Indo-U.S. understanding. Six years after we signed a bilateral agreement we are moving towards commercial viability," Modi said at a joint press conference with Obama.

"In the past four months, we have got a sense of purpose to move it forward. The success of this partnership is crucial to advancing peace and prosperity," he added.

The Indo-U.S. civil nuclear deal was drafted in 2008, but had been stalled over tough provisions in this country's liability act.

Though Modi did not clearly say whether the nuclear deal has been finally inked, President Obama was more categorical after differences were ironed out. "We have achieved a breakthrough understanding on the civil nuclear deal," he said.

Sources said Washington wants to track the whereabouts of nuclear material it supplies to New Delhi. But India insists the demand is intrusive, given the International Atomic Energy Agency safeguards.

Moreover, some U.S. companies also have concerns about having to pay huge compensations in case of a nuclear accident. But India says it's obliged according to the provisions of its Civil Nuclear Liability Act.

During his visit to the United States in September, Modi and President Obama had decided to set up a high-level contact group on civil nuclear cooperation.

The group has held three rounds of detailed discussions on a range of implementation issues -- administrative, liability, technical and licensing -- to facilitate the establishment of U.S.- designed nuclear power plants in India.

Obama arrived in the Indian capital earlier in the day for a three-day tour, during which he will attend the Republic Day celebrations on Monday.

He is not only the first U.S. president to visit India twice in his tenure, but the first American leader to be a chief guest at the Republic Day celebrations.

"We are committed to moving towards full implementation," Obama told a joint news conference with Modi in the Indian capital. "This is an important step that shows how we can work together to elevate our relationship."

The agreement resolved differences over the liability of suppliers to India in the event of a nuclear accident and U.S. demands on tracking the whereabouts of material supplied to the country, U.S. ambassador to India Richard Verma told reporters.

"Ultimately it's up to the companies to go forward, but the two governments came to an understanding," he added.

Signalling his determination to take ties to a higher level, Modi broke with protocol to meet and bear-hug Obama as he landed in New Delhi earlier in the day. It was a remarkable spectacle given that, just a year ago, Modi was persona non grata in Washington and denied a visa to the United States.

After a working lunch that included kebabs made with lotus stem, figs and spices, the two leaders got down to talks to finalise agreements on climate change, renewable energy, taxation and defence cooperation.

But Modi cautioned that work was still needed to create a solid partnership between the world's two largest democracies.

"We have to convert a good start into lasting progress. This requires translating our vision into sustained action and concrete achievements," he said, standing next to Obama.

Earlier, the two leaders walked and talked together in an elegant garden and sat outside over tea. Modi, who sold tea on a railway platform as a child, poured a cup for Obama.

Obama will be the first U.S. president to attend India's Republic Day parade, an annual show of military might long associated with the anti-Americanism of the Cold War, and will host a radio show with Modi.

His presence at Monday's parade at Modi's personal invitation is the latest revival in a roller-coaster relationship between the two largest democracies that just a year ago was in tatters.

Armed police and soldiers lined the roads of New Delhi, where Obama was met with a guard of honour and a 21-gun salute in a formal ceremony at the presidential palace. Briefly, a stray dog ran around the forecourt of the palace in an otherwise highly choreographed event.

Up to 40,000 security personnel have been deployed for the visit and 15,000 new closed-circuit surveillance cameras have been installed in the capital, according to media reports.

NEW VITALITY

The United States views India as a vast market and potential counterweight to China's assertiveness in Asia, but frequently grows frustrated with the slow pace of economic reforms and unwillingness to side with Washington in international affairs.

Elected last May, Modi has injected a new vitality into the economy and foreign relations and, to Washington's delight, begun pushing back against China's growing presence in South Asia.

Annual bilateral trade of $100 billion is seen as vastly below potential and Washington wants it to grow fivefold.

Obama will depart slightly early from India to travel to Saudi Arabia following the death of King Abdullah, instead of a planned visit to the Taj Mahal.

Like Obama, Modi rose from a modest home to break into a political elite dominated by powerful families. Aides say the two men bonded in Washington in September when Obama took Modi to the memorial of Martin Luther King, whose rights struggle was inspired by India's Mahatma Gandhi.

The "chemistry" aides describe is striking because Modi's politics is considerably to the right of Obama's, and because he was banned from visiting the United States for nearly a decade after deadly Hindu-Muslim riots in a state he governed.

Obama, the first sitting U.S. president to visit India twice, also enjoyed a close friendship with Modi's predecessor Manmohan Singh, who in 2008 staked his premiership on a controversial deal that made India the sixth "legitimate" atomic power and marked a high point in Indo-U.S. relations.

The nuclear deal has so far failed to deliver on a promise of billions of dollars of business for U.S. companies because of India's reluctance to pass legislation shielding suppliers from liability, a deviation from international norms.

In a reminder that personal chemistry is not always enough, ties between Washington and India descended into bickering over protectionism that culminated in a fiery diplomatic spat in 2013 and the abrupt departure of the U.S. ambassador from New Delhi, who has only just been replaced.
