Anti-corruption crusader Anna Hazare tonight stepped up attack on Agriculture Minister Sharad Pawar saying he resigning from Group of Ministers on corruption will not serve purpose and he should quit the Union Council of Ministers too.
"So what if he resigned from GoM, Pawar should resign as Minister also. When he was Chief Minister, I returned the Padmashri. Our problem has not been resolved by Pawar resigning from GoM.
"One Pawar goes, another will come. We want a joint committee," Hazare, who is on a fast-unto-death on Lokpal Bill issue, told reporters reacting to Pawar's resignation from the GoM.
Pawar earlier said that he has written a letter to Prime Minister Manmohan Singh informing him that he does not want to be remain with the Ministerial panel. The panel is headed by Finance Minister Pranab Mukherjee.
Pawar's action came hours after he said that he would be happy to be relieved from all ministerial panels, including that on corruption.
Hazare(72) had said on Monday, "A minister like Sharad Pawar, who is known for possessing large amounts of land in Maharashtra, is heading a committee that will draft the (Lok Pal) Bill."

With social activist Anna Hazare undertaking fast-unto-death for Jan Lokpal Bill, Prime Minister Manmohan Singh today discussed with some Cabinet colleagues the issue after which indications emerged that one or two ministers could be nominated to talk to him.
Singh discussed the matter with some ministers soon after the Cabinet meeting here, sources told PTI.
Bollywood has come out in support of social activist Anna Hazare, who has launched an indefinite hunger strike against corruption, with superstar Aamir Khan appealing to Prime Minister Manmohan Singh to give the matter some attention.
Aamir is the latest celebrity to rally behind the veteran activist, the others being Shekhar Kapur, Anupam Kher and Madhur Bhandarkar.
"I am one of over a billion citizens of this country who is affected by, and most concerned about, corruption in our country. The last few months have witnessed shocking exposes. In fact, our society has been plagued by this sickness over the last many decades. I am one of the many who feel that strong steps need to be taken as corrective measures," the 45-year-old actor wrote in a letter to Singh.
The 72-year-old activist began his hunger strike yesterday demanding the government to draft a new Lokpal Bill, which will give more powers to Ombudsman to check corruption.
Filmmaker Kapur backed Hazare's campaign, saying "I support Anna Hazare's fast for national debate on Lokpal Bill. At least need Parliament to come out and respond to issue. People like Anna Hazare will force a people's movement against the system. Like Gandhi did against the British."
Anupam Kher said, "When somebody is fighting corruption, I don't judge his ways. I applaud his intentions and actions. I am with ANNA HAZARE. Are you?"
Actress Diya Mirza tweeted her support. "Finally, people are voicing strong support for a man that has, should and will be a great example to our generation. I support Anna Hazare."
Actor and social activist Rahul Bose said, "That it takes an Anna Hazare fasting unto death to effect systemic change is comment enough. Corruption is part of our DNA."
Juhi Chawla said, "I am complete and absolute supporter of Shri Anna Hazare! All those with a conscience and a clean heart speak up.
Filmmaker Madhur Bhandarkar said, "Overwhelming momentum generates in for Anna Hazare's fight against corruption. Is India gonna be the next Egypt?"

HP, IBM: UIDAI tender process unfair
NEW DELHI: The world's two largest technology companies - US-based HP and IBM - raised concerns in a meeting at Unique ID Authority of India (UIDAI) last week over their technical disqualification, in a Rs 200-crore storage solutions contract, that is won by Wipro Technologies. As a result, bids for the Rs 2,000-crore managed-service provider contract , which were due to be submitted on April 8th, are now postponed by a month, due to disagreement amongst bidders.
In a meeting of world's largest technology companies held last week to discuss on the formalities of the upcoming Rs 2,000 crore UIDAI tender for managed service provider, heads from HP and IBM raised the issue of technical disqualification in the previous tenders, citing UIDAI's tender process as being unfair to them.
HP also raised the issue of the UIDAI picking up a technology which it says will become obsolete in three years. A senior head from a US-based tech major in the meeting went ahead to term the piece of hardware procured by the UIDAI for storage as 'junk'.
UIDAI chairman Nandan Nilekani remained absent from the meeting, which was attended by heads from Accenture, Ernst & Young, Wipro Technologies, Tata Consultancy Services , HCL Infosystems and HCL Technologies , besides heads from HP and IBM. A top UIDAI official cited large scale deviation in specifications to be quoted in the tenders of both HP and IBM as major reasons for technical disqualification.
"We had meetings with both companies especially with HP, at least twice, to understand what went wrong. We don't undermine the repute of these large tech majors, but we award tenders on what is presented to us on the table," the official said. He added that the selection is done by an inter-ministerial group, and is not the prerogative of the authority alone.
The UIDAI apparently went with SATA storage devices to be supplied by Cisco and EMC which are partners to Wipro Technologies in the tender. HP and IBM have complained that since SAS is the way forward for storage devices, India would be locked in a technology which might become obsolete in next three years. "We selected SATA and FC storage, as we don't need SAS which is still costly and no used in prevalence. Numbers once generated would not be needed too frequently and SATA storage is apt for such storage," reasoned UIDAI top official.
In a letter addressed to Nilekani, contents of which were reviewed by ET, HP complained that it is perceived that the UIDAI mandates and propagates only one OEM solution (EMC and Cisco) and all shortlisted bidders have to necessarily quote that only. "While it is an extremely risky and unfair preposition for a government project to be solely dependent on one OEM technology only, it also deprives the government from getting competitive rates," said HP in the letter.

Speaking to journalists here, Communications and IT Minister Kapil Sibal said: "The government was ready for a constructive dialogue on the issue. His [Mr. Hazare's] demand is fair… we also want the Lokpal Bill with teeth. Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi are also committed for this cause."
Mr. Sibal, who is also part of the Group of Ministers (GoM) on corruption, said the government should be given "reasonable time" to find a way out. "They want to be part of the drafting committee for the Bill… we have conveyed this to the Prime Minister. The government should be given reasonable time… they cannot bind the government," he added.
Meanwhile, Union Law Minister M. Veerappa Moily said the government was open to suggestions even though it was anxious to introduce the Bill in the next session of Parliament. "Even on their demand for a joint committee [for drafting the Bill], we said we were open to the idea. In principle we did not say no," Mr. Moily added.
On the other hand, the Congress said the Prime Minister had already initiated a mechanism to consider suggestions from civil society activists for the Lokpal Bill. Describing Mr. Hazare's fast as "premature," party spokesperson Jayanthi Natarajan said the Bill had been discussed in the party and by the Sonia Gandhi-headed National Advisory Council (NAC), which was drafting an alternate bill.
Meanwhile, support continues to pour in for Mr. Hazare; political parties such as the BJP and the CPI(M) as well as organisations and popular Bollywood stars are rallying behind the activist. Actor Aamir Khan wrote to the Prime Minister urging him to "pay heed to the voice of Mr. Anna Hazare."
I will fight till joint panel is set up: Hazare
JIBY KATTAKAYAMMr. Hazare first visited Rajghat, where he paid tribute to Mahatma Gandhi, before proceeding to India Gate atop an open jeep accompanied by several social workers and members of the public.
From there, he proceeded to the public meeting at Jantar Mantar with tricolour-waving students cheering him all along the way. Mr. Hazare demanded setting up of a joint committee with 50 per cent representation for citizens and 50 per cent for the government for formulation of a strong Lokpal Bill.
"We want a joint committee. If you want to end corruption, then why don't you constitute it? It means you do not want to end the corruption. I will fast till the joint committee is constituted and till there is pran (life) in me," Mr. Hazare said in response to the Prime Minister's offer.
At Rajghat, Mr. Hazare said: "I have come to request Gandhiji to give good sense to this Government. So many sacrifices were made for this country. But everything is being destroyed. You [Gandhiji] gave direction to this country but these people are destroying it.''
PMO 'disappointed'
The Prime Minister's Office had on Monday night expressed "deep disappointment" over Mr. Hazare's decision to go on fast. The statement from the PMO added that the Prime Minister had "enormous respect for Mr. Hazare and his mission."
Mr. Hazare said he had got the same assurances from the Prime Minister at an earlier meeting on March 7. "He said we have faith in you; we respect you; then why did he not sit with us on this issue again?...If the Government alone drafts this bill, it will be autocratic, not democratic; there will be discrepancies," Mr. Hazare added.
'Not acceptable'
RTI activist and Magsaysay Award winner Arvind Kejriwal said the Prime Minister at that meeting had offered to pass on their suggestions to the Group of Ministers constituted to formulate the draft of the Lokpal Bill.
"This is not acceptable to us. We want to be part of the formulation. Who are the Ministers in this GoM? They include people like Veerappa Moily who drafted a weak Lokpal Bill, Kapil Sibal who could see no revenue loss in the 2G spectrum scam and Sharad Pawar," Mr. Kejriwal remarked.
Former IPS officer and social activist Kiran Bedi echoed Mr. Hazare's demand for a joint committee with at least half the members chosen from civil society like senior advocates Prashant Bhushan and Shanti Bhushan and Karnataka Lokayukta Justice Santosh Hegde. "The remaining members can be from the Government. This committee should treat the Jan Lokpal Bill as its working draft. It should submit its report by mid-May and the Government should then place the Bill drafted by the committee in Parliament," Dr. Bedi said, adding that such a committee's work would plug all loopholes in the Bill.
A number of politicians from the Opposition parties and public figures visited Mr. Hazare during the course of the day to express solidarity with him. Marking a change from usual protest demonstrations where party flags dominate, both sides of Jantar Mantar Road were lined instead with rows of tricolour flags.

PTI | 10:04 PM,Apr 06,2011New Delhi, Apr 6 (PTI) BJP appears to be in two minds on social activist Anna Hazare's indefinite fast against corruption with some leaders openly expressing their support to it and others privately airing reservations on his version of the Lokpal Bill. Senior BJP leaders like Rajnath Singh, Maneka Gandhi, Tarun Vijay, Prakash Javadekar and party's former Hindutva face Uma Bharti have expressed their support to Hazare's fast and the cause he is espousing. However, there is utter confusion on whether joining Hazare in the fight against corruption- an issue the BJP has been raising in and outside Parliament over the last several months- is enough or the party should go ahead and accept his draft of the Lokpal Bill which states that the Prime Minister should also be in its ambit. Vijay, who had visited Hazare yesterday at Jantar Mantar, said BJP wants that the opinion of all parties and interested NGOs should be sought before finalising the Bill. He sought to put all the blame for corruption on the Congress-led government. "Congress should apologise to the people of India. It has forced an octogenerian Gandhian to sit on a fast," Vijay said. Asked about the Jan Lokpal Bill, he said, "We are with every effort which is made to fight corruption. We want that more and more strict laws are made to check corruption." While Hazare himself has criticised both the Congress and the BJP, some leaders from the principal opposition feel supporting the social activist on corruption is fine as it corners the UPA government. However, other BJP leaders are apprehensive. "We cannot support bringing the Prime Minister in its ambit. There are several decisions- pertaining to foreign policy, defence, intelligence services and the like- on which the PM cannot be made answerable," a senior leader said. Such leaders are also against making NGOs and social activists too powerful in fixing accountability as envisaged in the Jan Lokpal Bill. "They will become more powerful than elected representatives and legislators," a senior BJP leader said. The Lokpal would get too much power, feel some leaders, if Hazare's views are incorporated. BJP has already learned it the hard way in Karnataka where Lok Ayukt Santosh Hegde has made life difficult for the B S Yeddyurappa dispensation by asking uncomfortable questions on out of turn allotments and other issues of corruption.

Historic Gandhi-Periyar conversation

I referred to the book, Religion and Society. What is given there is a translation of the Tamil book published by Valluvar Publishing House from Bhavani (1948). Perhaps it was published in the context of the assassination of M.K. Gandhi. They have given a correct version of the discussion between Periyar E.V. Ramaswamy and M.K. Gandhi.
I have read about it in other works more than once. They are all in Tamil. The earliest reference though a brief one is by Periyar himself in his weekly, Kudi Arasu, and reproduced in his biography (1939).
I reproduce from p.84 and 85 of Tamilar Thalaivar the background in which the meeting between Gandhi and Periyar took place:
Gandhi defends caste system
"Periyar left Congress in 1925. Then he did intensive propaganda to annihilate caste through his speeches and writings in Kudi Arasu. (Kudi citizen, common people. Arasu - state, government. Kudi Arasu - Govt. of the people). Periyar started this weekly in Tamil in 1925. Periyar's two years intense propaganda alarmed the Brahmins. So they brought Gandhi to Tamil Nadu and made him to do propaganda in favour Varnashrama Dharma. Gandhi came to South India and spoke in support of Varnashrama Dharma in many places. For example, Swadesa Mitran (the Tamil daily) reported thus in Aug.1927 about Gandhi's speech at Mysore:
Different dharmas (duties) are ordained to different varnas. Persons of every varna should do dharmas ordained to them. In so doing, they become great. Certain dharmas are ordained to the Brahmins. When they do them properly they become great (high). The main dharma of a Brahmin is to serve people. The dharma of a Kshatriya is to protect ordinary people. When he performs that dharma he rises higher than others. In the same manner when persons of other varnas do their dharmas or duties assigned to them, they become high.
"This being so, from where does the question of high and low arise? The Varnashrama Dharma came into existence only to protect the welfare of the society. It is not meant for the protection of one community by another community".
Periyar on Brahmins
This speech as reported by the Swadesa Mitran in Aug.1927 clearly shows Gandhi's view that untouchability could be abolished retaining the framework of Varnashrama Dharma. But Periyar was telling that untouchability could be abolished only when Varnashrama Dharma was abolished. He was also telling that everything that formed the basis of Varnashrama Dharma should be abolished. Regarding this issue, Periyar and Gandhi had a discussion in 1927 (in Bangalore). Periyar was accompanied by S. Ramanathan (who was at that time a close associate of Periyar, later differed from him politically and became a minister in the cabinet of C. Rajagopalachari who was the prime minister of Madras Province from 1937 to 1939). Periyar wrote about his discussion with Gandhi in Kudi Arasu:-
" Our friend Thiru S. Ramanathan and I conversed with the Mahatma mainly about three questions. As my opinion, it was explained to the Mahatma that three important things have to be done for the sake of promoting India's independence and self-respect. We told him we have come to the conclusion that without accomplishing these three tasks there is no independence to India.
First, what is said to be the Congress (party) should be wound up.
Second, caste should be annihilate. To achieve this, Hindu religion should be abolished.
Third, Brahmin domination should be put an end to. The Mahatma's explanation did not change our views. We told him so and took leave. (Kudi Arasu, Editorial 28.8.1927).
After this Periyar lost his faith in Gandhi. He began to condemn him openly.
Thamilar Thalaivar (leader of Tamils) is the first authoritative biography of Periyar written by Saami Chidambaranaar in 1939. The work still remains a popular one. I have taken the excerpts for my translation from its 12th edition published in 2001.

The following passage from the text of conversation that took place between M.K. Gandhi and Periyar
E.V. Ramaswamy is taken from page 67-68 of the just published book, Religion & Society
(1994, Emerald Publishers, 135 - Anna Salai, Madras - 600 002, Rs. 45).
Periyar : The selfish gang in Hinduism will not permit any reforms at all.
Gandhi : How do you say that? Have not all people in this religion accepted that there is no untouchability in Hinduism?
Periyar : Theoretical acceptance of any ideas is one thing, and following it in practice is another. Therefore, it is not possible to introduce any reforms in Hinduism.
Gandhi : I am showing it in practice. Have you not realized how many changes have taken place during the past 4 or 5 years?
Periyar : I do realize that changes appear to have taken place but they are not real changes. The people pretend to accept the reforms suggested by you because you are influential and because they need your goodwill. And you have taken their words on trust!
Gandhi : (smilingly) Who are you referring to?
Periyar : All the Brahmins.
Gandhi : You mean all the Brahmins?
Periyar : Oh, yes! All the Brahmins, including those who are with you.
Gandhi : In that case, don't you have faith in any Brahmin?
Periyar : I am not able to have faith in anyone.
Gandhi : Don't you have faith even in Mr. Rajagopalachariar?
Periyar : He is a good and truthful person. He is unselfish and self-sacrificing. All these good qualities come to the fore in his service to his community. But I cannot easily bring myself to entrust the welfare of my people - the non-Brahmins — to him.
Gandhi : That is surprising to me. It is your view that there is not even one honest Brahmin in the world?
Periyar : Perhaps there may be a few, but I haven't come across any such person.
Gandhi : Please don't say so. I know a Brahmin. I consider him as absolutely good Brahmin; he is Gopal Krishna Gokhale.
Periyar : Oh, what a relief! If such a great person like you have been able to find only one good Brahmin, how can, "sinners", like us come across any good Brahmin?
Gandhi : (laughing) The world will always be under the domination of the intelligentsia. The Brahmins are educated and at all times they will be dominant. And there is no use of blaming them for that. Others also must come to that position.
Periyar : Hinduism is unlike other religions in one respect. In this religion all the Brahmins are educated and they alone form the intelligentsia. Among the others, more than 90 per cent are uneducated and gullible. In a society which follows a certain religion, if only one community can be educated and dominant, should we not consider that religion harmful to the people of other communities?

People with tricolours, posters and paintings against corruption could be seen walking around as slogans of "Inquilab Zindabad" and "Vande Mataram" filled the air.
The general sense at the informal confabulations was that there was a need to defuse the situation that had arisen due to the fast-unto-death campaign launched yesterday which is getting support from the increasing number of people, the sources said.
It was felt that one or two ministers or representatives could be nominated to meet Hazare to discuss his demands and persuade him to call off his agitation, they said.
The timing of deputing the nominees was not clear yet. Earlier in the day, Law Minister M Veerappa Moily said the Government was open to any suggestion on the proposed legislation and had not turned down his demand for a joint committee.
"Even on the demand for joint committee, we said we were open. We never closed our mind even on the formation of joint committee...In principle we did not say no," he said adding, that the Prime Minister was open to all suggestions on the bill.
He said though the bill has already been drafted, it will not "find a finality" unless it goes to Parliamentary Standing Committee .
"The Standing Committee can always throw it open to discussions and deliberations with everyone. No bill is passed in hide and seek manner. Parliament has the most transparent way of functioning in our country," Moily said.
Hazare is demanding enactment of Jan Lokpal Bill as the legislation proposed by the government was not adequate and lacked teeth. He has maintained that a joint committee, comprising representatives of the government and civil society, should be set up to firm up the bill.
Government has already set up a sub-group of four ministers within the Group of Ministers on anti-corruption to take on board the suggestions of civil society.
Dressed in a white dhoti-kurta and a Gandhi cap, Hazare looked calm yet determined to win this battle against the government as his agitation entered second day Wednesday with the septuagenarian showing no signs of slowing down.
On the dais under a white shamiana for more than 30 hours, Hazare would take small gulps of water in between a few hours as doctors checked his blood pressure for the second time in the day.
"Doctors check him twice a day for any unusual development," said one of the activists associated with the movement.
More than a hundred other supporters, who are also on an indefinite hunger strike, were seated to the right of Hazare while members of various NGOs sang bhajans and songs on his left.
Huge posters with anti-corruption slogans on them adorned the background as the young and old came together to express protest against corruption.
Not far from the leader on fast, the half a dozen corner stalls selling food items from masala dosas to kulfi-faludas did brisk business with several hundred protesters and media persons thronging these shops.
"My brother told me about the large gathering here. So, I've come here from Chandni Chowk because I knew the business would be good," said Ram Prasad , a 34-year-old selling jaljeera on a handcart.
"What is this Koya Commandos? How are they appointed and how are they given training etc.? It is very dangerous… giving them arms to fight," a bench comprising justices B. Sudershan Reddy and S.S. Nijjar said.
The bench directed the State government to file an affidavit on the raising of Koya Commandos and also state under what rule they were being supplied arms and ammunition.
It posted the matter for further hearing on April 15.
"The affidavit will tell under which rule the Koya Commandos are appointed and under which rule they are given arms and ammunition? We must know it," the bench said, while making it clear that the affidavit has to be filed by a senior officer.
The special police officers have been given the name Koya Commandos after a tribe in the Dantewada region.
It was not for the first time that the Supreme Court has expressed its concern over the creation of armed anti-Naxalite group. In February 2009 also it had questioned how the government could arm common people or those associated with Salwa Judum, a people's movement to combat the Maoists in Chhatisgarh.
The court had said the state should not arm common people and encourage them to fight Naxalites as "it will create a dangerous situation".
However, the Chhattisgarh government has maintained that Salwa Judum was a dying movement and it was not giving any encouragement to it.
The court passed the order while hearing a petition against the existence of Salwa Judum in Naxal-infested regions of the State.
The petition had been filed by sociologist Nandini Sundar, historian Ramchandra Guha, former bureaucrat E.A.S. Sarma and others seeking a direction to the State government to refrain from allegedly supporting Salwa Judum.
During the hearing, Swami Agnivesh informed the court about last month's incident when he was attacked by a group of people — allegedly consisting of SPOs and Salwa Judum volunteers — when he was visiting a Naxal region near Dantewada with activists of the Art of Living group of Sri Sri Ravi Shankar.
The Chhattisgarh government informed the bench that it has already ordered an inquiry by the district and sessions judge, Bastar, into the incident and the notification in this regard was issued on Tuesday.
Senior advocate Harish Salve, appearing for the State government, however, sought liberty from the court to persuade Chief Minister Raman Singh to order an inquiry by a Chhattisgarh High Court judge.
Mr. Salve said this was necessary considering the sensitivity of the incident and because of the different versions about it.
"Notwithstanding any advice he (the Chief Minister) may be getting, I will ask him to consider appointing a High Court judge for holding inquiry into the incident," Mr. Salve, along with advocate Atul Jha, said adding that it was required as the conflicting versions were coming out in media about the incident as the society was divided into pro and anti-Maoist groups.
They alleged that the police has recorded the speech of Swami Agnivesh which was "pro-Maoist."
"We don't go by media reports," the bench said, asking the State government to file an affidavit.
Earlier, advocate Nitya Ramakrishnan placed an affidavit on behalf of Swami Agnivesh and said Salwa Judum was still active and the Chief Minister was indulging in double speak as no FIR has been lodged against any of its members as per the recommendation of the NHRC.
The advocate said the State government should also consider the report of Harsh Mander, who has been appointed as Commissioner on Food Security by the Supreme Court to visit the villages of Tadmetla, Morapalli and Timapuram in Chhattisgarh where food scarcity and hunger deaths were reported.
It was during the visit to these villages Swami Agnivesh was allegedly attacked by some people whom he claimed were members of Salwa Judum and special police officers.
He had visited the villages after reports appeared that several houses were destroyed and some women were allegedly raped by the security forces.
The Supreme Court has been monitoring the steps taken by the State government to disband Salwa Judum and also the measures taken by it for the relief and rehabilitation of tribals who are caught in the crossfire between the Maoists and the security forces.
It has also asked the authorities to free schools and ashrams from the occupation of the security forces.
Veteran social activist Anna Hazare Wednesday said Prime Minister Manmohan was being controlled by a 'remote', which prevented him from taking strong steps against corruption.
"The PM is a good man, not corrupt, but this remote control is causing problems. People who do not have power cannot take decisions, which is the case with our PM," Hazare told reporters on the second day of his hunger strike, demanding a stronger anti-graft legislation.
Hazare, who has named his fast a "second Satyagraha" on the lines of the movement launched by Mahatma Gandhi against the British rulers, has been joined by thousands of supporters all across the country and abroad.
On Wednesday, Hazare wrote a strongly-worded two-page letter to the prime minister, asserting that he was hurt at innuendos that his fast was "instigated" by others.
"This is an insult to my sense of wisdom and intelligence. I am not a kid that I could be 'instigated' into going on an indefinite fast. I am a fiercely independent person. I take advice from many friends and critics but do what my conscience directs me to do," Hazare wrote in his letter.
"I am pained that the government, rather than addressing the issue of corruption, is trying to allege conspiracies when there are none," he added.
The activist mentioned that so far, every government has shown complete insensitivity and lack of political commitment in tackling corruption.
"62 years after independence, we still do not have independent and effective anti-corruption systems. Very weak versions of Lokpal Bill were presented in parliament eight times in the last 42 years. Even these weak versions were not passed," the letter added.
At a time when the country has witnessed scams of unprecedented scale, the impatience of the entire country is justified, he added.
Hazare also expressed his apprehension about the Group of Ministers which is drafting the anti-corruption law.
"If effective anti-corruption systems had been in place, some of them (ministers) would have been behind bars. Do you want us to have faith in a process in which some of the most corrupt people of this country should draft the anti-corruption law?" he asked.
He advised the prime minister not to mislead the country by saying that he (Hazare) and his supporters were shunning dialogue.
"Tell me a single meeting when you called us and we did not come. We strongly believe in dialogue and engagement," Hazare said.
Speaking to reporters, Hazare said he would be happy if he died for a noble cause.
When asked about the solution to the menace of corruption, Hazare said that youth should enter politics and change the system.
"I am happy to see so many youngsters present here, it gives me strength. The youth should enter politics and work for the betterment," said Hazare.
Manmohan Singh's Pakistan trip being worked out: Nirupama Rao
Details of Prime Minister Manmohan Singh's visit to Pakistan are being worked out, though no date has been set, Foreign Secretary Nirupama Rao said Wednesday.
"Our prime minister has been invited by (Pakistani) Prime Minister (Yousuf Raza) Gilani to visit Pakistan. Obviously, a visit of this nature has to be very carefully prepared. We will have to do a lot of homework," she said.
The meeting between the leaders at Mohali in Punjab March 30 on the sidelines of the cricket World Cup semifinal between the two countries, "has given a new direction" to the bilateral relationship, Rao said in an interview on a news channel's show on Wednesday.
"I think the fact that our two prime ministers have met at Mohali generated a very positive impact. And I think every such meeting not just builds atmosphere but it also creates a sense of direction, a sense of positive orientation," she said.
Manmohan Singh had invited Gilani to Mohali after India and Pakistan advanced to the World Cup semifinal.
Asked about reports that Manmohan Singh's invitation was a personal decision, she said: "The decision was obviously the prime minister's. And we in MEA (ministry of external affairs), since we in a sense are practitioners of the policy that the government sets down in this regard, are obviously part of this process."
She said that the government favoured a "graduated approach, which included more people-to-people contact".
The foreign secretary described the meeting between the two home secretaries in New Delhi March 28-29 as pathbreaking.
Rao also said that the government had faith in the Pakistani government led by Gilani and President Asif Ali Zardari and believed that it had the support of the army.
"What we sought to do at Mohali and what the two prime ministers...through their meeting were able to convey was that at the leadership level, there is a sense of commitment to looking at the entire process of India-Pakistan relations, stressing the need for a sustained, serious and comprehensive dialogue.
"The goal of this dialogue is normalisation of relations, something that has eluded us for the last 60 years," Rao said.
She said that India was open to renewing cricketing contacts with Pakistan.
Regarding the probe into the November 2008 Mumbai terror attack by Pakistani militants which killed 166 civilians from India and abroad, Rao expressed hope that India would get voice samples of the accused.
Rao said the "wounds of 26/11 have not healed as yet".
"I think we would do wrong to the people who lost their lives and the families who continue to grieve as a result of what happened so tragically in Mumbai, if we were to say that 26/11 is behind us," she said.
"There is an ongoing trial in Pakistan, there are questions still to be answered, there is evidence to be scrutinised, there is need for agencies in both countries to cooperate better in this regard.
"I think there is a sentiment in this country in India and there is grief still which has not died. Let me put it this way, our grief cannot die when it comes to 26/11," she said.

NEW DELHI: Just as Indian captain Mahendra Singh Dhoni and in-form Yuvraj Singh were punishing Sri Lankan bowlers and victory seemed within reach, Congress president Sonia Gandhi's office called the party's media department with a personal congratulatory message. And as Dhoni hit a six to take India home, cellphones buzzed at 10.49 pm with what Gandhi called "a victory etched in gold for generations to come" .As India celebrated, the Congress president quietly slipped out of her 10 Janpath residence and went for a round of the city. Revellers, who had gathered at India Gate, ITO and Andhra Bhawan roundabout, got a special treat as the Congress president rolled down her window and stood on the side of her car waving to everybody. Though she did not step down, she reached out to shake hands. Suddenly, somebody threw a tricolour at her, she grabbed it and wore it proudly around her neck. First congratulating people and gushing "This victory is special" , Gandhi got into the mood raising "Bharat Mata ki jai" slogans with the crowds. Congress leaders, however, were caught completely unawares with this impromptu gesture. Gandhi has never shown this side of her. Even political secretary Ahmed Patel and others were not informed . As police wireless reported VIP movement and scribes started calling Congress leaders, party seniors realised that this was Gandhi finally letting her hair down and reaching out to the "aam aadmi" .
Congress media department chairman Janardan Dwivedi remarked , "I think this must be a reflection of her real, instinctive, spontaneous feeling on India winning." The nation had caught the first glimpse of this during the Commonwealth Games 2010 when Gandhi with son Rahul had cheered the Indian hockey team as it defeated Pakistan. She had insisted on sitting in the general stand. And in the final moments had spontaneously thrown up her arms with fists folded. People saw the same side during India-Pakistan World Cup semi-finals in Mohali . Though Gandhi missed the finals in Mumbai, she did even more in Delhi. She connected with the masses.
A senior party leader candidly admitted , "She is known to break the security cordon. But now we see her mixing with people at ease. She has a great people connect. This is her idea of conveying to the people that she is one of them and not a VIP with a red-beacon light vehicle ." Congress leaders said that this is the first time Gandhi has taken a round to meet people. "She has always obliged party workers and come out till the barricade of her residence whenever there is some major achievement or if workers are refusing to leave. Those have been very rare occasions. But this has taken the entire party by surprise ," a senior general secretary said.

LONDON: Indians are the most likely members of the global super rich to spend more on private jets and yachts over the next five years while Africans and Russians are expected to increase their charitable giving, a survey showed on Wednesday.
A poll of 160 advisers at a private bank within global financial firm Citigroup Inc, which represents 5,000 clients worth on average more than $100 million each, found super rich Indians are the most keen on buying jets and yachts, with 93 percent seeing spending increasing.
In contrast, Russians appeared to be tiring of acquiring the trappings of enormous wealth, according to the 2011 "Wealth Report" compiled by Citi and luxury property firm Knight Frank .
All respondents had seen Russian clients lift spending on jets and yachts over the last five years, but only half expected further increases over the next five years, the report showed.
Meanwhile all of the private bankers who participated said African and Russian clients are likely to increase the amount they devote to philanthropy and charitable giving.
The results of the report also bode well for property sellers in New York and London, which ranked first and second respectively among the super rich asked to rate cities in order of "priority".
The survey found that both cities are expected to retain their top two rankings in 10 years' time, though Shanghai, Beijing and Hong Kong will close the gap behind them.
London fared less well in rankings of the world's most "romantic" cities in the perception of global multi-millionaires, coming third after Paris and New York.
New York was first in the "hedonist" category, followed by Hong Kong, Tokyo and Paris, but fourth in the "entrepreneur" class in which the Chinese metropolises of Shanghai, Hong Kong and Beijing took the top three spots.

US lawmakers tell Obama, dump Pakistan and go with India
WASHINGTON: Expressing apprehension that the United States is being "taken for suckers" and "looked at as patsies" by Pakistan, two American lawmakers on Tuesday called for strengthening ties with India even as a White House report gave a harshly critical assessment of Islamabad's effort to defeat extremism.
While administration officials defended Washington's support for Pakistan using the same logic as London is doing on UK Prime Minister David Cameron's ongoing visit to Islamabad ("a difficult partnership with Pakistan is far better than having a hostile Pakistan," one U.S official testified), lawmakers wanted a major reappraisal of U.S outlook for the region. They expressed doubts if any good would come out of the current U.S policy of coddling Islamabad in the face of Pakistani duplicity in combating extremism. Instead, they pushed for even closer ties with India.
"After 10 years of hearing the same sales pitch I tend to doubt it. I doubt that our money is buying anything that's deep or durable," New York Congressman Gary Ackerman said at a hearing. "I doubt the leaders in the Afghan government and the Pakistani government are going to do anything except pursue their own narrow, venal self interests. I doubt the ISI will ever stop working with us during the day and going to see their not-so-secret friends in the Lashkar-e-Taiba or Jaish-e Mohammed and other terrorist groups at night."
His California colleague Dana Rohrabacher went even further back to frame the situation in a historical context. "I've been hearing that for 50 years. And I will tell you, a realistic relationship, rather than basing the relationship on wishful thinking, is what will bring about peace in that part of the world. What we've had is wishful thinking and what I call irrational optimism," he said at a hearing called to assess U.S foreign policy priorities in South Asia.
The critical comments came just hours after a White House report to Congress concluded that after years of work with the Pakistani military "there remains no clear path toward defeating the insurgency" that thrives in the country, remarks that analysts said reflected growing frustration in the administration over Pakistan's commitment to fight extremism.
Still, administration officials defended Washington's outreach to Pakistan, insisting that the country is vital to US national security interests and suggesting the U.S had no other options.
But lawmakers were not convinced. Both Rohrabacher and Ackerman, who described U.S ties with New Delhi as the "one shining light" and "brightest light" respectively of the administration's foreign policy pressed for greater emphasis on India.
"I would hope that we have the intelligence to work and to make sure that India is our best friend in that part of the world," Rochrabacher said, offering his contrast between the two countries. "The fact is that Pakistan is committed to Islam...India is dedicated to prosperity for their people."
Amid what lawmakers saw as Washington's compulsive obsession with Pakistan, Ackerman in fact criticized the administration for not using U.S diplomatic leadership and agenda-setting capability to focus global attention to the threat to India from Pakistan-based terrorists, such as Lashkar-e-Taiba.

The life and death of Mahatma Gandhi
Mohandas Karamchand Gandhi: 1869 - 1948
Eyewitness account of Gandhi's assassination by Robert Stimson for the BBC on Jan 30, 1948 (3'15") Gandhi, one of the world's most famous pacifists, was killed by a fellow Hindu.
The name "mahatma" means "great soul", and his philosophy of peaceful resistance is widely credited with having forced the peaceful end of British rule of India in 1947, the year before his death.
He was born Mohandas Karamchand Gandhi on October 2, 1869, into a family of merchants.
Breaking with caste tradition, he went to England to study law when he was 19.
His fellow students shunned him because he was an Indian.
It was in London that he read Henry David Thoreau's "Civil Disobedience", which inspired his principle of non-violence.
Remembering Gandhi Deeply troubled by the country's racism towards Indians, he founded the Natal Indian Congress to agitate for Indian rights in 1894.
There he also developed his politics of peaceful protests. In 1906, he announced he would go to jail or even die before obeying an anti-Asian law. Thousands of Indians joined him in this civil disobedience campaign, and he was twice imprisoned.
Back in India
He returned to India in 1914, and began campaigning for home rule and the reconciliation of all classes and religious groups.
In 1919 he became a leader in the newly-formed Indian National Congress party. The following year Gandhi launched a campaign of non-cooperation with the British authorities, urging Indians to boycott British courts and government, and spin their own fabrics to replace British goods.
This led to his imprisonment from 1922-1924.
By 1930 M.K. Gandhi had a mass following. To protest against the British salt monopoly and the salt tax, he led thousands of Indians on a 200 mile (320km) march to the Indian ocean to make their own salt. Again, he was jailed.Thousands marched over 200 miles in protest over Salt taxes Gandhi had become convinced that India could never be truly free as long as it remained part of the British Empire.
At the beginning of the Second World War he demanded independence as India's price for helping Britain during the war.
Independence and partition
India finally won independence in 1947.
But for Mahatma Gandhi, triumph was tempered with disappointment over the violent partitioning of the country into India and Pakistan.
Nearly one million people died in the riots that ensued between Hindus and Muslims.Violent riots broke out over partition Mahatma Gandhi had always been against the partition. The year before he had said, "Before partitioning India, my body will have to be cut into two pieces."
But the alternative to partition was thought to be civil war between Hindus and Muslims, and so at the last minute Gandhi urged the Congress Party to accept partition.
When he saw the extent of the bloodshed, Mahatma Gandhi again turned to non-violent protest. He went on a hunger strike, saying he would not eat until the violence stopped and India gave back the 550 m rupees (about £40m) that it was holding from Pakistan.Gandhi's great grandson, Tushar, remembering Mahatma But his efforts to achieve reconciliation between Hindus and Muslims eventually brought him death. He was assassinated by a fellow Hindu, Nathuram Godse, who felt that Gandhi had betrayed the Hindu cause.
Mahatma Gandhi, aged 78, was on the way to a prayer meeting, when he was shot three times in the chest and died on January 30, 1948.

Anna Hazare was arrested in 1998 during Shiv Sena-BJP rule in Maharashtra when a defamation suit was filed against him by then Maharashtra Social Welfare minister Babanrao Golap of Shiv Sena. He was released following public uproar.[1]

In 2011, Anna Hazare led a movement for passing a stronger anti-corruption Lokpal (ombudsman) bill in the Indian Parliament. As a part of this movement, N. Santosh Hegde, a former justice of the Supreme Court of India and Lokayukta of Karnataka, Prashant Bhushan, a senior lawyer in the Supreme Court along with the members of the India Against Corruption movement drafted an alternate bill, named as the Jan Lokpal Bill (People's Ombudsman Bill) with more stringent provisions and wider power to the Lokpal (Ombudsman).[2] Hazare has started a fast up to death from 5 April 2011 at Jantar Mantar in Delhi, to press for the demand to form a joint committee of the representatives of the Government and the civil society to draft a new bill with more stronger penal actions and more independence to the Lokpal and Lokayuktas (Ombudsmen in the states), after his demand was rejected by the Prime Minister of India Manmohan Singh [3]
The movement attracted attention very quickly through various media. It has been reported that thousands of people joined to support Mr. Hazare's effort. Almost 150 people are reported to join Mr. Hazare in his fast.[4] He said that he would not allow any politician to sit with him in this movement. Many social activists including Medha Patkar,Arvind Kejriwal and former IPS officer Kiran Bedi have lent their support to Hazare's hunger strike and anti-corruption campaign.

From Wikipedia, the free encyclopediaFor the Temple of the Dog song, see Hunger Strike (song).A hunger strike is a method of non-violent resistance or pressure in which participants fast as an act of political protest, or to provoke feelings of guilt in others, usually with the objective to achieve a specific goal, such as a policy change. Most hunger strikers will take liquids but not solid food. A hunger strike cannot be effective if the fact that it is being undertaken is not publicized so as to be known by the people who are to be impressed, concerned or embarrassed by it.
In cases where an entity (usually the state) has or is able to obtain custody of the hunger striker (such as a prisoner), the hunger strike is often terminated by the custodial entity through the use of force-feeding.
[edit]Early history
Fasting was used as a method of protesting injustice in pre-Christian Ireland, where it was known as Troscadh or Cealachan. It was detailed in the contemporary civic codes, and had specific rules by which it could be used. The fast was often carried out on the doorstep of the home of the offender. Scholars speculate this was due to the high importance the culture placed on hospitality. Allowing a person to die at one's doorstep, for a wrong of which one was accused, was considered a great dishonor. Others say that the practice was to fast for one whole night, as there is no evidence of people fasting to death in pre-Christian Ireland. The fasts were primarily undertaken to recover debts or get justice for a perceived wrong. There are legends of St. Patrick, the patron saint of Ireland, using the hunger strike as well.[1]
In India, the practice of a hunger protest, where the protestor fasts at the door of an offending party (typically a debtor) in a public call for justice, was abolished by the government in 1861; this indicates the prevalence of the practice prior to that date, or at least a public awareness of it.[2] This Indian practice is ancient, going back to around 400 to 750 BC. This can be known since it appears in the Valmiki Ramayana, which was composed around that time. The actual mention appears in the Ayodhya Kanda, (the second book of the Ramayana), in Sarga (section) 103. Bharata has gone to ask the exiled Rama to come back and rule the kingdom. Bharata tries many arguments, none of which work, at which point he decides to do a hunger strike. He announces his intention to fast, calls for his charioteer Sumantra to bring him some sacred Kusha grass, (but Sumantra won't do it since he's too busy looking at Rama's face, so Bharata has to get the grass himself), lies down upon it in front of Rama. Rama, however, is quickly able to persuade him to abandon the attempt. Rama mentions it as a practice of the brahmanas.

In the first 3 days, the body is still using energy from glucose.[citation needed] After that, the liver starts processing body fat, in a process called ketosis. After 3 weeks the body enters a "starvation mode". At this point the body "mines" the muscles and vital organs for energy, and loss of bone marrow becomes life-threatening. There are examples of hunger strikers dying after 52 to 74 days of strike.[3]

[edit]Thileepan – Fast to Death
Main article: ThileepanOn 15 September 1987 at 9.30 a.m at the Nallur Murugan Temple, Thileepan began his fast. His main objective was to bring awareness and action to a list of public demands made by himself and the Tamil Tigers, considered[4] to be a terrorist group.
The publicly stated goals of his fast were:
- All Tamils detained under the Prevention of Terrorism Act should be released.
- The colonisation of Sinhalese in Tamil areas under the guise of rehabilitation should be stopped.
- All such rehabilitation should be stopped until an interim government is formed.
- The Sri Lankan government should stop opening new Police stations and camps in the Northeasternprovince.
- The Sri Lankan Army and Police should withdraw from schools in Tamil villages and the weapons given by the Sri Lankan government to 'homeguards' should be withdrawn under the supervision of the Indian army. Just prior to his fast the relationship between the LTTE and the IPKF administration was its lowest point.
Although several groups requested Thileepan as well as the local IPKF administration to intervene and stop the fast, Thileepan died on the 26th of September 1987. There was widespread grief in Tamil areas. Thousands of people from the North and East flooded Jaffna as news of his death spread[citation needed]. His death created an anti-Indian mood in Jaffna, which had been pro-India until then.
[edit]Tibetan diaspora
In 2008, phayul.com posted a picture of people in a camp; the website called them Tibetans hunger striking in Kathmandu after they were arrested for trying to cross into Tibet, China.[5] Members of the Tibetan Youth Congress hunger striked in July 2008 in New Delhi against China's hosting the 2008 Summer Olympics.[6] The six strikers, mostly monks, were taken to hospital by police when they reached critical situation.[7]
[edit]Gandhi
Mohandas Gandhi was imprisoned in 1922, 1930, 1933 and 1942. Because of Gandhi's stature around the world, British authorities were loath to allow him to die in their custody. It is likely Britain's reputation would have suffered as a result of such an event. Gandhi engaged in several famous hunger strikes to protest British rule of India. Fasting was a non-violent way of communicating the message and sometimes dramatically achieve the reason for the protest. This was keeping with the rules of Satyagraha.
In addition to Gandhi, various others have used the hunger strike option during the Indian independence movement. Such figures include Jatin Das and Bhagat Singh.
After Indian Independence, freedom fighter Potti Sreeramulu used hunger strikes to get a separate state for Telugu-speaking people.
[edit]British and American suffragettes
In the early 20th century suffragettes frequently endured hunger strikes in British prisons. Marion Dunlop was the first in 1909. She was released, as the authorities did not want her to become amartyr. Other suffragettes in prison also undertook hunger strikes. The prison authorities subjected them to force-feeding, which the suffragettes categorized as a form of torture. Mary Clarke, Jean Hewart, Katherine Fry and several others died as a result of force-feeding.
In 1913 the Prisoner's Temporary Discharge of Ill Health Act (nicknamed the "Cat and Mouse Act") changed policy. Hunger strikes were tolerated but prisoners were released when they became sick. When they had recovered, the suffragettes were taken back to prison to finish their sentences.
Like their British counterparts, American suffragettes also used this method of political protest. A few years prior to the passage of the Nineteenth Amendment to the United States Constitution, a group of American suffragettes led by Alice Paul engaged in a hunger strike and endured forced feedings while incarcerated at the Occoquan Workhouse in Virginia.
[edit]Irish republicans
Hunger strikes have deep roots in Irish society and in the Irish psyche. Fasting in order to bring attention to an injustice which one felt under his lord, and thus embarrass him into a solution, was a common feature of society in Early Irish society and this tactic was fully incorporated into the Brehonlegal system. The tradition is ultimately most likely part of the still older Indo-European tradition of which the Irish were part.[8]
The tactic was used by Irish republicans from 1917 and, subsequently, during the Anglo-Irish War, in the 1920s. Early use of hunger strikes by republicans had been countered by the British with force-feeding, which culminated in 1917 in the death of Thomas Ashe in Mountjoy Prison.
In October 1920, the Lord Mayor of Cork, Terence MacSwiney, died on hunger strike in Brixton prison. Two other Cork IRA men, Joe Murphy and Michael Fitzgerald, also died on hunger strike in this protest along with Monaghan native, Conor McElvaney who lasted 79 days before death. TheGuinness Book of Records lists the world record in hunger strike (without forced feeding) as 94 days, which was set from August 11 to November 12, 1920 by John and Peter Crowley, Thomas Donovan, Michael Burke, Michael O'Reilly, Christopher Upton, John Power, Joseph Kenny and Seán Hennessy at the prison of Cork. Arthur Griffith called off the strikes after the deaths of MacSwiney, Murphy and Fitzgerald.
After the end of the Irish Civil War in October 1923, up to 8000 IRA prisoners went on hunger strike to protest their continued detention by the Irish Free State (a total of over 12,000 republicans had been interned by May 1923). Two men, Denny Barry and Andrew O'Sullivan, died on the strike. The strike, however, was called off before any more deaths occurred. The Free State subsequently released the women republican prisoners. Most of the male Republicans were not released until the following year.
Under the de Valera Fianna Fáil government three hunger strikers died in the Republic of Ireland in the 1940s. They were Sean McCaughey,Tony d'Arcy and Sean (Jack) McNeela. Hundreds of others carried out shorter hunger strikes during the deValera years with no sympathy from the Government.
The tactic was revived by the Provisional IRA in the early 1970s, when several republicans such as Sean MacStiofain successfully used hunger strikes to get themselves released from custody without charge in the Republic of Ireland. Michael Gaughan died after being force-fed in a British prison in 1974. Frank Stagg, an IRA member being held in a British jail, died after a 62-day hunger strike in 1976 which he began as a campaign to be repatriated to Ireland.
[edit]Irish hunger strike of 1981
Main article: 1981 Irish hunger strikeIn 1980, seven Republican prisoners in the Maze Prison launched a hunger strike as a protest against the revocation by the British government of a prisoner-of-war-like Special Category Status for paramilitary prisoners in Northern Ireland. The strike, led by Brendan Hughes, was called off before any deaths, when Britain seemed to offer to concede their demands; however, the British then reneged on the details of the agreement. The prisoners then called another hunger strike the following year. This time, instead of many prisoners striking at the same time, the hunger strikers started fasting one after the other in order to maximise publicity over the fate of each one.
Bobby Sands was the first of ten Irish republican paramilitary prisoners to die during a hunger strike in 1981. There was widespread support for the hunger strikers from Irish republicans and the broader nationalist community on both sides of the Irish border. Some of the hunger strikers were elected to both the Irish and British parliaments by an electorate who wished to register their support for the hunger strikers. The ten men survived without food for 46 to 73 days,[9] taking only water and salt, before succumbing. After the deaths of the men and severe public disorder, the British government granted partial concessions to the prisoners, and the strike was called off. The hunger strikes gave a huge propaganda boost to a severely demoralised Provisional IRA.
[edit]Cuban dissidents

After 53 days on hunger strike, receiving only liquids, he died of starvation on May 25, 1972. His last days were related by his close friend, poet Armando Valladares. He was buried in an unmarked grave in the Cólon Cemetery in Havana.
Guillermo Fariñas did a seven-month hunger strike to protest against the extensive Internet censorship in Cuba. He ended it in Autumn 2006, with severe health problems although still conscious.[10] Reporters Without Borders awarded its cyber-freedom prize to Guillermo Fariñas in 2006.[11]
Jorge Luis García Pérez (known as Antúnez) has done hunger strikes. In 2009, following the end of his 17-year imprisonment, Antúnez, his wife Iris, and Diosiris Santana Pérez started a hunger strike to support other political prisoners. Leaders from Uruguay, Costa Rica, and Argentina declared their support for Antúnez.[12][13]
On February 23, 2010, Orlando Zapata Tamayo, a dissident arrested in 2003 as part of a crackdown on opposition groups, died in a hospital while undertaking a hunger strike that had been ongoing for 83 days, in Cuba's "Kilo 8" prison. He had declared the hunger strike in protest of the poor conditions of the prison in which he was held.[14] He was one of 55 prisoners of conscience in Cuba to have been adopted by Amnesty International. He was charged with an array of offences including "resistance," "contempt" and "disrespect". Such charges are commonplace in Cuba, where freedom of expression is severely limited and political power remains centralized.
[edit]Political prisoners in Turkey
Inspired by the Irish Republicans,[citation needed] Turkish political prisoners developed a tradition of hunger strikes, which continues to this day. After the suppression of rising civil socialist movements by a military coup in 1980, many militants as well as civil activists were imprisoned under highly inhumane conditions. In response to torture and mistreatment of political prisoners, the first hunger strike was launched in 1984,[citation needed]taking the lives of 4 Dev-Sol militants, Abdullah Meral, Haydar Başbağ, Fatih Öktülmüş and Hasan Telci.
In the following years, socialist movements have been increasingly marginalized and moved underground. However, many militant Marxist/Leninist groups have survived. For this reason, the number of political prisoners has always been high. In 1996, when the nationalist minister of the Islamist/conservative government launched a policy on segregation of political prisoners from each other, another hunger strike broke down, with the participation of several leftist militant groups. The strike lasted 69 days, took 12 lives, and the indifferent attitude of the government provoked a strong public protest. As a result, with the initiative of intellectuals including Yaşar Kemal, Zülfü Livaneli, and Orhan Pamuk, a deal was achieved between the government and prisoners. The prisoners took most of their rights back, which they recall as a victory.
The last wave of hunger strikes in Turkey, which has become chronic in recent years, was started against F-type prisons, which were designed for efficient segregation of political prisoners. The project was developed starting in 1997, and the strike was started on October 20, 2000, demanding F-type prisons not to be opened, by a large coalition of militant groups, this time including the Kurdish-separatist militants of PKK. The result was tragic. On December 19, 2000, the now democratic left-extreme nationalist coalition decided to break the strike using force, which was named "Back to life" operation. The operation was faced by a well-organized resistance of prisoners, resulting in the death of 28 prisoners and 2 soldiers. Since then, both F-type prisons and related hunger strikes have become an issue of daily life. According to the organization of prisoner relatives, 101 prisoners have died and above 400 have suffered from unrecoverable disease, particularly Wernicke-Korsakoff syndrome. The governments have consistently denied claims about mistreatment of prisoners, and president Ahmet Necdet Sezerhas been pardoning diseased prisoners, only to be criticized by the extreme right, since many of the released militants have been seen in different demonstrations against F-type prisons. The government maintains that 189 hunger strikers received presidential pardons since 2000.

British animal-rights activist Barry Horne died on November 5, 2001 after a series of four hunger strikes, the longest of which lasted 68 days from October 6 to December 13, 1998, leaving him partially blind and with kidney damage.

American fathers' rights activist John Murtari engaged in an action throughout his jail sentence, which he described as "not a hunger strike", but which involved complete non-cooperation, including refusing to eat or drink. [15] Other fathers' rights activists in Canada and elsewhere have staged hunger strikes after being unable to see their children for extended periods of time.[citation needed]

Akbar Ganji is an Iranian journalist imprisoned in Evin prison since April 22, 2000. Ganji was on a hunger strike between May 19, 2005 [16]and early August, 2005, except for a 12-day period of leave he was granted on May 30, 2005 ahead of the ninth presidential elections on June 17, 2005. He is represented by a group of lawyers, including the 2003 Nobel Peace Prize Laureate, Shirin Ebadi. While on hunger strike Ganji wrote two letters to the free people of the world: 1 2. On July 12, 2005 the White House press secretary Scott McClellan said in a statement that the US president, George W. Bush, called on Iran to release Ganji "immediately and unconditionally." "Mr. Ganji is sadly only one victim of a wave of repression and human rights violations engaged in by the Iranian regime", "His calls for freedom deserve to be heard. His valiant efforts should not go in vain. On December 30, 2005, the military reported that there are eighty-four strikers as of Christmas Day, forty-six having joined that day.
In the April 14, 2008, edition of the New Yorker magazine, Jeffrey Toobin reported that there are currently only about ten hunger strikers at Guantanamo.
[edit]Force-feeding
On 9 February 2006, The New York Times reported that hunger strikers in Guantánamo were being strapped into restraining chairs for hours a day for force-feeding and to prevent vomiting up the food as attempts at suicide. An officer said the number of strikers peaked at 131 around September 11, 2005. Reportedly there was concern over the international impact if a striker were to die. Detainees' lawyers called the methods brutal and inhumane, and said other coercive methods were used, such as being placed in cold air-conditioned isolation cells. The assistant secretary of defense for health affairs said it was a moral question: allow suicide, or take steps to preserve life.[17] On 21 February 2006, the military commander at Guantánamo conceded that the authorities were using restraining chairs as reported earlier. The September 28, 2006 issue of the New England Journal of Medicine contained an article examining the medical ethics of physician-supervised force-feeding of hunger-striking detainees. The article questioned the legal and ethical foundation for physician participation in the force-feeding, writing that "...military physicians cannot follow military orders to force-feed competent prisoners without violating basic precepts of medical ethics never to harm them by means of their medical knowledge."[18]
On April 9, 2007, the New York Times reported that according to military officials and detainees' lawyers a new hunger strike has broken out at Guantanamo, with thirteen detainees being force-fed daily. In the April 14, 2008, edition of the New Yorker Magazine, Jeffrey Toobin reported that two detainees are currently being force-fed.
[edit]Sami Al-Arian
On December 6, 2005, a federal jury acquitted Dr. Sami Al-Arian on 8 of 17 counts against him, while deadlocking 10–2 in favor of acquittal on the other 9.[19] On March 2, 2006, Al-Arian pled guilty to one count of conspiracy to contribute services to or for the benefit of thePalestine Islamic Jihad, a Specially Designated Terrorist organization, and was later sentenced to the maximum 57 months in prison[1][20] The deal came after 11 years of FBI investigations, wiretaps, and searches, 3 years of trial preparation by federal prosecutors, and a 5-month trial, during which time Al-Arian spent more than three years in jail, most of it in solitary confinement, which counted toward the time he was sentenced to. [2] Amnesty International said Al-Arian's pre-trial detention conditions "appeared to be 'gratuitously punitive' " and stated "the restrictions imposed on Dr Al-Arian appeared to go beyond what were necessary on security grounds and were inconsistent with international standards for humane treatment." These include: 23 hour cell-confinement, routine shackling, deprivement of tools and communication to prepare for his defense, and a third of the cell space required by UN international standards.[21]
Al-Arian was subpoenaed three times to testify in terrorism-related investigations before Virginia federal grand juries between 2006 and 2008. Each time, he refused to testify. He maintained that in a verbal agreement that appears in court transcripts, federal prosecutors agreed that Al-Arian would not have to testify before the grand jury.[22] He challenged the initial subpoena in four different federal courts, each of which held that he was in fact required to testify. On January 22, 2007, Al-Arian began a hunger strike to "protest continued government harassment" after he was held in contempt of court for refusing to testify before a federal grand jury.[23][24] He was imprisoned for 13 months for civil contempt for failing to testify in compliance with the first subpoena. He is awaiting trial as well for criminal contempt for his failure to testify in compliance with the second and third subpoenas.

Article 6 of the 1975 World Medical Association Tokyo Declaration states that doctors can undertake force-feeding under certain restricted rules and only where a second, independent physician is consulted and agrees to the move:-
- "Where a prisoner refuses nourishment and is considered by the physician as capable of forming an unimpaired and rational judgment concerning the consequences of such a voluntary refusal of nourishment, he or she shall not be fed artificially. The decision as to the capacity of the prisoner to form such a judgment should be confirmed by at least one other independent physician. The consequences of the refusal of nourishment shall be explained by the physician to the prisoner."
The World Medical Association recently revised and updated its Declaration of Malta on Hunger Strikers (see:http://www.wma.net/e/policy/h31.htm). Among many changes, it unambiguously states that force feeding is a form of inhuman and degrading treatment in its Article 21.
The American Medical Association is a member of the World Medical Association, but the AMA's members are not bound by the WMA's decisions, and neither organization has formal legal powers.
The Code of Federal Regulations rule on inmate hunger strikes states, "It is the responsibility of the Bureau of Prisons to monitor the health and welfare of individual inmates, and to ensure that procedures are pursued to preserve life." It further provides that when "a medical necessity for immediate treatment of a life or health threatening situation exists, the physician may order that treatment be administered without the consent of the inmate."[27]

With the introduction of 2 new teams, a new ten-team format was created. This new format consists of 74 matches and was introduced as retaining the previous format would result in 94 matches, significantly greater than the 60 matches from the previous season, where teams compete in a double round-robin tournament. The knockout stage was changed to a playoff format. If a match ends in a tie, a Super Over will be played to determine the winner.
The ten teams are divided into two groups of five. In the group stage, each team plays 14 games: facing the other four teams in their group two times each (one home and one away game), four teams in the other group once, and the remaining team two times. A random draw was used to determine the groups and who plays whom across the groups once and twice.
Each team plays the team in the same row and the same column twice, and all others once. For instance, Pune Warriors will play Chennai Super Kings and the other Group A teams twice but the other teams from Group B (Kolkata Knight Riders, Kochi Tuskers Kerala, Royal Challengers Bangalore and Rajasthan Royals) only once. Similarly Kochi Tuskers Kerala will play Delhi Daredevils and the other Group B teams twice but all other teams from Group A only once.
Points are awarded in the group stage as follows:

Four games will be played in the playoffs:[1]
- Game A, between the teams ranked first and second in the group stage.
- Game B, between the teams ranked third and fourth in the group stage.
- Game C, between the loser of Game A and winner of Game B.
- Final, between the winners of Games A and C.
The top three teams from the tournament qualify for the 2011 Champions League Twenty20. Due to the new playoff format, the qualifying teams will be the top two teams of the group stage and the winner of Game B in the playoff stage.[2]

Each team can have a squad of at most 30 players with a maximum of US$9 million to spend on purchasing players. Due to the addition of two new teams, all eight existing teams are disbanded. Each of teams may retain up to four players from the 2010 season, with at most three Indians. Choosing to retain players would subject to a reduction in their salary cap, reducing the amount they may spend on other players. All other players are added to the auction.[1]
The catchment areas of the eight existing teams were changed to account for the two new teams. Catchment areas are nominated areas to help each side select their local players. Each team must select four players from their area.
A total of 12 players have been retained by all the franchises while the remaining go to the auction list. The retained players — who must have been part of the franchise's registered squads for the 2010 season — were valued at $1.8 million for the first player, $1.3 million for the second, $900,000 for the third and $500,000 for the fourth. Mumbai Indians and Chennai Super Kings have retained the maximum of four players while the Kings XI Punjab, Deccan Chargers and Kolkata Knight Riders released all their players.[3]

Main article: 2011 IPL Players AuctionThe player auction was held on 8th and 9th January 2011 at the ITC Royal Gardenia in Bangalore.[3] Richard Madley was the auctioneer.[4] A total of 350 players (reduced from 416 players) were in the auction. Each player in the auction pool had a reserve price set between $20,000 to $400,000.

The Rajasthan Royals, Kings XI Punjab were temporarily ejected from the league due to issues with their unreported ownership changes. The teams were reinstated with involvement from the High Court.[6] Their owners were broken into several legal entities when the BCCI required the incorporation of the companies.[7][8] Kochi was also at risk of ejection for the same reasons before BCCI cleared their new ownership pattern for the tournament.[9]
