The 'Civil war' has been going in the largest demo(n)cracy of the Brahmins-Hindus alias India, because of gross human rights violations, persecution, torture, terrorism, fake-encounter killings, pogroms, massacres, 'undeclared' war on the Sikhs of the 'robbed' PUNJAB of 15th August, 1947, The Sikh Nation, Khalistan, in a brutal militaliry "Operation Bluestar" of June, 1984, terror of the Saffaronized Hindus-Brahmins organizations, i. e., the RSS [Rashtriya Swamsewak Sangh, Vishwa Hindu Parishad or VHP, Shiv Sena, Bajrang Dal, Hindu Mahasabha (Mother of all evils)], injustices carried out by the highly politicized Brahmins-Hindus demoncracy, rapes, humiliations, dehuminizations, and social, educational and political genocide, etc., of the Sikhs, Muslims in general, Muslims of the IDA:JK (Internationally Disputed Areas of Jammu and Kashmi), Christians, Tamils, Assamese and 8-sister of Assam, Manipur, Dalits, aboriginals (native people), etc., since 15th August, 1947.


Since 15th August, 1947, the Brahmins-Hindus demoncracy has killed more than 3.2-3.4 million Sikhs, over 500,000 Muslims in general, over 500,000 Muslims of the IDA:JK, over 10,000 Tamils, over 15,000 Assamese, over 10,000 Manipuris, tens of thousand of Bodos, tens of thousands of the Dalits and other non-Brahmins-Hindus minorities by the armed forces of the Brahmins-Hindus demoncracy, using the special powers to the Armed Forces Act and making armed personnel immune to the draconian laws of land. Human Rights Commission of the Brahmins-Hindus demoncracy have been acting for their Brahmins-Hindus masters.


Recently, Kishorilal who massacred the Sikhs has been released by the Brahmins-Hindus' court of law; whereas, Professor Devinderpal Singh Bhullar, Bhai Dilaver Singh Babbar, Parmjit Singh Bheora, their Sikh brothers have been given death sentences and are on the death row to go to gallows. Similarly, a Muslim brother Afzal Guru has also been on the waiting to go to gallows. The simple reason for the Sikhs and Muslims, as against Kishorilal and likewise Hindus-Brahmins, is that they are 'not' Brahmins-Hindus. It is a crime in the Brahmins-Hindus demoncracy to be a Sikh, Muslims or non-Brahmins-Hindus. The practices of the criminal, unethical and mentally bakrupt Brahmins-Hindus' law-makers has brought the country to the 'civil war'.


There have been more than 10,000 Sikhs (infants, children, male and female folks and elderly) languishing in the high security and other jails in Punjab and outside PUNJAB, the Sikh Nation, Khalistan, since the days of the Brahmins-Hindus' 'undeclared' on the 'robbed' PUNJAB of Sikhs, the Sikh Nation. We, the Sikhs of PUNJAB and the Sikh Diaspora should be thankful to a 'turbaned Brahmin' Hanera Sinh Badal and stooges for their anti-Guru Khalsa Panth activities.


The writer of this brief has been requesting to his Sikh brothers, sisters, children and eldrelys, Muslims in general and the IDA:JK, Christians, Tamils, Assamese, Manipuris and Dalits, Buddhists, etc., to 'wake up', as the 'Brahmins-Hindus and their 'joe boys and girls' have already waged a 'Civil War' against them, since 15th August, 1947. The 'robbed' PUNJAB of Sikhs and the citizens of the IDA:JK have been perfect examples of the Brahmins-Hindus' 'civil war', which includes terror, persecution, genocide, etc.


Wake up, my dear brothers, sisters, youth, children and elderly of the non-Brahmin-Hindus minorities. Enough is enough.

US draws up secret charges against Assange: media --'We have a sealed indictment on Assange.' 28 Feb 2012 US prosecutors have drawn up secret charges against WikiLeaks founder Julian Assange, Australian media reported Wednesday, citing a confidential email. The email is one of a huge number from the US-based global intelligence company Stratfor that the whistleblowing organisation began publishing Monday. Internal correspondence to Stratfor analysts from vice-president of intelligence Fred Burton said: "We have a sealed indictment on Assange," according to the Sydney Morning Herald.

Anonymous hackers: Police arrest 25 in four countries 28 Feb 2012 Police in Latin America and Europe have arrested 25 suspected members of the Anonymous hacking group, according to Interpol. The authorities in Argentina, Chile, Colombia and Spain carried out the arrests and seized 250 items of IT equipment and mobile phones, Interpol says. Spanish authorities say four people were arrested as part of the operation in Spain, in Madrid and Malaga. WikiLeaks releases first 200 of 5m Stratfor emails 27 Feb 2012 WikiLeaks has released the first 200 of a cache of 5m emails obtained from the servers of Stratfor, a US-based intelligence firm. The emails originated not from a whistleblower, but instead from a series of hacking attacks against Stratfor in December 2011, carried out by the online activist collective Anonymous. Anonymous apparently passed the emails to WikiLeaks in the weeks following the attack. The whistleblowing website then recruited, according to its statement, 25 media partners to work on the document cache.

Obama using Espionage Act to 'silence and prosecute federal workers' - NYT 27 Feb 2012 The Obama administration, which promised during its transition to power that it would enhance "whistle-blower laws to protect federal workers," has been more prone than any administration in history in trying to silence and prosecute federal workers. The Espionage Act, enacted in 1917 to punish those who gave aid to US enemies, has been used six times since the current president took office. In the most recent case, John Kiriakou, a former C.I.A. officer who became a Democratic staff member on the Senate Foreign Relations Committee, was charged under the Espionage Act with leaking information to journalists about other C.I.A. officers, some of whom were involved in the agency's interrogation program, which included waterboarding. For those of you keeping score, none of the individuals who engaged in or authorized the waterboarding of terror suspects have been prosecuted, but Mr. Kiriakou is in federal cross hairs, accused of talking to journalists and news organizations, including The New York Times.

Israel to attack Iran without US permission: Report 28 Feb 2012 Israeli official say they will not alert the US if they decide to launch a military strike on Iranian nuclear facilities amid growing war threats against Tehran. An unnamed US intelligence official said Israelis argue that if they keep Washington in the dark, it is unlikely that the US would be held responsible for failing to stop Israel's potential assault. Israeli Prime Minister Benjamin Netanyahu and Minister of Military Affairs Ehud Barak have delivered the message to senior US officials who have visited Israel, the Associated Press reported.

Security officials are taking the threat of long-range rockets being fired at central Israel from the Gaza Strip seriously, and have decided to hold a drill to prepare for such scenario. Fukushima crisis: Official warned 'demonic chain reaction' of plant meltdowns could trigger evacuation of Tokyo 28 Feb 2012 In the darkest moments of last year's nuclear accident, Japanese leaders did not know the actual extent of damage at the plant and secretly considered the possibility of evacuating Tokyo, even as they tried to play down the risks in public, an independent investigation into the accident disclosed on Monday... The 400-page report, due to be released later this week, also describes a darkening mood at the prime minister's residence as a series of hydrogen explosions rocked the plant on March 14 and 15. It says Prime Minister Naoto Kan and other officials began discussing a worst-case outcome if workers at the Fukushima Daiichi plant were evacuated. This would have allowed the plant to spiral out of control, releasing even larger amounts of radioactive material into the atmosphere that would in turn force the evacuation of other nearby nuclear plants, causing further meltdowns. The report quotes the chief cabinet secretary at the time, Yukio Edano, as having warned that such a "demonic chain reaction" of plant meltdowns could result in the evacuation of Tokyo, 150 miles to the south.

Report: Gov't 'collapsed' during Japan nuclear crisis 27 Feb 2012 Today, a report revealed the chaos between Japan's leaders during the Fukushima nuclear crisis. "The normal lines of authority completely collapsed," Tetsuro Fukuyama, the prime minister's adviser, told investigators. With little information from the plant, Fukuyama said that the government thought that a nuclear meltdown was impending, and feared that a massive cloud of radiation would force the evacuation of 30 million people in the Tokyo region. As a last-ditch effort, the Japanese government discussed "suicide squad" made up of men over 65 years old to ascertain the damage first hand. Fukuyama said he would lead the group.

NATO airstrike kills four Afghan civilians --The victims were reportedly bombed twice while herding sheep in the snow. 26 Feb 2012 A US-led NATO airstrike carried out by French troops has claimed the lives of four Afghan civilians, including children. The airstrike targeted Kapisa's Tagab district, leaving another four people injured. The attack comes less than two weeks after another US-led strike killed eight Afghan civilians in the same province. The victims were reportedly bombed twice while herding sheep in the snow. Nine killed in Afghan airport bomb, NATO base attacked 27 Feb 2012 A suicide car bomber killed at least nine people in an attack on a military airport in eastern Afghanistan on Monday, officials said, the latest incident of violence and protests since copies of the Koran were 'inadvertently' burned at a NATO base last week. ...The Taliban quickly claimed responsibility for the attack as "revenge" for the Koran burning. Anti-Western fury has deepened significantly since the desecration of the Muslim holy book at the main NATO base in Afghanistan.

France and Germany evacuate staff from Afghanistan 26 Feb 2012 France and Germany have announced the withdrawal of staff supervisors from Afghan ministries. Following last week's shooting of US members of NATO forces in Kabul, the French and German ambassadors in Afghanistan were told by their respective governments to make arrangements for some staff to leave. Advisors who have been helping to rebuild public institutions in Afghanistan will be amongst the first to go.

U.S. opening up airspace to use of drones --Currently, UAVs can only fly in restricted airspace zones controlled by U.S. military 23 Feb 2012 Legislation passed by Congress last week gives the Federal Aviation Administration until Sept. 30, 2015, to open the nation's skies to drones. The first step comes in 90 days when police, firefighters and other civilian first-response agencies can start flying UAVs weighing no more than 4.4 pounds, provided they meet still-to-be-determined requirements... By May 2013, the next class of drones, those weighing less than 55 pounds, can fly the nation's skies, according to provisions of the FAA bill passed by Congress and signed by President Barack Obama last week.

Federal Money Linked to NYPD's Muslim Surveillance Program 27 Feb 2012 The Associated Press reports that the New York Police Department's controversial program to monitor Muslim neighborhoods and organizations was funded, at least in part, by White House grants meant to pay for the drug war. The money was given to the NYPD through the High Intensity Drug Trafficking Area program, which was established years ago to fight gangs and drug trafficking. After September 11, 2001, however, local authorities were permitted to redirect some of that money to fight terrorism. The HIDTA has given out around $2.3 billion over the last 10 years, with about $135 million given to officials in the New York/New Jersey metro area.

Kelly Defends Surveillance of Muslims 28 Feb 2012 Police Commissioner Raymond W. Kelly defended the New York Police Department's counterterrorism program on Monday, saying "people have short memories as to what happened here in 2001." Mr. Kelly's remarks, made during an appearance on WOR-AM (710), were in response to growing criticism of the department's surveillance methods, including monitoring of Muslim communities in New York City and beyond, and its reliance on stop-and-frisk interactions as a crime-fighting tool. Some September 11 dead's remains ended in landfill 28 Feb 2012 Partial remains from some people killed in the September 11 attacks in 2001 ended up in a landfill, according to a Pentagon-commissioned report released on Tuesday that revealed previously undisclosed blunders at the U.S. military's main mortuary. The unidentified remains came from two of the three sites of the September 11 attacks: the Pentagon and the Shanksville, Pennsylvania crash site of one of the 'hijacked airliners.' The campaign of former House Speaker Newt Gingrich requested Secret Service protection last week and is awaiting word on whether he will receive the security, a person close to the campaign said Sunday. Secret Service protection is given to each major party's presidential nominee but can be provided earlier if the Homeland Security Department approves a campaign's request.

Third Student Dies After Ohio School Shooting 29 Feb 2012 The fatal shooting rampage in a high school in this quiet suburb of Cleveland remained a puzzle on Tuesday, with prosecutors saying that a student had confessed to the killings and had told them that he did not know his victims and chose them at random. Prosecutors said the student, T. J. Lane, 17, admitted taking a .22-caliber Ruger semiautomatic pistol to Chardon High School on Monday and firing 10 rounds at four students at a cafeteria table. He has not been formally charged, but prosecutors said it was likely that he would be tried in an adult court.

Virginia Senate approves contentious ultrasound bill 28 Feb 2012 The Virginia Senate voted Tuesday for a scaled-back version of a contentious proposal that would require women to undergo external ultrasounds before abortions, but not the transvaginal ones. The 21-19 vote in the Republican-controlled Senate - mostly along party lines - came after Gov. Robert F. McDonnell asked legislators to soften the bill following protests on Capitol Square and mocking on national television. McDonnell, an abortion opponent who had said he would sign the bill, asked lawmakers to amend the measure after it became clear the original legislation would have required a vaginal ultrasound in most cases.

Nuclear Energy Group Sues Over Uranium Mining Ban in Arizona 28 Feb 2012 The Nuclear Energy Institute and the National Mining Association said they sued the U.S. to reverse a ban on new uranium mining on federal land around the Grand Canyon in Arizona. BP seeks settlement with oil spill plaintiffs group 28 Feb 2012 BP Plc is seeking to settle a lawsuit over the massive 2010 Gulf of Mexico oil spill by tapping a $14 billion fund it set aside to compensate fishermen and businesses harmed by the disaster, lawyers familiar with the talks said. In exchange, the claimants, represented by a group called the Plaintiffs' Steering Committee, would drop their lawsuit in a court case scheduled to start in New Orleans on March 5. U.S. District Judge Carl Barbier delayed the trial by a week on Sunday to allow talks between BP and the PSC, which represents fishermen, oystermen, hoteliers and restaurateurs who say their livelihoods were damaged by the April 20, 2010, explosion of the Deepwater Horizon drilling rig and subsequent oil spill.

Polar bear cub going live to save sea ice 27 Feb 2012 Officials at Denmark's Scandinavian Wildlife Park said Siku the polar bear cub would have an important burden to shoulder. "Siku is going to be an ambassador for polar bears, for global warming," park director Frank Vigh-Larsen said in December. Siku's official first day on the job was Monday, International Polar Bear Day. "We"re launching the Siku Cam on International Polar Bear Day, which is a day of action on climate change," Robert Buchanan, president and CEO of Polar Bears International, said in a press release. "Our goal with the Siku Cam is for people to fall in love with this little cub and become inspired to reduce their carbon footprint to help save arctic sea ice."

Dow crosses 13,000, first time since crisis 28 Feb 2012 The Dow Jones industrial average on Tuesday finally reclaimed the ground it held before the carnage of the Great Recession- bailouts, bank failures, layoffs by the million and a stock market panic that cut retirement savings in half. The Dow closed above 13,000 for the first time since May 19, 2008, almost four months before the fall of the Lehman Bros. investment bank triggered the worst of the financial crisis. The Dow finished at 13,005.12, up 23.61 points for the day.

Tech News Daily reports that once Google's new unified privacy policy takes effect all data already collected about you, including search queries, sites visited, age, gender and location will be gathered and assigned to your online identity represented by your Gmail and YouTube accounts. After the policy takes effect you are not allowed to opt out without abandoning Google altogether. But now before the policy takes effect, you have the option of deleting your Google Web History by modifying your settings so that Google is unable to associate data collected about you with your Gmail or YouTube accounts. Tech News Daily reports that Electronic Frontier Foundation (EFF), a nonprofit organization based in San Francisco that advocates for online privacy, says: "Search data can reveal particularly sensitive information about you, including facts about your location, interests, age, sexual orientation, religion, health concerns, and more." EFF advises all Google users to delete their web history. Meanwhile, Center for Digital Democracy has filed a complaint with the Federal Trade Commission, asking the Commission to sue Google to stop the policy change. Daily Mail reports that deleting your browsing history before March 1 when Google's new privacy policy comes into effect will limit Google's ability to track and record your every move online. The process is simple. Follow the steps below: 1. Go to the google homepage and sign into your account. 2. Click the dropdown menu next to your name in the upper-right hand corner of your screen. 3. Click accounts settings 4. Find the "Services section" 5. Under "Services" there is a sub-section that reads "View, enable, disable web history." Click the link next to it that reads: "Go to Web History." 6. Click on "Remove all Web History" When you click on "Remove all Web History," a message appears that says " Web History is Paused." What this means is that while Google will continue gathering and storing information about your web history it will make all data anonymous, that is, Google will not associate your Web History information with your online accounts and will therefore be unable to send you customized search results. Google's ability to gather personalized information about you by assigning data to your Gmail and YouTube accounts will remain "Paused" till you click "Resume."

बाजार को ममता बनर्जी के यूपीए से बाहर आने का इंतजार है क्योंकि सुधारों के रास्ते उनका पोपुलिस्ट अडंगाबाज रवैये से नीति निर्धारण लंबित हो रहा है। बाजार को उम्मीद है कि उत्तर प्रदेश में अबकी दफा मायावती सत्ता से बाहर हो जायेगी। चुनाव परिणाम आने पर नयी सरकार बनाने के लिए मायावती और ममता दोनों को किनारे लगाने की गरज से कांग्रेस को मजबूरन मुलायम सिंह का ङाथ थामना पड़ेगा। तभी जाकर कहीं सुधारों  में गति आएगा और बाजार की हालत बम बम होगी।भले ही राहुल गांधी कुछ भी कहते हों, बाजार ने मुलायम की सत्ता में वापसी पर दांव लगाया हुआ है ।

मुंबई से एक्सकैलिबर स्टीवेंस विश्वास

सरकार ने प्रमुख तेल कंपनी ओएनजीसी में पांच प्रतिशत हिस्सेदारी का विनिवेश एक मार्च को करने का फैसला किया। प्रस्तावित ब्रिकी के लिए न्यूनतम मूल्य 290 रुपये प्रति शेयर रखा जा सकता है जिससे सरकार को लगभग 12000-13000 करोड़ रुपये मिलेंगे।  सरकार के पास ओएनजीसी की 74.14% हिस्सेदारी है। अभी 5% हिस्सेदारी बेचने से कंपनी पर इसके नियंत्रण में कोई फर्क नहीं पड़ने वाला। यह हिस्सेदारी बेच कर सरकार अपने खर्चों का बोझ कम करना चाहती है।  देश की आर्थिक वृद्धि दर चालू वित्त वर्ष की तीसरी तिमाही में घटकर 6.1 प्रतिशत पर आ गई जो दो साल की न्यूनतम तिमाही वृद्धि है। यह विनिर्माण, खनन व कृषि क्षेत्र के खराब निष्पादन का परिणाम है। पिछले वित्त वर्ष की इसी अवधि में सकल घरेलू उत्पाद (जीडीपी) की वृद्धि दर 8.3 प्रतिशत थी।

अगले वर्ष  विनिवेश लक्ष्य ५० हजार करोड़ रुपए करने की योजना है, तो जाहिर है कि ओएनजीसी की हिस्सेदारी की नीलामी पर काफी कुछ दांव पर है।राजकोषीय घाटे के दबाव के चलते दूसरी पीड़ी के सुधार अधर में लटके हुए हैं। अंदर बाहर दोनों ओर से सरकार सुधार प्रक्रिया तेज करने के दबाव में वैसे ही लुंजपुंज लग रही है। ऊपर से आर्थिक विकास दर के आंकड़े उसके नियंत्रण से बाहर हैं।बहरहाल  ओएनजीसी विनिवेश में बाजार को अचानक से नयी उम्मीदें दिखने लगी हैं। ये उम्मीदें खास कर सरकारी खजाने से जुड़ी हैं।गौरतलब है कि सरकार को विनिवेश में सहूलियत हो, इसलिए सेबी ने पहले ही  प्रमोटरों को नीलामी के जरिये शेयर बेचने की अनुमति के नये नियम बनाये और ओएनजीसी के शेयरों को बेचने का नया रास्ता निकला।इससे ओएनजीसी का विनिवेश हिस्सेदारी की नीलामी के जरिए होना संभव हो पा रहा है।नये बजट से ठीक पहले सरकार को मिली बड़ी राहत है। पर ओएनजीसी के विनिवेश से लाल निशान के आतंक के साये में जी रही तेल कंपनियों की हालत सुधरने के आसार नहीं है, भले ही वित्तमंत्री को विनिवेश लक्ष्य हासिल करने के आंकड़े बजट पेश करते हुए दिखाते वक्त थोडी राहत जरूर मिल जाएगी।

मजे की बात तो यह है कि ओएनजीसी की हिस्सेदारी की नीलामी से सरकारी संस्थागत निवेशकों के सामने पैसा जुगाड़ने का दबाव आ गया है क्योंकि अभी ओएनजीसी में भी सरकार के शेयरों की नीलामी होनी है। सरकार अपने नियंत्रण वाली संस्थाओं को इन सबमें खरीदारी के लिए कहेगी। ऐसे में जब तक वे बेचेंगे नहीं, तो इस खरीदारी के लिए पैसे कहाँ से जुटायेंगे?

सरकार ने ओएनजीसी का फ्लोर प्राइस 290 रुपये तय किया है। फ्लोर प्राइस ओएनजीसी के मौजूदा भाव से करीब 2.25 फीसदी ज्यादा रखा गया है। ओएनजीसी के शेयरों का ऑक्शन 1 मार्च को होगा और नोमुरा, मॉर्गन स्टैनली, जे एम फाइनेंशियल, सिटी और एचएसबीसी इसके मर्चेंट बैंकर होंगे। वहीं ओएनजीसी के शेयरों की बीएसई पर नीलामी होगी। इसके लिए केवल संस्थागत निवेशकों के बीच नीलामी की प्रक्रिया अपनायी जायेगी, जिसमें न्यूनतम कीमत 290 रुपये प्रति शेयर रखी गयी है।

सरकार द्वारा ऑक्शन की तारीख और फ्लोर प्राइस तय करने की खबर से ओएनजीसी, रिलायंस इंडस्ट्रीज, बजाज ऑटो, टाटा स्टील, टाटा पावर, एसबीआई, बीएचईएल, स्टरलाइट इंडस्ट्रीज, विप्रो, सन फार्मा 5-2 फीसदी चढ़े हैं।अंतर्राष्ट्रीय बाजारों से मिले मजबूती के संकेतों की वजह से घरेलू बाजारों ने तेजी के साथ शुरुआत की है। सेंसेक्स 187 अंक चढ़कर 17920 और निफ्टी 49 अंक चढ़कर 5425 पर खुले हैं।बीएचईएल, डीएलएफ, एसबीआई, स्टरलाइट इंडस्ट्रीज, टाटा स्टील, एलएंडटी, हिंडाल्को, बजाज ऑटो, टाटा पावर, हीरो मोटोकॉर्प, मारुति सुजुकी 3.5-1.5 फीसदी तेज हैं।

एसपीतुल्स्यान डॉट कॉम के एस पी तुल्स्यान के मुताबिक ओएनजीसी का फ्लोर प्राइस काफी ज्यादा प्रीमियम पर तय किया गया है। ज्यादा प्रीमियम होने की वजह से इस इश्यू को कम रिस्पॉन्स मिलने की संभावना है। वहीं यदि इश्यू कम सब्सक्राइब हुआ को सरकार को इश्यू वापस लेना पड़ सकता है। ओएनजीसी के पूर्व एमडी आर एस शर्मा के मुताबिक ऑक्शन के जरिए शेयरों की नीलामी से रिटेल निवेशकों को निराशा हो सकती है।

वे टू वेल्थ ब्रोकिंग के सीनियर डेरिवेटिव एनालिस्ट आदित्य अग्रवाल के मुताबिक ओएनजीसी में ऊपरी तरफ 295-300 रुपये के आसपास मजबूत रेसिस्टेंस है। जब तक शेयर 300 रुपये के ऊपर नहीं जाता तब तक तेज शॉर्ट कवरिंग आने की संभावना नहीं है।

लेकिन अगर शेयर 300 रुपये का स्तर पार करने में सफल होता है तो शॉर्ट कवरिंग रैली देखने को मिल सकती है और शॉर्ट कवरिंग के चलते शेयर 320-325 रुपये तक जा सकता है। निवेशकों को शेयर में 300 रुपये के ऊपरी स्तर पर नई खरीदारी करनी चाहिए।

सरकार ओएनजीसी के 42 करोड़ 77 लाख शेयर बेचेगी और इसके जरिए 12,400 करोड़ रुपये जुटाए जाएंगे। इस इश्यू में खास बात यह है कि सरकार के पास यह अधिकार होगा कि इश्यू अगर पूरा नहीं भी भरता है तो भी सरकार उसे पूरा भरा हुआ मान लेगी। जिसका मतलब यह हुआ यदि इश्यू 70 या 80 फीसदी ही भरता है तो इश्यू निरस्त नहीं होगा।

पिछले साल बजट में वित्त मंत्री प्रणव मुखर्जी ने 40,000 करोड़ रुपये के विनिवेश का लक्ष्य रखा था। कारोबारी साल पूरा होने में केवल 1 महीना बाकी है और अब तक कुल जमा 1,145 करोड़ रुपये ही आये हैं, पावर फाइनेंस कॉर्पोरेशन के इकलौते एफपीओ की बदौलत। बाजार ने तो उम्मीद ही छोड़ दी थी कि इस कारोबारी साल में विनिवेश के जरिये सरकारी खजाने में कुछ खास पैसा आ पायेगा, लक्ष्य पूरा कर पाना तो दूर की बात रही।

ओएनजीसी का फ्लोर प्राइस इसके शेयर के मासिक औसत मूल्य के आधार पर तय होगा। फ्लोर प्राइस सीलबंद लिफाफे में स्टॉक एक्सचेंज को सौंपा जाएगा। साथ ही बोली लगाने वालों को इसकी पहले जानकारी नहीं दी जाएगी। ओएनजीसी का शेयर बंबई शेयर बाजार (बीएसई) में 1.02 प्रतिशत ऊपर 283.55 रुपये पर बंद हुआ है। सरकार का इरादा चालू वित्त वर्ष में ओएनजीसी में दस प्रतिशत विनिवेश का था। इसके अलावा दस प्रतिशत इक्विटी कंपनी को अतिरिक्त जारी करनी थी, लेकिन शेयर बाजार की हालत के चलते इस वित्त वर्ष में अभी तक ओएनजीसी के विनिवेश को अंजाम नहीं दिया जा सका था। सरकार ने वित्त वर्ष में विनिवेश के जरिए 40,000 करोड़ रुपये जुटाने का लक्ष्य रखा था। अभी तक पावर फाइनेंस कॅारपोरेशन के इश्यू से केवल 1,145 करोड़ ही जुटाए जा सके हैं।

दूसरी तरफ कच्चे तेल की बढ़ती कीमतों ने फिर भारतीय कॉरपोरेट जगत की पेशानी पर बल लाने शुरू कर दिए हैं। अग्रणी रेटिंग एजेंसी केयर ने कहा है कि अगर क्रूड के दामों में बढ़ोतरी जारी रहती है, तो यह भारतीय कॉरपोरेट जगत को वित्तीय मोर्चे पर जबरदस्त नुकसान पहुंचा सकता है। एजेंसी के मुताबिक इससे न सिर्फ महंगाई दर में बढ़ोतरी होगी, बल्कि कारोबार घाटा भी बढ़ेगा। सरकार के पास दो ही विकल्प बचते हैं।एक कि वह सब्सिडी का स्तर बढ़ाए, या नियंत्रित मूल्यों वाले पेट्रोलियम प्रॉडक्ट्स के दामों में बढ़ोतरी करे। मुश्किल यह है कि अगर सरकार सब्सिडी का स्तर बढ़ाने पर विचार करती है, तो उसका राजकोषीय घाटा बढऩा तय है।अगर वह पेट्रोलियम पदार्थों के दाम बढ़ाने का विकल्प चुनती है, तो महंगाई दर में बढ़ोतरी को टालना मुश्किल हो जाएगा।महंगाई दर को काबू करने के लिए मार्च, 2010 से अक्टूबर, 2011 के दौरान आरबीआई 13 बार नीतिगत ब्याज दरों में बढ़ोतरी कर चुका है।

अमेरिकी विदेश मंत्री हिलेरी क्लिंटन का कहना है कि ईरानी तेल पर निर्भरता कम करने के लिए भारत, चीन और तुर्की से अमेरिका की अत्यंत गंभीर और सीधी बात हो रही है। हिलेरी ने कल एक कांग्रेस समिति के समक्ष कहा कि अमेरिका इन देशों से विशेष कदम उठाने को कह रहा है, जिससे ईरानी तेल पर उनकी निर्भरता कम होगी। लेकिन किसी का नाम लिए बगैर उन्होंने कहा कि कुछ देशों के लिए यह थोड़ा कठिन होगा।

सीनेटर रॉबर्ट मेनेंडेज के सवालों के जवाब में हिलेरी ने कहा कि चीन, तुर्की और भारत के सदंर्भ में हमने इन देशों से अत्यंत गंभीर और सीधी चर्चा की है। मेरा मानना है कि हम उन्हें कई तरह के कदमों के बारे में बता रहे हैं जो वे कर सकते हैं या जो उन्हें करने चाहिए। हिलेरी ने कहा कि हम उन तक अपनी त्वरित पहुंच के तहत लगातार कदम बढ़ाए हुए हैं। और वे राजस्व के नुकसान तथा कच्चे तेल के नुकसान की भरपाई के लिए रास्ते तलाश रहे हैं।

वृद्धि दर को प्रोत्साहन देने के लिए ऋण सस्ता करने की मांग के बीच योजना आयोग ने शुक्रवार को कहा कि रिजर्व बैंक की ब्याज दर को कम करने की कोई भी पहल मुख्य तौर पर सरकार की राजकोषीय घाटे पर नियंत्रण रखने की क्षमता पर निर्भर करेगी।

रेटिंग एजेंसी की हालिया रिपोर्ट में कहा गया है कि अगर क्रूड के दाम में बढ़ोतरी जारी रहती है, तो आरबीआई को अपनी मौद्रिक नीति में ढील देने के निर्णय पर पुनर्विचार करना पड़ सकता है।रिपोर्ट के मुताबिक केंद्र सरकार के सालाना बजट में सब्सिडी पहले ही बहुत बड़ा बोझ बन चुकी है और क्रूड के बढ़ते दाम इस बोझ को असहनीय स्तर तक पहुंचा सकते हैं। रिपोर्ट के मुताबिक पिछले वित्त वर्ष की चौथी व आखिरी तिमाही के दौरान देश में प्रतिदिन 36 लाख बैरल तेल की खपत हुई थी, जो लगातार बढ़ रही है।

बुधवार को जारी सरकारी आंकड़ों के मुताबिक, चालू वित्त वर्ष के पहले नौ महीने (अप्रैल- दिसंबर) 2011-12 के दौरान जीडीपी वृद्धि दर 6.9 प्रतिशत रही, जबकि बीते वित्त वर्ष की इसी अवधि में यह 8.1 प्रतिशत थी। 31 दिसंबर, 2011 को समाप्त तिमाही के दौरान विनिर्माण क्षेत्र की वृद्धि दर घटकर महज 0.4 प्रतिशत रह गयी जो बीते वित्त वर्ष की इसी तिमाही में 7.8 प्रतिशत थी। इसी तरह, समीक्षाधीन तिमाही में कृषि क्षेत्र की वृद्धि दर महज 2.7 प्रतिशत रही जो बीते वित्त वर्ष की समान तिमाही में 11 प्रतिशत थी।

चालू वित्त वर्ष की तीसरी तिमाही के दौरान खनन उत्पादन की वृद्धि दर घटकर 3.1 प्रतिशत पर आ गई जो बीते वित्त वर्ष की इसी अवधि में 6.1 प्रतिशत थी। वहीं निर्माण क्षेत्र की वृद्धि दर समीक्षाधीन तिमाही में घटकर 7.2 प्रतिशत पर आ गई जो बीते वित्त वर्ष की इसी अवधि में 8.7 प्रतिशत थी। इसके अलावा, व्यापार, होटल, परिवहन और संचार खंड में वृद्धि दर महज 9.2 प्रतिशत रही जो बीते वित्त वर्ष की तीसरी तिमाही में 9.8 प्रतिशत थी।

हालांकि, बिजली, गैस और जलापूर्ति खंड की वृद्धि दर समीक्षाधीन तिमाही में बढ़कर 9 प्रतिशत रही जो बीते वित्त वर्ष की इसी अवधि में 3.8 प्रतिशत थी। बीमा और रीयल एस्टेट सहित सेवा क्षेत्र की वृद्धि दर तीसरी तिमाही में घटकर 9.9 प्रतिशत पर आ गई जो बीते वित्त वर्ष की इसी अवधि में 11.2 प्रतिशत थी।

इस बीच सार्वजनिक क्षेत्र की प्रमुख इंजीनियरिंग कंपनी भारत हेवी इलेक्ट्रिकल्स लिमिटेड :भेल: को प्रमुख तेल उत्खनन कंपनी ओएनजीसी से तटवर्ती क्षेत्र में उत्खनन कार्यों में काम आने वाली 'ड्रिलिंग रिग की आपूर्ति के लिए 774 करोड़ रुपये का ऑर्डर मिला है।

भेल के बयान में कहा गया कि इस आर्डर के तहत कंपनी को छह ड्रिलिंग रिग का निर्माण और इनकी आपूर्ति शामिल है। भेल देश की आनशोर ड्रिलिंग रिग बनाने वाली इकलौती कंपनी है और इसने अब तक 84 रिग की आपूर्ति की है।इनमें 71 रिग ओएनजीसी को और 13 रिग आयल इंडिया लिमिटेड (ओआईएल) को बेचे गए हैं। वैश्विक स्तर की इंजीनियरिंग एवं विनिर्माण कंपन भेल का मुख्य कार्यक्षेत्र बिजली उत्पादन, पारेक्षण व वितरण, परिवहन, रक्षा संबंधी उत्पादन एवं प्रणालियों की आपूर्ति से जुड़ा है। इसके अलावा कंपनी तेल उत्खनन, कागज, सीमेंट, मेटालर्जिकल, पेट्रोरसायन, रिफाईनरी आदि से जुड़े उत्पादों की भी आपूर्ति करती है।

ओएनजीसी ने कहा है कि 6,000 करोड़ रुपये लागत वाली मुंबई हाई परियोजना का दूसरा चरण इस साल सितंबर तक पूरा हो जाएगा। कंपनी के पूर्वी तट संपदा विभाग के कार्यकारी अधिकारी एवं संपदा प्रबंधक के अंजनेयुलू ने बताया कि इस परियोजना के पूरा हो जाने के बाद मुंबई हाई कच्चा तेल उत्पादन क्षमता एक करोड़ 73 लाख 50 हजार टन तक बढ़ जाएगी। इसी तरह, प्राकृतिक गैस के उत्पादन में 2.9 अरब घन मीटर का इजाफा होगा। उन्होंने कहा कि मुंबई हाई के विकास की योजना के तीसरे चरण पर विचार किया जा रहा है। मुंबई हाई देश का सबसे बड़ा तेल क्षेत्र है, जहां 200 कुएं सक्रिय हैं।
