बिजली कारोबार में अच्छा मुनाफा होने की तस्वीर साफ झलकती है।बिजली स्वास्थ्य, शिक्षा,सड़क, पुल अब दूसरी जरूरी सेवाओं की तरह अब निजी हाथों में है। कभी महाराष्ट्र में डोभाल परियोजना को लेकर हंगामा खूब हुआ थी, पर बिजली की किल्लत की वजह से औद्योगीकरण और शहरी करण , विदेशी पूंजी के खूब शोर के मध्य देश के लगभग सभी राज्यों में उद्योग धंधे चौपट होने की तरफ कोई अब इशारा भी नहीं करते। सारा जोर अब परमाणु ऊर्जा को लेकर है। केंद्र की यूपीए सरकार सबके लिए बिजली का नारा भूल गयी है और बिजली कितनी मंहगी की जा सकती है , इसकी चौतरफा होड़ मची है।ऐसे में बिजली कारोबार में अच्छा मुनाफा होने की तस्वीर साफ झलकती है।

निजी कंपनियों ने एक बार फिर से बिजली दरों में 18 से 27 फीसदी बढ़ोतरी की मांग की है। पिछले साल कंपनियों ने 60 से 82 फीसदी वृद्धि करने की मांग की थी, लेकिन कंपनियों को समझा दिया गया था कि एक साथ वृद्धि नहीं की जा सकती है।दलील यी है कि बिजली कंपनियां लगातार घाटे में चल रही हैं और उनका घाटा दूर करने के लिए हर साल बिजली दरों में वृद्धि करनी पडे़गी।

महाराष्ट्र के लोगों को सरकार ने पिछले साल नवंबर में बिजली का झटका दिया है। पूरे राज्य में बिजली की दरों में औसतन 41 पैसे की बढ़ोतरी की गई है। बढ़ी हुई बिजली की दरें आज रात 12 बजे से ही लागू कर दी गई हैं।राज्यसरकार महानगर मुंबई में परमाणु बिजली आपूर्ति का ख्वाब बेच रही है। पर परमाणु बिजलीकी क्या दरें होंगी, इसपर अभी खामोशी है!

गौरतलब है कि जो लोग कम बिजली खर्च करते हैं या जिनकी आमदनी कम है उन्हें भी सरकार ने राहत नहीं दी है। हर महीने 30 यूनिट तक खर्च करने वाले लोगों को भी अब 1 रुपये की जगह डेढ़ रुपये प्रति यूनिट के हिसाब से बिजली के दाम देने होंगे।

एसोचैम की रिपोर्ट के अनुसार 20 औद्योगिक राज्यों में से गुजरात, महाराष्ट्र, आंध्र प्रदेश, उड़ीसा और कर्नाटक निवेश आकर्षित करने के मामले में सबसे तेजी से उभर रहे हैं। देश में होने वाले कुल खर्च में से सबसे ज्यादा निवेश बिजली के क्षेत्र में हो रहा है। रिपोर्ट के अनुसार कुल निवेश का 35.9 प्रतिशत बिजली क्षेत्र में, 25.3 फीसदी मैनुफैक्चरिंग क्षेत्र में, 21.8 फीसदी सेवा क्षेत्र में, 11.8 फीसदी रियल स्टेट में, 3.1 प्रतिशत सिंचाई क्षेत्र में तथा 2.1 फीसदी भाग खनन क्षेत्र में खर्च हो रहा है।

पर्याप्त सुविधा और सरकारी मदद नहीं मिलने पर गांव छोड़ने से इनकार कर रहे गोसीखुर्द प्रकल्प के प्रभावितों को हटाने की प्रक्रिया सरकार ने तेज कर दी है। सरकार ने सख्त भाषा का इस्तेमाल करते हुए कहा कि अगर प्रकल्पग्रस्त नहीं हटते हैं तो एनटीपीसी के मौदा प्रकल्प में 1000 मेगावॉट बिजली उत्पादन का कार्य ठप हो सकता है।

इससे विदर्भ सहित संपूर्ण महाराष्ट्र, अतिरिक्त बिजली से भी वंचित हो सकता है। सरकार ने चेताते हुए कहा कि अगर नहीं हटे तो किसानों को भविष्य में सुविधा नहीं मिलेगी। सरकार ने प्रभावितों की जिद्द के कुछ दुष्परिणाम भी गिनाए। विदर्भ सिंचाई विकास महामंडल के अनुसार, अगर प्रकल्पग्रस्त नहीं हटते हैं तो मोखेबडऱ्ी उपसा सिंचाई योजना अंतर्गत 126 गांवों के किसान 28,235 हेक्टेयर और गोसीखुर्द दायीं नहर के 90 गांवों के किसान 40206 हेक्टेयर सिंचाई सुविधा से वंचित रह सकते हैं।

निरंतर बिजली की आपूर्ति और सेवा में सुधार की बात कह कर करीब दस साल पहले दिल्ली में बिजली वितरण का काम निजी कंपनियों के हाथों में तो सौंप दिया गया, लेकिन जितनी व्यवस्था नहीं सुधरी उससे कहीं अधिक आर्थिक बोझ लोगों पर बढ़ गया। हाल यह है कि पिछले दस साल में प्रति यूनिट बिजली की दर में दोगुना वृद्धि हो गई है। इसके अलावा मीटर तेज चलने से लोगों को अधिक बिल भी भरना पड़ रहा है। क्योंकि निजी कंपनियों का सारा ध्यान मुनाफा कमाने पर केंद्रित है।राज्यों में विद्युत सेवाओं का अंधाधुंध निजीकरण जारी है जिससे बढ़ी बिजली दरों के कारण उपभोक्ताओं के लिए आधुनिक जीवन पद्धति मौत की सौगात बनती जा रही है। महाराष्ट्र, छत्तीसगढ़ हो या बंगाल, सर्वत्र बिजली का निजीकरण हो रहा हो। इस आंधी को थामने की किसी की हिम्मत नहीं है।विकट स्थिति है कि एकतरफ तो बांधों और नदियों को निजी कंपनियों को ठेके पर दिया जा रहा है, वहीं बिजली अब निजी हाथों में। आम उपभोक्ता, किसान और उद्यमी सभी परेशान हैं। पर परवाह किसको है?इसपर तुर्रा यह कि विशेषज्ञ सुझाव देते हैं कि राज्य बिजली बोर्डों की माली हालत तभी सुधरेगी जब उनका निजीकरण कर दिया जाए।बिजली उत्पादन का दावा सिर्फ कागजों पर कैसे सिमट कर रहा गया है। महानगर हो या छोटे शहर सब बिजली का रोना रो रहे हैं। सरकार के तमाम दावों के बावजूद जनता का हाल बेहाल है। सरकारी आंकड़ों के अनुसार बिजली की कोई कमी नहीं है, लेकिन हालात ठीक उलट हैं।

विद्युत जीवन के सभी क्षेत्रों के लिए अनिवार्य आवश्‍यकता है और मूल मानवीय आवश्‍यकता के रूप में माना गया है। यह महत्‍वपूर्ण मूल संरचना है जिस पर देश का सामाजिक-आर्थिक विकास निर्भर करता है। प्रतिस्‍पर्धी दरों पर भरोसेमंद और गुणवत्‍ता विद्युत की उपलब्‍धता अर्थव्‍यवस्‍था के सभी क्षेत्रों के विकास को बनाए रखने के लिए बहुत ही महत्‍वपूर्ण है अर्थात प्राथमिक, द्वितीयक और तृतीयक। यह घरेलू बाजारों को वैश्विक रूप से प्रतिस्‍पर्धी बनाने में सहायता करती है और इस प्रकार से लोगों का जीवन स्‍तर सुधारता है।हकीकत यह है कि आज प्राथमिक ऊर्जा आपूर्ति का 10 से 12 फीसदी नवीकरणीय ऊर्जा स्रोतों से आता है। इसमें पनबिजली परियोजनाओं से आने वाली बिजली को शामिल नहीं किया गया है। लेकिन भविष्य की नई नवीकरणीय ऊर्जा तकनीक अभी भी इस आपूर्ति का 1 या 2 फीसदी हिस्सा ही है। पेरिस स्थित अंतरराष्ट्रीय ऊर्जा एजेंसी की डाटा बुक हमें बताती है कि पूरी दुनिया ऊर्जा की भारी कमी से जूझ रही है और नवीकरणीय ऊर्जा के स्रोत अभी भी पारंपरिक ऊर्जा माध्यमों के मुकाबले काफी महंगे हैं। समस्या की जड़ यहीं है। गरीब लोगों को ऊर्जा के उन माध्यमों तक पहुंच बनानी है जो अभी सबसे महंगे बने हुए हैं। इस प्रौद्योगिकी की कीमत कम करने का एक ही तरीका है। भारी सरकारी सहायता से उसकी लागत को कम करना।

अभी ज्यादा अरसा नही बीता, राजनीतिक दलों के चुनाव घोषणापत्रों में हर हाथ को काम, हर खेत को पानी, हर घर को बिजली, हर गांव को सड़क जैसे नारे खास तौर पर उछाले जाते थे।अब सबने खुली विश्व अर्थव्यवस्था को मंजूरी दे दी है, वैश्वीकरण की नीति पर चलकर ही भारत का विकास एवं समस्याओं का समाधान होना है तो भारत के लोगों की जिंदगी चाहे वे ग्रामीण भारत में रहें या शहरी भारत में दिनोदिन कठिन, खर्चीली, तनावपूर्ण और अराजक व लाचार क्यों होती जा रही हैं? रोजगार की समस्या तो अब कोई माई का लाल सुलझा नहीं सकता। मातृभाषा में काम, स्थानीय रोजगार और अदक्ष अपढ़ अल्पशिक्षित लोगों को रोजगार की किसी को चिंता है नहीं। खेतों में पानी हो या न हो , अब कोई फर्क नहीं पड़ता क्योंकि खेत और किसान दोनों को मौत के रास्ते धकेल दिया गया है। बाजार के विस्तार के लिए जरूर पीपी माडल के मुताबिक गांव गांव तक सड़कें पहुंचनी शुरू हो गयी है जिससे विनिरमाण उद्योग की चांदी हो गयी है। मनरेगा में काम भी मुख्यतः यही है। पर जिस शाइनिंग इंडिया के विकास दर को लेकर इतनी माथापच्ची होती है, जिस अर्थ व्यवस्था के २०३० तक विश्व की सबसे बड़ी अर्थ व्यवस्था बन जाने की बात करते हैं, उसमें ऊर्जा जरूरतों को पूरा करने का क्या इंतजामात है? तेल संकट की बात तो समझ में आती है, बिजली क्यों अक्सर गुल रहती है?

उत्तर प्रदेश का कानपुर कभी उद्योग लगाने और रोजगार के लिए सबसे मुफीद जगह मानी जाती थी। यहां कपड़े और चमड़े के हजारों कारखाने हैं, लेकिन पिछले दो दशक से कानपुर के उद्योगों की हालत बेहद खराब होने लगी है, क्योंकि सारे उत्पादन बिजली पर निर्भर हैं। शहर में कारखानों की संख्या हजारों में है, लेकिन बिजली की कमी की मार ने वहां के उद्योग धंधों को चौपट कर दिया है। लाखों लोग बेरोजगार हो गए हैं और हजारों उद्यमियों को दूसरे राज्यों में पलायन करना पड़ा।

देशभर में कोयले से चलने वाले कुल 81 पावर प्लांट हैं, जिनमें से 35 कोयले की कमी से जूझ रहे हैं।गौरतलब है कि कुल बिजली जरूरतों का लगभग 60 फीसदी कोयले से चलने वाले प्लांट्स से पूरा होता है। जिन समस्याओं से निजात दिलाने के नाम पर बिजली वितरण का निजीकरण किया गया है वह बदस्तूर जारी है। साथ ही बिजली बिल का कई गुना ज्यादा आना, बिजली मीटर की शिकायतें और आम शिकायतों की कोई सुनवाई नहीं हो पाना ऐसी तमाम शिकायतों ने जीवन को और अंधकारमय कर दिया है। जहां एक तरफ बिजली की कटौती से लोगों का स्वास्थ्य बिगड़ रहा है, वहीं अचानक से हुई ट्रीपिंग और घंटों छाए अंधेरे में मरीजों के इलाज में भी खासी दिक्कत आ रही है।बढ़ती बिजली कटौती का ही नतीजा है कि इन दिनों इंवर्टर्स और बैट्री के साथ पावर बैकअप का बाजार बढ़ता जा रहा है। लेकिन यहां भी परेशानी है कि घंटों बिजली जाने से इंवर्टर की बैट्री चार्ज ही नहीं हो पाती।

कोयला आपूर्ति को लेकर पिछले कुछ समय से देश के बिजली उद्योग और कोल इंडिया के बीच चल रही खींचतान में उद्योग ने जीत हासिल की है। कोयले की उपलब्धता में आ रही अप्रत्याशित गिरावट पर कड़ा रुख अपनाते हुए प्रधानमंत्री मनमोहन सिंह ने कोल इंडिया को बिजली कंपनियों से किए गए पूरी आपूर्ति का वादा निभाने का निर्देश दिया है। हालांकि इस आदेश से बिजली कंपनियों के लिए 50,000 मेगावॉट बिजली के उत्पादन लक्ष्य तक पहुंचना मुमकिन हो सकेगा लेकिन उत्पादन में आई ऐतिहासिक गिरावट से उबरने को जूझ रही कोल इंडिया की मुश्किल बढ़ जाएगी।

प्रधानमंत्री कार्यालय द्वारा घोषित फैसले के बाद कोल इंडिया को मार्च 2015 तक परिचालन शुरू करने वाले सभी बिजली संयंत्रों के साथ आपूर्ति करारों पर हस्ताक्षर करने होंगे। इसके साथ ही कंपनी को एक महीने के भीतर उन सभी बिजली संयंत्रों के साथ आपूर्ति करार करने की ताकीद की गई है, जिनका परिचालन पिछले साल 31 दिसंबर तक शुरू हुआ है।

यह फैसला प्रधानमंत्री के प्रमुख सचिव पुलक चटर्जी की अध्यक्षता में हुई सचिवों की समिति की बैठक में लिया गया। पिछले महीने बिजली उद्योग के प्रतिनिधियों की प्रधानमंत्री से मुलाकात के बाद सचिवों की समिति का गठन किया गया था। टाटा पावर के चेयरमैन रतन टाटा, लैंको इन्फ्राटेक के चेयरमैन एल मधुसूदन राव, रिलायंस पावर के चेयरमैन अनिल अंबानी और जिंदल पावर के नवीन जिंदल ने प्रधानमंत्री से मुलाकात की थी। कोल इंडिया ग्राहकों के साथ पहले आश्वस्ति पत्र पर हस्ताक्षर करती है। ग्राहकों द्वारा समयसीमा में परियोजना विकसित करने की शर्त पूरी होने पर यह पत्र ईंधन आपूर्ति करार में तब्दील हो जाता है। अभी तक कोल इंडिया ने सभी आश्वस्ति पत्र 90 फीसदी के ट्रिगर स्तर पर ही किए हैं। इसका मतलब है कि अगर कंपनी 90 फीसदी से कम कोयला आपूर्ति करती है, तो उस पर जुर्माना लगेगा और अगर इससे ज्यादा आपूर्ति करती है, तो उसे फायदा दिया जाएगा। लेकिन हाल में कंपनी ने 50 फीसदी ट्रिगर स्तर पर करार करने शुरू किए हैं।

दूसरी ओर एक अहम फैसला लेते हुए सरकार ने बिजली क्षेत्र की कंपनियों को निजी इस्तेमाल के लिए कोयला ब्लॉक के आवंटन की नीलामी में शामिल नहीं होने की छूट दी है। हालांकि गैर बिजली क्षेत्र की कंपनियों को प्रतिस्पर्धी बोली लगानी होगी। फिलहाल अंतरमंत्रालयीय समिति की सिफारिशों के आधार पर निजी क्षेत्र की कंपनियों को कोयले के ब्लॉक आवंटित किए जाते हैं। माना जा रहा है कि इस कदम से कोयला आवंटन प्रक्रिया में पारदर्शिता आएगी। पहले चरण के तहत बिजली और गैर-बिजली क्षेत्र की कंपनियों को 54 ब्लॉक की पेशकश की जाएगी।नई प्रक्रिया के तहत गैर-बिजली क्षेत्र की कंपनियों को नीलामी के जरिये कोयला ब्लॉक आवंटित किए जाएंगे, जबकि बिजली क्षेत्र की कंपनियों को ब्लॉक से जुड़े संयंत्र से उत्पादित बिजली की कीमत के आधार पर आवंटन किया जाएगा।

देश में एक लाख से अधिक गांवों में रहने वाले करीब साढ़े तीन करोड़ लोग आज भी लालटेन युग में जी रहे हैं। बिजली नहीं होने से उद्योग-धंधे चौपट हुए तो उद्यमियों ने उच्च क्षमता के जनरेटर का उपयोग करना शुरू कर दिया। यह तथ्य यूपीए सरकार-2 की योजना 'सभी के लिए बिजली' की पोल खोलने के लिए काफी है।

गौरतलब है कि गांव-गांव बिजली पहुंचाने के लिए सरकार ने 80 के दशक में ग्रामीण विद्युतीकरण कार्यक्रम शुरू किया, लेकिन भ्रष्टाचार और राजनीतिक इच्छाशक्ति के अभाव के कारण यह योजना मकसद में कामयाब होती नहीं दिखी तो सरकार ने 2005 में राजीव गांधी ग्रामीण विद्युतीकरण योजना की शुरुआत की और यूपीए-2 की सरकार ने दिसंबर 2012 तक सभी घरों में बिजली पहुंचाने का लक्ष्य तय किया है!

बिजली मंत्रालय ने बिजली परियोजनाओं के लिए आयातित उपकरणों पर शुल्क व्यवस्था में संशोधन के बारे में मंत्रिमंडल के विचार हेतु जो नोट भेजा था उसमें समझा जाता है कि 19 फीसद तक शुल्क लगाने का प्रस्ताव है। बिजली सचिव पी उमाशंकर ने पीटीआई से कहा ''हमने जो मंत्रिमंडल के लिए जो नोट भेजा था उस पर सभी संबद्ध मंत्रालयों से टिप्पणी मिली है अब इस पर किसी भी समय विचार किया जा सकता है।''

हालांकि उन्होंने यह नहीं बताया कि 1,000 मेगावाट से अधिक क्षमता वाली परियोजनाओं के लिए उपकरणों के आयात पर कितना शुल्क लगेगा। सूत्रों ने बताया कि संबंधित नोट में पावर गीयर पर 19 फीसद तक शुल्क लगाने की मंजूरी दी जा सकती है ताकि भेल और लार्सन एंड टूब्रो (एलएंडटी) जैसी घरेलू उपकरण निर्माताओं को सुरक्षा प्रदान की जा सके। पिछले साल दिसंबर में बिजली मंत्रालय ने मंत्रिमंडल नोट का मसौदा जारी किया था, जिसमें बिजली उपकरणों के आयात पर 14 फीसद शुल्क लगाने का प्रस्ताव था।

भेल और एलएंडटी बिजली उपकरणों पर आयात शुल्क लगाने की मांग कर रही हैं क्योंकि उन्हें चीनी कंपनियों से कड़ी प्रतिस्पर्धा का मुकाबला करना पड़ रहा है। योजना आयोग के सदस्य अरुण मैड़ा की अध्यक्षता वाली समिति ने इन उपकरणों को 10 फीसद सीमा शुल्क और चार फीसद विशेष अतिरिक्त शुल्क लगाने का सुझाव दिया था।

फिलहाल 1,000 मेगावाट से कम क्षमता वाली परियोजनाओं पर पांच फीसद आयात शुल्क लगता है जबकि शेष परियोजनाओं के लिए आयातित उपकरणों पर कोई शुल्क नहीं लगता। इधर निजी बिजली उत्पादों ने आयात शुल्क के प्रस्ताव का विरोध किया है और कहा है कि इससे बिजली महंगी होगी।

भारत के संविधान के अंतर्गत बिजली समवर्ती सूची का विषय है जिसकी सातवीं अनुसूची की सूची iii में प्रविष्टि संख्‍या 38 है। भारत विश्‍व का छठा सबसे बड़ा ऊर्जा उपभोक्‍ता है जो विश्‍व के कुल ऊर्जा खपत का 3.5 प्रतिशत उपभोग करता है। तापीय, जल बिजली और नाभिकीय ऊर्जा भारत में बिजली उत्‍पादन के मुख्‍य स्रोत हैं। कुल संस्‍थापित विद्युत उत्‍पादन क्षमता 1,47,402.81 मेगावॉट (31 दिसम्‍बर, 2008 के अनुसार), रही है, जिसमें 93,392.64 मेगावॉट (थर्मल); 36,647.76 मेगावॉट (हाइड्रो); 4,120 मेगावॉट (न्‍यूक्लियर); और 13,242.41 मेगावॉट (अक्षय ऊर्जा स्रोत) शामिल हैं।

विद्युत मंत्रालय, ने एक महत्‍वाकांक्षी मिशन '2012 तक सभी के लिए बिजली' शुरू किया है, जो विद्युत क्षेत्रक के विकास के लिए व्‍यापक ब्‍लू प्रिंट है। मिशन के लिए अपेक्षा है कि वर्ष 2012 तक संस्‍थापित विद्युत उत्‍पादन क्षमता कम से कम 2,00,000 मेगावॉट होना चाहिए। इसका लक्ष्‍य कम से कम लागत पर सभी क्षेत्रों को भरोसेमंद पर्याप्‍त और गुणवत्‍ता पूर्ण विद्युत की आपूर्ति करना और विद्युत उद्योग की वाणिज्यिक व्‍यवहार्यता को बढ़ाना है। ऐसे लक्ष्‍यों को हासिल करने में समर्थ होने के लिए, निम्‍नलिखित कार्यनीतियां अपनाई जा रही है:-

कम लागत का उत्‍पादन, क्षमता उपयोग का अनुकूलन, निवेश लागत का नियंत्रण, ईंधन मिश्रण का अनुकूलन, प्रौद्योगिकी उन्‍यन और अपारम्‍परिक ऊर्जा स्रोतों के उपयोग पर बल देते हुए विद्युत उत्‍पादन कार्यप्रणाली;

अंतरराष्‍ट्रीय कनेक्‍शन सहित नेशनल ग्रिड का विकास प्रौद्योगिकी उन्‍नयन और पारेषण लागत को अनुकूल बनाने पर जोर देते हुए पारेषण कार्यप्रणाली;

प्रणाली उन्‍नयन, क्षय की कटौती, चोरी पर नियंत्रण, उपभोक्‍ता सेवा अभिमुखीकरण गुणवत्‍ता विद्युत आपूर्ति वाणिज्‍यीकरण विकेंद्रीकृत वितरित उत्‍पादन और ग्रामीण क्षेत्रों के लिए आपूर्ति पर जोर देते हुए वितरण कार्यप्रणाली;

विद्युत क्षेत्रक का अपेक्षित विकास के लिए संसाधनों का सृजन करने हेतु वित्‍त पोषण कार्यप्रणाली; आदि

इसके अलावा देश में वर्ष 2012 तक चरण गत रूप से लगभग 37,700 मेगावॉट की विद्युत अंतरण अंतर क्षेत्रीय क्षमता सहित समेकित 'राष्‍ट्रीय पावर ग्रिड' की स्‍थापना की जानी है। पहला चरण वर्ष 2002 में पूरा किया गया है जहां क्षेत्रीय ग्रिडों को मुख्‍यतया एचवीडीसी बैक टू बैक द्वारा जोड़ा गया है और अंतरक्षेत्रीय विद्युत अंतरण क्षमता 5050 मेगावॉट स्‍थापित की गई है। दूसरे चरण का क्रियान्‍वयन पहले ही शुरू हो चुका है और तालचर कोलार एचवीडीपी बाइपोल, रायपुर, राउरकेला 400 कि.वा. डी/सी ट्रांसमिशन प्रणाली का श्रृंखला कंपन्‍सेशन और गाजुवाका में द्वितीय बैक टू बैक सिस्‍टम के साथ शुरू होने से अंतर क्षेत्रीय विद्युत अंतरण क्षमता 9450 मेगावॉट बढ़ गई है। इसने अरुणाचल प्रदेश से गोवा तक 2500 कि.मी. विस्‍तृत समक्रमिक ग्रिड का सृजन किया है जिसमें 16 लाख वर्ग कि.मी. का क्षेत्र शामिल है जिसकी संस्‍थापित क्षमता 50,000 मेगावॉट से अधिक है। अन्‍य संबंधों के साथ कार्यान्‍वयन / योजना के अधीन संचित अंतर क्षेत्रीय विद्युत अंतरण क्षमता 2012 तक 37,150 मेगावॉट हो जाने की आशा है।

इसके अतिरिक्‍त ग्रामीण विद्युतीकरण ग्रामीण क्षेत्रों के सामाजिक आर्थिक विकास के लिए महत्‍वपूर्ण कार्यक्रम समझा जाता है। इसके लक्ष्‍य हैं :- आर्थिक विकास तेज करना और कृषि और ग्रामीण उद्योगों में उत्‍पादकता उपयोगों के लिए निवेश के रूप में विद्युत मुहैया कराने द्वारा रोजगार का सृजन करना तथा घरों, दुकानों, सामुदायिक केंद्रों और सभी गांवों में सार्वजनिक स्‍थानों में प्रकाश व्‍यवस्‍था के लिए बिजली की आपूर्ति करने द्वारा ग्रामीण जनता के जीवन स्‍तर में सुधार लाना है।

भारत सरकार ने समय-समय पर देश में ग्रामीण क्षेत्रों के विद्युतीकरण के लिए अनेकानेक कार्यक्रम शुरू किया है। उदाहरण के लिए 'रूरल इलेक्ट्रिफिकेशन सप्‍लाई टेक्‍नोलॉजी (आरईएसटी)' मिशन की शुरूआत वर्ष 2012 तक स्‍थानीय नवीकरणीय ऊर्जा स्रोतों, विकेंद्रीकृत प्रौद्योगिकियों तथा पारम्‍परिक ग्रिड कनेक्‍शन द्वारा निरन्‍तर सभी गांवों और घरों के विद्युतीकरण को त्‍वरित करने की दृष्टि से की गई है। इसका लक्ष्‍य ग्रामीण क्षेत्रों को खरीद सकने लायक और भरोसेमंद विद्युत आपूर्ति मुहैया कराना और जहां कहीं भी व्‍यावहार्य हो संवितरित उत्‍पादन योजनाओं के द्वारा क्रियान्‍वयन करना है।

इसके अतिरिक्‍त 'राजीव गांधी ग्रामीण विद्युतीकरण योजना (आरजीजीवीवाई) नाम योजना ग्रामीण विद्युतीकरण मूल संरचना और घरेलू विद्युतीकरण' के लिए अप्रैल 2005 में शुरू की गई है, यह राष्‍ट्रीय साझा न्‍यूनतम कार्यक्रम लक्ष्‍य चार वर्षों की अवधि तक सभी ग्रामीण घरों को बिजली की पहुंच उपलब्‍ध कराने के लिए है। ग्रामीण विद्युतीकरण निगम (आरईसी) योजना के क्रियान्‍वयन के लिए नोडल एजेंसी है। इस योजना के तहत 90 प्रतिशत पूंजी आर्थिक सहायता ग्रामीण विद्युतीकरण मूल संरचना परियोजनाओं के लिए निम्‍नलिखित के माध्‍यम से मुहैया करायी जाएगी:-

प्रत्‍येक ऐसे ब्‍लॉक के एक 33/11 केवी (या 66/11 केवी) वाले सबस्‍टेशन में सहित ग्रामीण विद्युत वितरण आधार (आरईडीबी) का सृजन, जहां यह नहीं है।

सभी अविद्युतीकृत गांवों/अधिवास के विद्युतीकरण के लिए और प्रत्‍येक गांव/अधिवास में उपयुक्‍त क्षमता की वितरण ट्रांसफार्मर की व्‍यवस्‍था करने के लिए ग्रामीण विद्युत मूल संरचना का सृजन,

गांवों/अधिवास के लिए जहां ग्रिड आपूर्ति किफायती नहीं है और जहां अपारम्‍परिक ऊर्जा स्रोत मंत्रालय अपने कार्यक्रमों के माध्‍यम से विद्युत मुहैया नहीं कराने वाला है, के लिए पारम्‍परिक स्रोतों से विकेंद्रीकृत संवितरित उत्‍पादन (डी डी जी) और आपूर्ति प्रणाली।

यह योजना सभी अविद्युतीकृत गरीबी रेखा से नीचे रहने वाले घरों को विद्युतीकरण के लिए शत प्रतिशत पूंजी सबसिडी भी प्रदान करती है।

यह योजना अन्‍य बातों के साथ-साथ सभी अविद्युतीकृत गरीबी रेखा के नीचे रहने वाले घरों को 100 प्रतिशत पूंजी आर्थिक सहायता सहित विद्युतीकरण के लिए वित्‍तीय सहायता मुहैया कराती है।

बदहाल बुनियादी उद्योग! विदेशी पूंजी के भरोसे क्या अब प्रणव मुखर्जी बजट भी बनायेंगे ?

वित्त वर्ष 2013 में विनिवेश से 50,000 करोड़ रुपये जुटाने का लक्ष्य

आठ प्रमुख बुनियादी उद्योगों के जनवरी महीने के प्रदर्शन ने सरकार के माथे पर एक बार फिर चिंता की लकीरें खींच दी हैं। जनवरी में कोर इंफ्रास्ट्रक्चर सेक्टर की रफ्तार 0.8 फीसदी रही। दिसंबर 2011 में कोर इंफ्रा सेक्टर का उत्पादन 3.1 फीसदी की दर से बढ़ा था।कोर इंफ्रास्ट्रक्चर सेक्टर यानी बुनियादी उद्योगों में कच्चा तेल, पेट्रोलियम उत्पाद, नैचुरल गैस, फर्टिलाइजर्स, कोयला, बिजली, सीमेंट और तैयार स्टील को शामिल किया जाता है। आईआईपी में कोर सेक्टर का 37.9 फीसदी हिस्सा है। कोर सेक्टर की कंपनियों का शेयर बाजार की रैली में अपेक्षाकृत प्रदर्शन नहीं रहने के बाद भी ।।कोर इंफ्रास्ट्रक्चर भारतीय निवेशकों की लोकप्रिय थीम है। समीकरण सीधा सा है कि बुनियादी उद्योगों पर कब्जा करके भारतीय अर्थ व्यवस्स्था में पैठ जमाकर ही बाजार पर वर्चस्व कायम किया जा सकता है, विदेशी पूंजी और कारपोरेट रणनीति यही है।

नीति निर्धारक और अर्थ विशेषज्ञ १९९१ से विदेशी पूंजी के पीछे बेतहाशा भाग रहे है। इधर बुनियादी उद्योगों का ढांचा ही चरमरा गया। विदेशी पूंजी के भरोसे क्या अब प्रणव मुखर्जी बजट भी बनायेंगे ? बुनियादी उद्योगों की बदहाली के प्रति राजनीति भी सिरे से उदासीन है। वैसे इसमें नयी कुछ नहीं है , राजकोषीय घाटा विदेशी निवेश और विदेशी कर्ज से पाटना ही दस्तूर है और इसी दस्तूर के मुताबिक राजनय चलती है। पर सवाल है कि इतने गंभीर मसले की अनदेखी कब तक चलती रहेगी ? बुनियादी उद्योगों की हालत सुधारे बगैर शेयर सूचकांक के आधार पर राष्ट्र की सेहत बताने वाले डाक्टर आखिर किस मर्ज का इलाज करते हैं?औद्योगिक उत्पादन दर के साथ-साथ जीडीपी की वृद्धि दर भी गिर रही है। साफ है कि अर्थव्यवस्था में नया निवेश नहीं हो रहा है। घरेलू और वैश्विक अर्थव्यवस्था में अनिश्चितता के कारण बड़ी निजी पूंजी नया निवेश नहीं कर रही है। इससे मांग भी मंद पड़ रही है।कारोबार ढीला पड़ रहा है। उद्यमियों को लागत की वसूली नही हो पा रही है। सरकार का रवैया तो यह है कि उत्पादन के मसले को हल किये बिना एक सेक्टर की कीमत पर दूसरे सेक्टर को राहत देकर तदर्थ समाधान निकाला जाये। उदोग जगत की नाराजगी दूर करने के लिए बहुचर्चित प्रधानमंत्री के हस्तक्षेप में भी यही फारमूला अपनाया गया। निजी बिजली कंपनियों को खुश करने के लिए नवरतन सरकारी कंपनी कोल इंडिया के हितों की बलि चढ़ा दी गयी पर कोयला उत्पादन में गिरावट की समस्या को एड्रेस ही नहीं किया गया। इस्पात उदोग की भी लंबे ्रसे से सुनवाई नहीं हो रही है। इसके उलट सर्विस सेक्टर जैसे आईटी की समस्याओं को लेकर भारत सरकार जब तब विचलित हो जाती है और ऩई दिल्ली ऴाशिंगटन एकाकार हो जाता है।जाहिर है कि खुले बाजार में बुनियादी उद्योगों को सरकार अब ज्यादा अहमियत नहीं देती है।इस प्रक्रिया में अर्थव्यवस्था एक तरह के दुष्चक्र में फंसती हुई दिखाई दे रही है।

मजदूर संगठन भी बुनियादी उद्योगों और बेसिक उत्पादन प्रणाली से अपने वजूद का नाता भूल चुके हैं। उत्पादन प्रणाली ध्वस्त होने से मजदूर संगठनों को कोइ फर्क नहीं पड़ता। मजदूर संगठन का पूरा फोकस वेतन, बोनस, पेंशन, प्रोमोशन, इंसेंटिव दिलाकर समर्थकों को खुश करना है। इसी अर्थवाद के दलदल में भारतीय मजदूर आंदोलन खत्म हो गया और नीति निर्धारण में बतौर उत्पादक सामाजिक शक्ति उसकी कोई भूमिका बनने का सवाल ही नहीं उठता। आज हुई मजदूर संगठनों की हड़ताल में भी यह मुद्दा सिरे से गायब है। निजीकरण, महंगाई, सरकारी उपक्रमों के विनिवेश सहित केंद्र सरकार की कई नीतियों के खिलाफ 11 मजदूर संगठनों की 24 घंटे की देशव्यापी हड़ताल का मंगलवार को मिलाजुला असर देखने को मिला। हड़ताल का सबसे अधिक असर बैंकिंग एवं परिवहन क्षेत्र पर पड़ा। देशभर में सरकारी बैंक बंद रहे। यहां तक कि भारतीय रिजर्व बैंक के कर्मचारी भी सरकार की श्रम नीतियों के खिलाफ हड़ताल में शामिल रहे।हड़ताल में रेलवे को छोड़कर सार्वजनिक क्षेत्र के करीब आठ लाख कर्मचारी शामिल हुए, जो ठेके पर मजदूरी खत्म करने, न्यूनतम मजदूरी कानूनी में संशोधन, ग्रेच्युटी में वृद्धि और मजदूर संगठनों का पंजीकरण 45 दिन के भीतर करने की मांग कर रहे हैं।श्रम संगठनों ने इसे वर्ष 1947 में स्वतंत्रता के बाद सरकार की 'श्रम विरोधी नीतियों' के खिलाफ सबसे बड़ी हड़ताल बताया है। इसमें वाम समर्थित संगठनों के अतिरिक्त कांग्रेस और भारतीय जनता पार्टी (भाजपा) समर्थित मजदूर संगठन भी शामिल हो रहे हैं।

देश के आठ बुनियादी उद्योगों की वृद्धि दर जनवरी में घटकर 0.5 फीसदी पर आ गई है। कच्चे तेल, इस्पात, प्राकृतिक गैस और पेट्रोलियम रिफाइनरी उत्पादों के उत्पादन में गिरावट से बुनियादी उद्योगों की रफ्तार कम हुई है। आठ बुनियादी उद्योगों में कोयला, सीमेंट, उर्वरक और बिजली भी शामिल हैं। जनवरी, 2011 में बुनियादी उद्योगों की वृद्धि दर 6.3 फीसदी थी।ईरान संकट की वजह से ईंधन और खसतौर पर क्रूड आयल से बाजार डगमगोने की बात करते हैं वित्तमंत्री और तमाम जानकार। पर बुनियादी उद्योगों की बदहाली का जिक्र तक नहीं होता। इस मर्ज का एक ही इलाज निकला है विनिवेश और निजीकरण। पर निजी हाथों में जाकर भी हालात बदल नहीं रहे हैं बल्कि बिगड़ रहे हैं। सरकारी आंकड़े ही ऐसा साबित करते हैं।बहरहाल जानकारी के मुताबिक सरकार वित्त वर्ष 2013 में विनिवेश से 50,000 करोड़ रुपये जुटाने का लक्ष्य तय कर सकती है। बजट के तहत विनिवेश के लक्ष्य में बढ़ोतरी का ऐलान मुमकिन है।

विनिवेश के 50,000 करोड़ रुपये के इस नए लक्ष्य में वित्त वर्ष 2012 के बाकी 27,000 करोड़ रुपये को भी शामिल किया जाएगा। वित्त वर्ष 2013 में बीएचईएल, सेल और आरआईएनएल में विनिवेश होने की उम्मीद है।इसके अलावा वित्त वर्ष 2013 के दौरान एनबीसीसी, एचएएल औरहिंदुस्तान कॉपर में भी विनिवेश किए जाने की संभावना है।

शेयर बाजार में पिछले चार दिन से जारी गिरावट मंगलवार को थम गई। कच्चे तेल की कीमतों में गिरावट के कारण वैश्विक स्तर पर मजबूत रूख के बीच रिलायंस इंडस्ट्रीज की अगुवाई में प्रमुख कंपनियों के शेयरों में लिवाली से सेंसेक्स 285 अंक की तेजी के साथ बंद हुआ। 30 शेयरों वाला सूचकांक 285.37 अंक यानी 1.64 फीसदी तेजी के साथ 17731.12 अंक पर बंद हुआ। पिछले चार कारोबारी सत्र में इसमें 977 अंक की गिरावट दर्ज की गई थी।

प्रधानमंत्री उद्योग जगत के उन बयानों से अधिक नाराज हैं जिनमें अर्थव्यवस्था की लड़खड़ाती स्थिति के लिए यूपीए सरकार के नीतिगत पक्षाघातको जिम्मेदार ठहराया गया है। कहने की जरूरत नहीं है कि प्रधानमंत्री और वित्तमंत्री दोनों उद्योग जगत की इस राय से न सिर्फ इत्तेफाक नहीं रखते हैं बल्कि उन्हें लगता है कि उनकी सरकार को बदनाम और अस्थिर करने की कोशिश हो रही है।प्रधानमंत्री और वित्तमंत्री दोनों की शिकायत है कि उद्योग जगत देश में बेवजह निराशा और चिंता का माहौल बना रहा है। इसके कारण स्थिति सुधरने के बजाय और बिगड़ती जा रही है।दूसरी तरफ उद्योग जगत को बहुत उम्मीदें और अपेक्षाएं थीं। उद्योग जगत को विश्वास था कि वामपंथी पार्टियों के दबाव से मुक्त यूपीए-2 सरकार न सिर्फ नव उदारवादी सुधारों को तेजी से आगे बढ़ाएगी बल्कि देश भर में नए औद्योगिक प्रोजेक्ट्स की राह में आ रही बाधाओं को भी हटाएगी। लेकिन पिछले ढाई साल में यह सरकार उनमें से ज्यादातर अपेक्षाओं और उम्मीदों को पूरा नहीं कर पाई।

इस बीच वित्त मंत्री प्रणब मुखर्जी ने अंतरराष्ट्रीय बाजार में कच्चे तेल की बढ़ती कीमतों में तेजी को परेशान करने वाला बताया है। साथ में वित्त मंत्री ने मंगलवार को नई दिल्ली में यह भी कहा कि घरेलू अर्थव्यवस्था पर इसके प्रभावों के बारे में अभी कुछ नहीं कहा जा सकता।क्रूड ऑयल की बढ़ती कीमत ने अभी से ही कहर ढाना शुरू कर दिया है। इस वजह से देश के शेयर बाजार सोमवार को धराशायी हो गए। दरअसल, क्रूड ऑयल के दाम काफी चढ़ जाने से यह आशंका जताई जाने लगी है कि इससे देश में महंगाई फिर से सिर उठाने लगेगी और ऐसे में ब्याज दरों में कटौती संभवत: नहीं हो पाएगी। इसी अंदेशे को ध्यान में रखकर निवेशकों ने शेयरों की बिकवाली काफी तेज कर दी।

मुखर्जी ने संवाददाताओं से कहा, कि कच्च्चे तेल की कीमतों में तेजी परेशान करने वाली बात है। पर अभी यह कहना जल्दबाजी होगा कि इससे किस क्षेत्र पर क्या असर पड़ेगा। उल्लेखनीय है कि ईरान के विवादास्पद परमाणु कार्यक्रम की वजह से पश्चिम के देशों के साथ उसके तनाव के कारण अंतरराष्ट्रीय बाजार में कच्च्चे तेल की कीमतें फिर तेजी से बढ़ रही हैं। कच्च्चा तेल फिर 125 डालर प्रति बैरल से ऊपर निकल गया है।

निवेश घटने की वजह से चालू वित्त वर्ष की अप्रैल से जनवरी की अवधि में बुनियादी उद्योगों की वृद्धि दर घटकर 4.1 फीसदी रह गई है, जो इससे पिछले वित्त वर्ष की समान अवधि में 5.7 फीसदी रही थी। देश के कुल औद्योगिक उत्पादन में बुनियादी उद्योगों की हिस्सेदारी 37.9 फीसदी है। वाणिज्य एवं उद्योग मंत्रालय द्वारा आज जारी आंकड़ों के अनुसार, जनवरी में कच्चे तेल के उत्पादन में 2 फीसदी की गिरावट आई।

जनवरी, 2011 में कच्चे तेल का उत्पादन 10.8 फीसदी बढ़ा था। इसी तरह प्राकृतिक गैस का उत्पादन माह के दौरान 8.9 फीसदी घटा। पिछले साल जनवरी में प्राकृतिक गैस उत्पादन में 6.3 फीसदी की गिरावट आई थी। जनवरी में पेट्रोलियम रिफाइनरी उत्पादन 4.6 फीसदी घटा, जो पिछले साल इसी माह में 8.7 फीसदी बढ़ा था।

वहीं इस्पात उत्पादन में 2.9 फीसदी की गिरावट आई। जनवरी, 2011 में इस्पात उत्पादन 2.9 फीसदी बढ़ा था। दूसरी ओर कोयले का उत्पादन माह के दौरान 7.5 फीसदी बढ़ा। पिछले साल इसी महीने में यह 1.3 फीसदी घटा था।

गैरकानूनी आधार कार्ट पर संसदीय आपत्ति को दरकिनार करके इसे मनरेगा के साथ नत्थी करके वैधता दी जा रही है।जयराम रमेश ने कहा कि झारखंड में मनरेगा में पगार का भुगतान करने के लिए यूआईडी का इस्तेमाल हो रहा है।महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना (मनरेगा) में आधार अंक का सबसे अधिक इस्तेमाल हो रहा है।आधार नंबर को मनरेगा से जोडऩे को लेकर तमाम चिंताओं को दरकिनार करते हुए जयराम रमेश ने एक बार फिर कहा है कि आधार का सबसे बड़ा उपभोक्ता मनरेगा ही है। जयराम लंबे समय से आधार को मनरेगा के साथ संबद्ध करने के लिए प्रयास कर रहे हैं। हालांकि जमीन पर सक्रिय लोगों को इन दोनों के बीच इस अंतरसंबंध से बहुत आपत्ति है। जयराम रमेश का कहना है कि झारखंड में पायलेट प्रोजेक्ट को आधार के साथ जोड़ा गया है और वहां सिर्फ आधार कार्ड या नंबर बता कर मजदूरी मिल रही है।पिछले दो सालों से भारत सरकार दुनिया की सबसे बड़ी और सबसे अधिक प्रगतिशील परियोजना में डाटा इकट्ठा कर रही है। इस योजना के तहत देश की लगभग सवा अरब जनसंख्या को विशिष्ट पहचान नंबर या आधार (यूआईडी) कार्ड दिए जाने हैं।लेकिन इस योजना को लेकर विवाद भी पैदा हुआ है. इस पर हो रहे खर्च, डाटा के गलत इस्तेमाल और देश की सुरक्षा को लेकर खतरे पर चिंता जताई गई है।

रमेश ने संवाददाताओं से कहा कि मंत्रालय मनरेगा के तहत भुगतान में होने वाली देरी को दूर करना चाहता है. उन्होंने कहा कि झारखंड में मनरेगा में आधार अंक का इस्तेमाल हो रहा है और इसका परिणाम सकारात्मक रहा है।उन्होंने कहा कि मनरेगा के लाभार्थी माइक्रो एटीएम के सहारे बैंकिंग कॉरसपोंडेंट से 10 मिनट में पगार का भुगतान पा रहे हैं।मंत्रालय के अधिकारियों ने बताया कि मनरेगा के तहत 80 फीसदी भुगतान बैंकों और डाकघर के माध्यम से हो रहा है, जिसके लिए 10 करोड़ खाते खाले गए हैं।मजे की बात तो यह है कि इस योजना को देश की सबसे बड़ी रोजगार योजना बताया जाता है, लेकिन इसके क्रियान्वयन की महत्वपूर्ण जिम्मेदारी उठाने वाले कर्मचारियों के रोजगार की ही कोई गारंटी नहीं है।

आधार कार्ड योजना और मनरेगा दोनों ही केंद्र सरकार की विवादास्पद योजनाएं हैं। आधार योजना से जहां नागरिकों की निजी गोपनीयता को कारपोरेट वर्चस्व के हवाले करते हुए देश की आधी आबादी की नागरिकता से वंचित करने और बहुजन मुलनिवासियों की नैसर्गिक संपत्ति, जमीन और आजीविका से बेदखल करने की साजिश है, वहीं मनरेगा सत्तावर्ग के प्रभावशाली तबके के लिए खाने कमाने का जरिया बन गया है। लाभार्थियों को सीधे भुगतान और भ्रषटाचार खत्म करने के बहाने दोनों को जोड़कर आखिरकार आधार कार्ड परियोजना को विधिसम्मत बनाया जा रहा है, जिससे कथित लाभार्थी ही बाद में जल जमीन और जंगल से बेदखल किये जाएंगे।जयराम रमेश ने दावा किया है कि बेहतर निगरानी, सोशल आडिट और नियंत्रक एवं महालेखा परीक्षक :सीएजी: के अंकेक्षण से मनरेगा और इंदिरा आवास योजना में कथित भ्रष्टाचार पर अंकुश लगेगी। ऐसे दावे कितने खखले होते हैं, इसका खुलासा तो तमाम घोटालों से हो ही चुका है। खुद रमेश पर्यावरण मंत्रालय से महज इसलिए हटा दिये गये कि कारपोरेट एकाधिकार घरानों को अपनी परियोजनाओं के लिए रमेश की अति सक्रयता की वजह से लंबित पर्यावरण हरी झांडी मिल जाए। विडंबना यह है कि सबसे बड़ी कारपोरेट यो आधार परियोजना को नए अवतार बतौर मारकेटिंग करने का काम रह गया है रमेश के जिम्मे!

ऊपरी तौर पर देखने से यह योजना काफी आकर्षक जरुर लगती है। मनरेगा में काम कर रहे मजदूरों को न तो पोस्ट ऑफिस जाने की जरूरत है और न ही बैंक। अब घर पर ही बैंक पहुंचेगा। मजदूर आधार कार्ड लेकर अपने पंचायत के पंचायत भवन में आकर हर दिन पैसा जमा कर व निकाल सकते हैं। पर इसके खतरनाक अंजाम पर किसी की नजर नहीं है। वेसे भी राजकोषीय घाटे और तेल संकट के मद्देनजर अगले बजट में वित्तमंत्री मनरेगा पर एलोकेशन घटाने की सोच रहे हैं।चालू साल के लिए आम बजट में योजना को आवंटित धन का आधा भी खर्च नहीं हो पाया है, जिसका सीधा असर गरीबों की रोजी-रोटी पर पड़ा है। यही वजह है कि राज्यों के 'रवैए' से नाखुश केंद्र सरकार आगामी आम बजट में इसके आवंटन में भारी कटौती कर सकती है।

योजना के क्रियान्वयन में हुए घपलों को देखते हुए लगभग एक दर्जन बड़े राज्यों में नियंत्रक एवं महालेखा परीक्षक [कैग] से जांच कराई जा रही है। जांच के डर से भी तमाम राज्यों में योजना के तहत अंधाधुंध होने वाले खर्च पर लगाम लगी है।

चालू वित्त वर्ष 2011-12 के बजट में मनरेगा के लिए 40 हजार करोड़ रुपये का आवंटन किया गया था। ग्रामीण विकास मंत्रालय ने अभी तक 22 हजार करोड़ रुपये जारी किए हैं। इसकेविपरीत 20 हजार करोड़ रुपये भी खर्च नहीं हो पाए हैं। मंत्रालय के सूत्रों के मुताबिक मार्च के आखिर तक थोड़ा बहुत खर्च और बढ़ सकता है।

मंत्रालय के आंकड़ों के मुताबिक पिछले साल जहां 5.4 करोड़ लोगों को रोजगार मिला था, वहीं चालू साल में केवल 3.7 करोड़ लोगों को रोजगार मिल पाया है। दरअसल मनरेगा में भारी गड़बड़ियों की शिकायतों का अंबार लगा हुआ है। योजना के पहले दो सालों में राज्यों की मांग के आधार पर केंद्र से धन जारी किया जाता था। लेकिन सत्ता में लौटने के बाद से संप्रग सरकार ने योजना की निगरानी पर ध्यान केंद्रित किया है। यही वजह है कि चौतरफा गड़बड़ियों की शिकायतें मिलीं, जिनकी जांच शुरू करा दी गई।

य़ह असंगठित मजदूरों का हुजूम तैयार करते हुए विकास परियोजनाओं, बांधों, बिजलीघरों, सेज, शहरी करण,औद्योगीकरण और अंधाधुंध भूमि अधिग्रहण से बेदखल ग्रामीण आबादी को खपाने के काम आयेगा। दूसरी ओर देहात में खेतिहर मजदूरों का संकट पैदा करके खेती की लागत बढ़ाते हुए किसानों को की बेदखली का भी इंतजाम करेगा।भाई लोगों के कमाने खाने का धंधा तो शुरू से यह बन ही गया है और राजनीतिक दल इसे लेकर आये दिन एक दूसरे पर आरोप लगाते रहते हैं। उत्तर प्रदेश के चुनावों में यह मसला खूब उछला।महात्मा गांधी नरेगा के तहत मजदूर अब खेती, बागवानी व पशु पालन के काम भी कर सकेंगे। सरकार ने संशोधित मनरेगा योजना में तीस नए कार्यों को शामिल किया है। इसमें 27 कार्य कृषि से जुड़े हुए हैं। साथ ही गरीबों के लिए इंदिरा आवास योजना (आईएवाई) के तहत बनाए जाने वाले मकानों का निर्माण भी मनरेगा के जरिए किए जाने की सरकार ने मंजूरी दे दी है। नक्सल प्रभावित जिलों में स्वच्छता अभियान के तहत शौचालय बनाने की योजना को भी मनरेगा में शामिल किया गया है। इसे विशेष तौर पर चलाया जाएगा।

मतलब है कि गांवों में बाजार का विस्तार करने में आधार और मनरेगा दोनों का पुरकस इस्तेमाल होना है। एक ओर वंचितों को नकदी देकर बाजार में मांग की रचना करना तो दूसरी ओर बाजार का विस्तार, इस युगलबंदी का यही चरम लक्ष्य है। हर किस्म के कारपोरेट गोरखधंधे में मनरेगा ौर आधार परियोजना का इसतमाल होना है। जरा गौर कीजिए,अभी तक मनरेगा का फोकस जल संबंधित काम से रहता था, अब मनरेगा 2 में सभी तरह की खाद तैयार करना, बायो गैसप्लांट तैयार करना, मुर्गी-बकरी आदि जानवरों के रहने के लिए शेड, मछली पालन और घरों से लेकर स्कूलों और आंगनबाडिय़ों में शौचालय निर्माण करना शामिल है। केंद्र सरकार का मानना है कि इन तमाम कामों को जोड़कर मनरेगा को मजदूरों के लिए ज्यादा लुभावना और उपयोगी बनाया जा सकता है।

हालांकि केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने केन्द्रीय कृषि मंत्री शरद पवार के इस आरोप का खंडन किया है कि महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम (मनरेगा) के चलते खेती के कार्यो में मजदूरों की कमी हो गई है, लेकिन खेतिहर मजदूरों की कमी खेती के आधार पर प्रहार कर रही है। पूरे देश में खेतिहर मजदूरों का अभाव इन दिनों चरम पर है। बुवाई और फसल कटने के महत्वपूर्ण काल में इनकी कमी न केवल उत्पादन पर असर डाल रही है, बल्कि इसकी वजह से छोटे किसान खेती से नाता तोड़ने लगे हैं।

मनरेगा में संशोधन के लिए गठित शिशिर शाह की अध्यक्षता वाली कमेटी की सिफारिशों के आधार पर संशोधित मनरेगा योजना को जारी कर बुधवार को ग्रामीण विकास मंत्री जयराम रमेश ने इसे मनरेगा दो का नाम दिया। मनरेगा दो एक अप्रैल से प्रभावी होगी। इसमें जोड़े गए 90 फीसदी कार्य कृषि से संबंधित हैं। मनरेगा की नई सूची में 30 कार्यों को जोड़ा गया है। जिसमें 27 कार्य कृषि से जुड़े हुए हैं। इसमें पशु , मुर्गी व मछली पालन से जुड़े कार्य भी शामिल हैं। अन्य कार्यों में नक्सल प्रभावित 78 जिलों में स्वच्छता अभियान के तहत शौचालयों का निर्माण और इंदिरा आवास योजना का काम भी जोड़ा गया है।

जयराम के मुताबिक मनरेगा से कृषि कार्य प्रभावित होने की दलील देते हुए कई राज्यों ने खरीफ सीजन के दो महीनों के लिए इसे स्थगित करने की मांग की थी। जिसे मनरेगा दो में पूरी तरह से नकार दिया गया है। साथ ही मनरेगा राशि का 60 फीसदी खर्च मजदूरी व 40 फीसदी सामग्री पर खर्च के कानून में परिवर्तन कर इसे 50-50 फीसदी करने की राज्यों की मांग को भी सिरे से खारिज कर दिया गया है। नए कार्यों में शुद्ध पेयजल योजना को भी शामिल किया गया है। लेकिन मनरेगा के तहत शुद्ध पेयजल योजना सिर्फ निर्मल गांवों में ही क्रियान्वित की जाएगी।

केंद्र सरकार के सबसे महत्वाकांक्षी कार्यक्रम महात्मा गांधी ग्रामीण रोजगार गारंटी योजना (मनरेगा) को कांग्रेस के युवा नेता राहुल गांधी भले ही पूरे देश में लागू करने का सपना बुन रहे हों, लेकिन हकीकत यह है कि अभी तक इस योजना के लिए आवंटित आधी धनराशि भी खर्च नहीं हो पाई है। ऐसे में मनरेगा-2 जिसे मनरेगा का नया अवतार कहा जा रहा है, उसमें 30 नए तरह के काम जोड़कर उसे ज्यादा आकर्षक बनाने की कोशिश की गई है। अप्रैल से मनरेगा-2 के लागू होने की घोषणा करते हुए यह साफ कर दिया गया कि बुआई-कटाई के मौसम में मनरेगा पर रोक लगाने की कृषि मंत्री की मांग को खारिज कर दिया है। कृषि मंत्री शरद पवार लंबे समय से यह कह रहे हैं कि मनरेगा के चलते खेती प्रभावित हो रही है और इस समय इस पर रोक लगा देनी चाहिए। कृषि के कामों को मनरेगा के तहत बढ़ावा देने के लिए 28 नए काम शामिल किए गए है। योजना आयोग के सदस्य मिहिर शाह की अध्यक्षता वाली कमेटी की सिफारिशें स्वीकार करते हुए केंद्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कहा कि नए रंग-रूप में मनरेगा गांवों की तस्वीर को बेहतर ढंग से बदलेगी। हालांकि यह समिति मनरेगा से जुड़े दो अत्यंत महत्वपूर्ण मुद्दों पर खामोश रही-पहला राहुल का एजेंडा जिसमें इसे देश के तमाम जिलों में शामिल करने की बात है, दूसरा मनरेगा की मजदूरी को न्यूनतम मजदूरी से जोडऩे के बारे में। आंध्र प्रदेश, मध्य प्रदेश में जिस तरह से मनरेगा के कार्यक्रमों को दूसरी योजनाओं के साथ संबद्ध किया गया है, उसी की तर्ज पर राष्ट्रीय स्तर पर पहल करने की बात कही गई है।

मालूम हो कि मनरेगा के तहत दी जाने वाली मजदूरी के मुद्दे पर कर्नाटक उच्च न्यायालय के आदेश को उच्चतम न्यायालय में चुनौती देने के प्रधानमंत्री मनमोहन सिंह के निर्देशों पर झुकने से पहले इस मामले पर ग्रामीण विकास मंत्री जयराम रमेश और सिंह दोनों के रूख सख्त थे. केन्द्र वित्तपोषित मनरेगा के तहत प्रति व्यक्ति प्रति दिन 100 रुपये का भुगतान किया जाता है और साल में अनिवार्यत 100 दिन का रोजगार दिया जाता है.

कुछ राज्यों ने मनरेगा के तहत तय राशि के मुकाबले न्यूनतम मजदूरी की राशि में बहुत इजाफ़ा कर दिया है. कर्नाटक उच्च न्यायालय ने पिछले साल 23 सितंबर को मनरेगा में मजदूरी के निर्धारण को यह कहते हुए रद्द कर दिया कि दरें इस तरह से निर्धारित हों कि वे राज्य सरकारों की ओर से अपने क्षेत्रों में कृषि मजदूरों के लिए निर्धारित न्यूनतम मजदूरी से कम नहीं हों.

केन्द्र ने आंध्रप्रदेश उच्च न्यायालय से इसी तरह के फ़ैसले की अपेक्षा करते हुए एक विशेष अनुमति याचिका एसएलपी के माध्यम से इस फ़ैसले को उच्चतम न्यायलय में चुनौती देने का फ़ैसला किया।

रमेश ने तीन आधार पर - सात दिसंबर 2010 के अटार्नी जनरल के विचार, 11 नवंबर 2010 को प्रधानमंत्री को लिखे गए राष्ट्रीय सलाहकार परिषद की अध्यक्ष सोनिया गांधी का पत्र और मनरेगा और न्यूनतम मजदूरी अधिनियम के बीच सामंजस्य बैठाने के लिए मनरेगा में परिवर्तन का समर्थन करने वाले अपने विचार के आधार पर एसएलपी का विरोध किया था।

लंबी चर्चा के बाद सरकार ने एक एसएलपी दायर की लेकिन उच्चतम न्यायालय ने इस साल 23 जनवरी को उच्च न्यायालय के आदेश पर स्थगन देने से इनकार कर दिया. एसएलपी के पीछे सिंह और रमेश के बीच चिट्ठियों और बैठकों का सिलसिला है जहां दोनों के सख्त रूख स्पष्ट थे।

सूचना के अधिकार अधिनियम के तहत यह पत्र सुभाष अग्रवाल को प्रकट किए गए हैं जो दिखाते हैं कि केन्द्र उच्च न्यायालय के फ़ैसले को चुनौती देना चाहता था।

इस कदम का विरोध करते हुए रमेश ने 30 अक्तूबर 2011 को प्रधानमंत्री को लिखे अपने पत्र में कहा कि आदेश को उच्चतम न्यायालय में चुनौती देना ''परामर्श योग्य नहीं है।'' रमेश ने यह भी कहा था कि इसकी संभावना है कि उच्चतम न्यायालय मनरेगा के तहत मजदूरी भुगतान के प्रावधानों को उसी आधार पर उल्लंघन करार देगा जिस आधार पर उच्च न्यायालय ने ठहराया था।

कोलकाता, 28 फरवरी (एजेंसी) पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने आज उन रिपोर्टों को खारिज कर दिया कि रविवार को बर्धवान जिले के कटवा स्थित पंचुंडी में रेलवे पटरी के किनारे एक महिला का बलात्कार हुआ था।

ममता ने कहा कि जो लोग राज्य की छवि को धब्बा लगाने के प्रयास कर रहे हैं उन्हें छोड़ा नहीं जाएगा।
ममता ने एक संवाददाता सम्मेलन में कहा, ''बलात्कार की एक शिकायत दर्ज करायी गई है। कुछ भी नहीं मिला है। सबूत कहां है? मैं नहीं मानती कि कोई बलात्कार हुआ है।''
उन्होंने कहा कि शिकायतकर्ता ने स्वीकार किया है कि उसका पति माकपा समर्थक था। उन्होंने कहा, ''मुझे पता चला है कि एक राजनीतिक पार्टी ने बलात्कार के बारे में शोर मचाने के लिए अपने कार्यकर्ता का इस्तेमाल करने की योजना बनायी है।

मुझे समझ में नहीं आता कि पार्टी की संस्कृति कहां चली गई है।''
महिला ने शिकायत दर्ज करायी है कि उसके साथ रेलवे लाइन के किनारे उस समय बलात्कार किया गया जब उसने पंचुंडी के पास एक लोकल ट्रेन में यात्रियों को लूटे जाने का विरोध किया।
ममता ने कहा कि हाल में दिल्ली मेें छह बलात्कार और नोएडा में एक सामूहिक बलात्कार का मामला सामने आया। उन्होंने कहा, ''बंगाल एक सभ्य स्थान है। यदि कोई दुष्प्रचार करके राज्य की छवि पर धब्बा लगाने का प्रयास करेगा तो जैसे हत्यारे को सजा मिलती है साजिशकर्ता को भी छोड़ा नहीं जाएगा।''
उन्होंने कहा कि उनकी सरकार सच्ची शिकायतों को सुनने में पुलिस की लापरवाही बर्दाश्त नहीं करेगी। उन्होंने कहा, ''लेकिन इसके साथ ही पुलिस को यह पता लगाने की जिम्मेदारी है कि शिकायत असली है या नहीं।''

जनसत्ता 28 फरवरी, 2012: ईरान के परमाणु कार्यक्रम पर भारत सरकार के रुख से न सिर्फ अमेरिकी प्रतिष्ठान और हमारे प्राइम-टाइम बुद्धिजीवी सकते में हैं, बल्कि देश के वामपंथी भी हैरान हैं जिन्होंने एटमी करार पर कांग्रेस से नाता तोड़ने के बाद अंतिम घोषणा कर दी थी कि अब हमारी विदेश नीति अमेरिका की गुलाम हो गई है। जब मनमोहन सिंह से लेकर चिदंबरम तक असल में अमेरिका के पैरोकार ही हैं तब फिर यह सरकार ईरान के मसले पर सिर उठा कर कैसे खड़ी हो गई है? क्या यह केवल प्रणब मुखर्जी का फैसला है जो वे इंदिरा गांधी के जमाने की विदेश-नीति में प्रशिक्षित होने के कारण कर रहे हैं? दरअसल, जब जमीनी हकीकत हमारे बने-बनाए खाके के अंदर दाखिल होती है तब ज्यादातर ऐसा ही होता है और पता चलता है कि विरोधी भी उस समय के वर्चस्वशाली खांचे के अंदर ही मुब्तिला थे।
किसी भी मुल्क की विदेश नीति और उसके अंदर के समाज में गहरा रिश्ता होता है। भारतीय लोकतंत्र और इसकी विदेश नीति अपने बारे में किसी भी सरलीकरण को जल्दी ही ध्वस्त कर देते हैं। भारतीय वामपंथ को गांधी अंग्रेजों का पिट््ठू लगे थे, जबकि खुद चे ग्वेरा ने उन्हें साम्राज्यवाद के खिलाफ एक जरूरी आवाज बताया था। आजादी के बाद के लोकतंत्र और इसकी विदेश नीति को लेकर भी ऐसे ही विरोधाभासी दृष्टिकोण सामने आए- यह आजादी झूठी है से लेकर गुटनिरपेक्षता वस्तुत: अमेरिकी गुलामी है तक। इस देश की हकीकत को नजरअंदाज कर सिर्फ विचारधारा और सिद्धांत से हर चीज को व्याख्यायित करने का दंभ वे कर रहे थे जिनकी मूल मान्यता यह थी कि भौतिक यथार्थ पहले आता है और विचार बाद में।
भारत और दुनिया के रिश्ते भी इस देश की तरह ही हैं- विशालकाय और जटिल, नाजुक भी और मजबूत भी, रंगीन भी और सरल भी, ऐतिहासिक भी और तदर्थ भी। यहां की जमीन कठोर और दलदली दोनों एक ही साथ है। विनायक सेन जेल से उठते हैं और योजना आयोग में दाखिल हो जाते हैं, कल फिर जेल में नहीं होंगे इसकी कोई गारंटी नहीं है। तो फिर यह लोकतंत्र है या तानाशाही? हम अमेरिकी पिट्ठू हैं या ईरान के साथ खड़ी रहने वाली एशियाई कौम? इसका जवाब विदेश नीति के बृहद आख्यानों और तात्कालिक अनिश्चितताओं के बीच से होकर ही हम तक आता है। और जवाब भी क्या, कुछ मोटा-मोटी सूत्र हैं जो कब दगा दे जाएं कुछ कहा नहीं जा सकता।
भारत और अमेरिका के रिश्ते बहुत जटिल हैं। जब भारत अमेरिका के साथ परमाणु करार कर रहा था और संयुक्त राष्ट्र में ईरान के खिलाफ वोट दे रहा था, ठीक उसी वक्त प्रणब मुखर्जी ईरान के दौरे कर रहे थे। क्योंकि भारत को यह भी मालूम था कि जब अमेरिका भारत को करार के माध्यम से चीन के खिलाफ अपना रणनीतिक साथी बना रहा था, ठीक उसी वक्त अमेरिका और चीन के बीच व्यापार आसमान छू रहा था। यह शीतयुद्ध के बाद की दुनिया का सच है जिसमें अमेरिका का वर्चस्व लगातार छीज रहा है, लेकिन पूंजीवाद एक वैश्विक संरचना के बतौर मजबूत हुआ है जिसके केंद्र में अमेरिका ही है। इसीलिए आर्थिक मंदी से अमेरिका को उबारने के लिए चीन की पूंजी आगे आती है। पिछले दो दशक में, जब खुद अमेरिकी सरकार ईरान पर प्रतिबंध लगाए जा रही थी, अमेरिकी कंपनियां सीधे और परोक्ष तौर पर ईरान को परमाणु-आत्मनिर्भरता के लिए साजोसामान पहुंचा रही थीं।
दिल्ली में इजराइली राजनयिक की गाड़ी पर हुए विस्फोट के कुछ ही हफ्तों पहले, इस जनवरी में भारत ईरान से होने वाले कच्चे तेल के आयात को 37.5 फीसद बढ़ा कर ईरानी तेल का सबसे बड़ा उपभोक्ता बन गया है। जहां कॉरपोरेट मीडिया, अमेरिकी थिंक टैंक और इजराइल ने एक घंटे के भीतर ही ईरान का हाथ बता दिया था, इस विस्फोट को लेकर भारत ने आधिकारिक तौर पर ईरान पर कोई उंगली नहीं उठाई है, बल्कि विस्तृत जांच रिपोर्ट आने तक रुकने को कहा है। पिछले वर्षों में भारत ने ईरान से दीर्घकालीन दोस्ती के संकेत दिए हैं और उसे अपनी सीमाएं भी बताई हैं।
हमारा देश इजराइल से हथियारों का सबसे बड़ा खरीदार है तो ईरान से तेल का। ईरान से तेल खरीदने पर प्रतिबंध की पश्चिमी घोषणा के बावजूद भारत ईरान से साढ़े पांच लाख बैरल कच्चा तेल प्रतिदिन आयात करता है। इस तेल के एवज में भारत ने ईरान को रुपए में भुगतान करने की पेशकश की है जो ईरान ने स्वीकार कर ली है। ईरान के पास भी इस रास्ते के कई विकल्प हैं: इस राशि को भारत के यूको बैंक में रख कर चार फीसद ब्याज कमाना, भारत से इस राशि के बदले वस्तुओं का व्यापार या फिर भारत में पड़ी इस लेनदारी को किसी और देश से व्यापार में उपयोग करना।
ऐसे में, भारत की प्राथमिकता अंतरराष्ट्रीय दबावों के बीच भी ईरान से जुडेÞ अपने हितों की बलि रोकना है। आज के परिदृश्य में यह सिर्फ जरूरी नहीं, बल्कि संभव भी दिख रहा है। एक तो तमाम रणभेरी के बावजूद ईरान पर हमला अमेरिका के लिए इतना आसान फैसला नहीं होगा, जब उसकी फौजें इराक और अफगानिस्तान में लगी हैं और उसकी साख कम हुई है। न सिर्फ रूस और चीन, बल्कि घोर अमेरिकापरस्त फ्रांस के राष्ट्रपति निकोलस सरकोजी ने भी कहा है ईरान पर युद्ध से कुछ भी हल नहीं होगा।
इस बार ओबामा के लिए ब्रिटेन में भी कोई ब्लेयर नहीं है। पिछले हफ्ते खुद अमेरिकी सीनेट की आर्म्ड सविर्सेज कमेटी के समक्ष अपना आकलन प्रस्तुत करते हुए रक्षा खुफिया एजेंसी के लेफ्टीनेंट जनरल रोनाल्ड बर्गेस ने कहा कि ईरान से अमेरिका को कोई वास्तविक खतरा नहीं है और बहुत उकसाने पर ही ईरान नाटो ताकतों पर छिटपुट हमले करने की सोचेगा।

ऐसे में, जब खुद पश्चिमी जगत में और अमेरिका के अंदर ही ईरान पर हमले पर सहमति नहीं है और अमेरिका के मुख्यधारा के अखबार भी यह लिख रहे हैं कि इजराइल अपनी क्षेत्रीय रणनीति में अमेरिका को बहुत दूर तक खींच ले गया है, भारत ईरान से रिश्ते तोड़ने से पहले सौ बार सोचेगा। हाल के वर्षों में अमेरिका द्वारा अफगान-रणनीति में भारत को पहले घसीटना और फिर अकेला छोड़ कर अपनी फौजें वापस ले लेना भी भारत की स्मृति में है, जिससे भारत अपने पड़ोस में ही अलग-थलग पड़ गया है और उसने बेवजह रिश्ते खराब कर लिए हैं।
क्या हमें भारतीय के बतौर परमाणु कार्यक्रम पर ईरान की सार्वभौमिकता के तर्क का समर्थन करना चाहिए? इस मसले पर भारत में दक्षिणपंथ से लेकर वामपंथ तक लगभग आम सहमति है। लेकिन क्या हमें 'शांतिपूर्ण' परमाणु कार्यक्रम की इस दिशा का विरोध नहीं करना चाहिए जिसका अंत बम बनाने में ही होता है? लेकिन हम ऐसा इसलिए नहीं कर पा रहे हैं, क्योंकि भारत ने भी परमाणु बम बनाने के लिए उसी रास्ते का प्रयोग किया है। परमाणु बिजली न सिर्फ महंगी, असुरक्षित और प्रदूषक है, बल्कि यह परमाणु बम बनाने का रास्ता भी खोलती है। लेकिन विकास की केंद्रीकृत अवधारणा भी परमाणु ऊर्जा के मिथक को बनाने में मदद करती है। साथ ही, अणुबिजली पर रोक इसलिए नहीं लग पा रही है कि इसमें करोड़ों डॉलर का मुनाफा लगा है।
परमाणु अप्रसार संधि (एनपीटी) जहां एक तरफ परमाणु बम के प्रसार पर रोक और निरस्त्रीकरण की बात करती है वहीं इसके अनुच्छेद-चार में 'शांतिप्रिय' परमाणु उपयोग को सार्वभौम अधिकार मान लिया गया है। ईरान एनपीटी आधारित वैश्विक परमाणु तंत्र के लिए गले की हड््डी साबित हो रहा है, क्योंकि यह पूरी मौजूदा व्यवस्था को उसी के अंदर से ध्वस्त करता दिख रहा है। ऊर्जा के शांतिपूर्ण उपयोग के अधिकार का इस्तेमाल ईरान खुद को तकनीकी कुशलता के उस स्तर तक पहुंचाने में करता दिख रहा है जहां से बम बनाने की दूरी मात्र राजनीतिक निर्णय भर की रह जाती है।
ईरान के परमाणु कार्यक्रम का चरित्र और मंशा मासूम नहीं है, यह पिछले दशक की कई बातों से जाहिर हुआ है। दुनिया भर के निष्पक्ष विशेषज्ञों और परमाणु विरोधी आंदोलनों का मानना है कि तकनीकी रूप से ईरान का परमाणु कार्यक्रम सैन्य दिशा में बढ़ रहा है। ईरान की घरेलू राजनीति में राष्ट्रपति अहमदीनेजाद ने परमाणु हथियारों पर केंद्रित युद्धप्रिय राष्ट्रवाद को अपना प्रमुख हथियार बना रखा है, ठीक वैसे ही जैसे भाजपा ने अपने शासनकाल में भारत में किया था।
संवर्धित यूरेनियम की परखनली हाथ में लेकर मंच से लोगों को संबोधित करने जैसे हथकंडे असल में घिनौने दक्षिणपंथी शिगूफे हैं, जिन्होंने ऐसा माहौल तैयार किया है कि प्रमुख विपक्षी दल भी किसी तरह परमाणु-गौरव को लपकने की कोशिश में ही लगे हैं। अहमदीनेजाद की यह चाल सफल रही है। जबकि वैसे यह सरकार दुनिया की सबसे भ्रष्ट, क्रूर, पोंगापंथी और जनविरोधी सरकारों में है।
ईरान अंतरराष्ट्रीय परमाणु व्यवस्था के इस पेच का फायदा उठाने वाला इकलौता देश नहीं है। चीन, फ्रांस, भारत, पाकिस्तान, उत्तर कोरिया जैसे कई देशों ने अपने परमाणु प्रकल्प शांतिपूर्ण ढंग से बिजली बनाने के नाम पर शुरू किए थे और बाहरी देशों से इस नाम पर मिली मदद का इस्तेमाल भी अंतत: बम बनाने के लिए किया। अंतरराष्ट्रीय परमाणु ऊर्जा एजेंसी (आइएइए) के अपने अनुमानों के मुताबिक परमाणु-बिजली प्रकल्पों के 'शांतिपूर्ण' रास्ते से अगले कुछ सालों में बीस और देश परमाणु बम बनाने की क्षमता और कच्चा माल हासिल कर लेंगे।
एनपीटी आधारित परमाणु व्यवस्था में निहित इस विरोधाभास की अनदेखी से ही आज कई सारे देश बम बनाने में समर्थ तकनीक से लैस हैं। और अब जब इस व्यवस्था के ध्वजाधारक इस विरोधाभास से आंख नहीं चुरा पा रहे, उन्होंने इसका हल एक बहुत खतरनाक शॉर्टकट के रूप में निकाला है। उनकी योजना यह है कि परमाणु तकनीक के प्रसार और इसके प्रोत्साहन को न रोका जाए, बस 'अच्छे' देशों और 'बुरे' देशों के साथ अलग-अलग बर्ताव किया जाए। लेकिन यह बहुत विनाशकारी रवैया है, क्योंकि जब हम परमाणु बमों की बात कर रहे हैं तो उनमें न कोई बम अच्छा होता है न बुरा- सारे बम त्रासदी लेकर आते हैं।
परमाणु बम बनाने के इस 'शांतिपिय' रास्ते को रोका जाना चाहिए। फुकुशिमा के बाद दुनिया भर में अणुबिजली के खिलाफ मुहिम तेज हुई है और जर्मनी, स्वीडन, इटली जैसे देशों ने इससे तौबा कर अक्षय ऊर्जा-स्रोतों की तरफ रुख किया है। हमारे देश में भी जैतापुर (महाराष्ट्र), कुडनकुलम (तमिलनाडु), फतेहाबाद (हरियाणा), मीठीविर्डी (गुजरात), चुटका (मध्यप्रदेश), कैगा (कर्नाटक) में नए रिएक्टरों के खिलाफ आंदोलन तेज हुए हैं। ये आंदोलन पूरी तरह अहिंसक हैं और इन्होंने विकास की नई परिभाषा की जरूरत को रेखांकित किया है।
हमें परमाणु बिजली के खिलाफ खड़ा होना चाहिए। हमें ईरान की घेराबंदी का प्रतिकार करते हुए भी उसके परमाणु कार्यक्रम को जायज नहीं ठहराना चाहिए। जब परमाणु बिजली का ही विरोध होगा तो अमेरिका को इस दादागीरी का मौका भी नहीं मिलेगा कि वह तय करे कि किसका परमाणु बम अच्छा है और किसका बुरा, जैसा वह ईरान और इजराइल के परमाणु कार्यक्रमों के सिलसिले में कर रहा है। शांति सिर्फ राजनयिक स्थिरता या गोलबंदी से नहीं आती। आज जरूरत है कि भारत के लोग ईरान के मसले को व्यापक परिप्रेक्ष्य में रखें।

नयी दिल्ली, 28 फरवरी (एजेंसी) कुडनकुलम परमाणु परियोजना का विरोध कर रहे लोगों पर शिकंजा कसते हुए सरकार ने उन चार गैर सरकारी संगठनों : एनजीओ : के खिलाफ मामले दर्ज किये हैं, जिन्होंने परियोजना के खिलाफ प्रदर्शन करने वालों को कथित रूप से धन दिया। सरकार ने प्रदर्शनकारियों की कथित मदद करने वाले एक जर्मन नागरिक को भी वापस उसके देश भेज दिया ।
केन््रदीय गृह सचिव आर के सिंह ने यहां संवाददाताओं से कहा, '' चार एनजीओ के खिलाफ विदेशी योगदान नियमन कानून का उल्लंघन करने के सिलसिले में मामला दर्ज किया गया है । ''
प्रधानमंत्री मनमोहन सिंह के इस खुलासे के कुछ दिन बाद ही यह कार्रवाई की गयी है कि विदेशों से समर्थन प्राप्त कुछ गैर सरकारी संगठन प्रदर्शनकारियों की मदद कर रहे हैं ।

गृह मंत्रालय की जांच के बाद चारों एनजीओ के बैंक खाते सील कर दिये गये हैं । इन एनजीओ पर आरोप है कि उन्होंने प्रदर्शनकारियों की मदद के लिए उस धन का इस्तेमाल किया, जो धर्मार्थ कार्यो के लिए था।
मामले तमिलनाडु पुलिस की अपराध शाखा और केन््रदीय जांच ब्यूरो : सीबीआई : ने दर्ज किये हैं । इससे पहले तमिलनाडु पुलिस ने एक जर्मन नागरिक को हिरासत में लिया । नागरकोइल में पकडेÞ गये इस जर्मन नागरिक पर आरोप है कि उसने प्रदर्शनकारियों की कथित रूप से मदद की ।

नयी दिल्ली, 28 फरवरी (एजेंसी) मशहूर सोशल नेटवर्किंग साइट 'फेसबुक' ने दिल्ली की एक अदालत से कहा है कि आपत्तिजनक सामग्री दिखाए जाने का आरोप लगाकर उसके खिलाफ निहित उद्देश्य से जानबूझकर मामला दर्ज कराया गया है।

फेसबुक ने कहा कि वह अपनी वेबसाइट पर मौजूद सामग्री के लिए जिम्मेदार नहीं है ।
फेसबुक ने आरोप लगाया कि उसे प्रताड़ित करने के मकसद से मुकदमा दर्ज किया गया है और यह कानून का सरासर गलत इस्तेमाल है क्योंकि इसे एक ऐसे शख्स की ओर से दायर किया गया है जिसने गलत मकसद के साथ अदालत का रुख किया है ।
नौजवानों के बीच अच्छी खासी पकड़ बना चुके फेसबुक ने अदालत से निर्देश मांगा कि याचिका से एक पक्ष के तौर पर इसका नाम हटा दिया जाए । साइट ने दलील दी ''फेसबुक डॉट कॉम या किसी अन्य वेबसाइट पर जो कंटेंट दिखाई देता है उसके लिए वह जिम्मेदार नहीं हैं ।''

कंपनी ने अतिरिक्त दिवानी न्यायाधीश प्रवीण सिंह के सामने पेश किए गए एक लिखित बयान में कहा ''वादी ने मौजूदा मुकदमा फेसबुक को प्रताड़ित करने के मकसद से और दबी मंशा से दायर किया है । मौजूदा मुकदमा कानून की प्रक्रिया का सरासर गलत इस्तेमाल है और इसे प्रचार पाने की दबी मंशा और फेसबुक को परेशान करने के मकसद से दायर किया गया है ।''

नयी दिल्ली, 28 फरवरी (एजेंसी) सेना ने सात माह से अधिक समय की देरी के बाद आखिरकार सैन्य प्रमुख जनरल वी के सिंह को सेवानिवृत्ति पत्र जारी कर दिया गया है।
आधिकारिक सूत्रों ने आज कहा कि हाल ही में जारी इस पत्र में जनरल सिंह को सूचित किया गया है कि उनका कार्यकाल 31 मई को पूरा हो रहा है।
उन्होंने कहा कि आज जोधपुर में मौजूद जनरल सिंह को सैन्य सचिव शाखा ने उन्हें सेवानिवृत्ति संबंधी सूचना देने वाला पत्र जारी किया।
यह पत्र आमतौर पर अधिकारियों को उनकी सेवानिवृत्ति तिथि से करीब 10 . 11 महीने पहले दिया जाता है लेकिन जनरल सिंह को यह पत्र जारी नहीं किया गया क्योंकि उन्होंने अपनी जन्मतिथि बदलने के लिए उच्चतम न्यायालय याचिका दायर की थी।

जन्मतिथि बदलकर 10 मई 1951 करने की उनकी याचिका खारिज होने के बाद रक्षा मंत्रालय ने पिछले साल नवंबर में सैन्य सचिव शाखा से जनरल सिंह को यह पत्र जारी करने के लिए कहा था।
सैन्य सचिव शाखा ने ऐसा करने में अक्षमता जाहिर करते हुए कहा था कि यह मामला अभी अदालत में है।

We already lodged one complaint before the Commission in the matter of the victim Mr. Tabibar Molla from District-North 24 Parganas, West Bengal who was subjected to murderous assault and criminal intimidation by the perpetrator BSF jawans. Earlier the victim had lodged one written complaint before the Sub-Divisional Police Officer, Basirhat, District- North 24 Parganas. Asian Human Rights Commission also sent Urgent Appeal vide Urgent Appeal Case: AHRC-UAC-007-2012 dated 26^th January 2012

Recently we have received information that on 10 January 2012 at about 11 am one man, namely Mr. Ali Mostafa, by profession – driver of police vehicle, in plain cloth arrived in the house of the victim by one motorbike. At that time the victim was not present in his house. The wife of the victim namely Ms. Jahanara Bibi met with the said man who told her that he was a policeman and came from Swarupnagar Police Station to meet with the victim in the matter of his complaint against the BSF jawans. She told him that her husband was out of the house at that time. Then he told her to sign on two papers. She refused to sign on those papers in the absence of her husband. The said man became furious and started threatening and abusing her. He told her in threatening voice that her husband would be put under serious trouble if she refused to sign on the papers. Ms. Jahanara Bibi did not sign on the papers over which the said man suddenly caught hold of her hand and forcibly took her signature on the papers. The said policeman before leaving the victim's house reportedly told her to settle all disputes with Border Security Force immediately and withdraw complaint lodged against BSF.

Since the aforesaid incident the victim and his family members are living in fear and they strongly apprehend that their life and liberty is in danger. The victim strongly feels under the present circumstances that some involved personnel from the police and administration in hands with glove with BSF are playing key role in order to invalidate his complaint against the perpetrator BSF jawans.

We strongly condemn the incident happened on 10.1.2012 in the house of the victim and demand an impartial enquiry into the matter. We demand that victim and his family members must be provided with due protection. We further demand that an urgent drive must be made in the matter of the victim so that the perpetrators can not save themselves by using their official powers and influencing the local police and administration. We are attaching the letter written by Ms. Jahanara Bibi wife of Mr. Talibar in Bangla language to us.

Your urgent action in this matter would be highly solicited.

The Polit Bureau of the Communist Party of India (Marxist) congratulates the millions of workers and employees throughout the country who have struck work and registered a strong protest against the neo-liberal economic policies being pursued by the UPA government.

The call for the strike was given by the united platform of all Central trade unions. This is the first joint strike call by all the Central trade unions and the all India Federations of employees in various sectors. Reports indicate that over ten crore workers and employees participated in the strike.

The general strike was a huge success in the banking, telecom, defence, insurance, mining, transport, insurance, various public sector units, central and state government offices and departments. Shops and markets remained closed in various places. In many places in West Bengal, Jammu and Kashmir and Assam, the striking workers had to brave brutal attacks by the police and also large scale arrests. Besides police attacks, the striking workers in West Bengal had to face severe physical attacks by hoodlums let loose by the ruling TMC.

The strike call was given to demand among other things concrete measures to contain price rise; strict enforcement of labour laws; universal social security cover for the unorganized sector workers; against disinvestment of PSUs etc.

The massive response to the strike should serve as a warning to the government that the working people and their unions would not accept such indifference and neglect lying down and they will further intensify their struggle if their basic demands are not addressed. The unity and militancy displayed during this strike should be carried forward for bringing in alternative policies.

Gary Weiss, long time Wall Street reporter and author, has written a new book, due out this week from St. Martin's Press, on the rising influence of Ayn Rand in modern politics. Titled Ayn Rand Nation: The Hidden Struggle for America's Soul, the book removes the propaganda mask that has been so adroitly affixed to Alan Greenspan's page-boy coiffed goddess of laissez-faire capitalism and the Tea Party's mother ship.

While lecturing others for most of her life on the meaning of morality, Rand had extramarital sex for more than a decade with a younger man who worked for her. His wife was among her inner circle of friends and Rand herself was married. A believer in acquiescence to selfish desires, Rand published a 1964 collection of essays with Nathaniel Branden titled The Virtue of Selfishness: A New Concept of Egoism. Adding particular poignancy to the title, Branden was the young subordinate with whom she was sleeping.

Rand, and her supporters, including Alan Greenspan, viewed altruism as evil: altruism is evil, selfishness is good. And tens of millions of dollars of corporate money is backing that philosophy today in America, no doubt to give obscenely paid CEOs a sip of Rand's guilt-free narcissism while stoking the fires for more deregulation of a country just crawling back from the crippling effects of deregulation. This is the mindless irrationality of Rand's brand of rationality.

According to Weiss, Ayn Rand built her Objectivist philosophy that permeates today's Tea Party around individual self interest and eliminating government run social welfare programs, but she herself was on Medicare and Social Security.

Even after the attack at Pearl Harbor, Rand was against the U.S. entering World War II. She viewed government force as evil, but her own followers were regularly purged, shunned and vilified. She was an atheist, as are all true Objectivists, according to the grande dame of radical capitalism.

Alan Greenspan, the man who chaired the Federal Reserve Board for 18 years, guiding U.S. monetary policy under four presidents, was a member of Rand's Collective in New York City, which Weiss likens to a cult: "For much of its existence the Collective was for all intents and purposes a cult. It had an unquestioned leader, it demanded absolute loyalty, it intruded into the personal lives of its members, it had its own rote expressions and catchphrases, it expelled transgressors for deviation from accepted norms, and expellees were 'fair game' for vicious personal attacks."

More troubling about Greenspan, who during his term as Fed Chair, aided in the gutting of critical Wall Street regulations, including the repeal of the depression-era Glass-Steagall Act which barred the merger of insured deposit banks with investment banks and brokerage firms, was his blind loyalty to Rand's cultish propaganda.

Weiss produces a gem from The New York Times Book Review from 1957. Greenspan was defending his idol after her most famous work, Atlas Shrugged, had been thrashed in multiple reviews. Greenspan dutifully makes his case in Randian-speak: "Atlas Shrugged is a celebration of life and happiness," he wrote. "Justice is unrelenting. Creative individuals and undeviating purpose and rationality achieve joy and fulfillment. Parasites who persistently avoid either purpose or reason perish as they should."

According to Weiss, Rand was not very joyous or fulfilled during her later years, but rather "a fussy and bitter old woman, shuffling around her neighborhood in a house coat."

Were major reviewers in the 50s wrong about Rand's seminal work, Atlas Shrugged, as they unmercifully trashed it? "When I read it years ago," Weiss writes, "Atlas Shrugged left me cold. To me it had the intellectual level of a pulp science-fiction novel. It was absurdly long and it was boring." I have to personally admit to finding it gratingly verbose and boring when I read it in college. Perhaps Rand's brilliance and that of Greenspan elude the Objectivist-challenged among us. I decided to reach out to an expert on such matters.

I emailed Harold Bloom, Sterling Professor of the Humanities and English at Yale University. Professor Bloom did not mince words: "Ayn Rand was a writer of no value whatsoever, whether aesthetic or intellectual. The Tea Party deserves her, but the rest of us do not. It is not less than obscene that any educational institution that relies even in part on public funds should ask students to consider her work. We are threatened these days by vicious mindlessness and this is one of its manifestations."

Professor Bloom may have been referring to the dust up last year when it was revealed that corporate money was contractually mandating the reading and teaching of Rand at publicly funded universities.

Gary H. Jones, an Associate Professor in the College of Business at Western Carolina University, addressed the topic in the July-August 2010 issue of Academe, the magazine of the American Association of University Professors: "Recent donations from the charitable arm of BB&T, one of the nation's largest banks, have raised the issue of external influence…At the center of the concerns about these donations is the requirement that objectivist Ayn Rand's novels be taught in special courses extolling capitalism and self-interest…the BB&T gifts raise questions of both substance and procedure. Faculty members at several universities did not even know of the gifts or that BB&T's donations had curricular implications until after the agreements were signed. At the University of North Carolina at Charlotte, for example, three years passed before faculty members learned that a million-dollar gift agreement establishing a new course contained language requiring both that Rand's lengthy paean to laissez-faire capitalism, Atlas Shrugged, be assigned reading and that professors who teach that course 'have a positive interest in and be well versed in Objectivism.' "

In that same article, Brian Leiter, director of the Center of Law, Philosophy, and Human Values at the University of Chicago called the book "badly written and simpleminded."

I asked Professor Jones for an update on the views he expressed in 2010. As it turns out, there is a growing "collective" of people who think Rand's writing is unworthy of the halls of learning. Jones replied in an email: "For all the right reasons it is the faculty of educational institutions who are charged — by regional accrediting bodies — with having primary responsibility for university curriculum. Despite this, wealthy foundations, notably BB&T, offer money to schools of higher education with stipulations directly affecting curriculum, e.g., mandating or 'encouraging' the assignment of Ayn Rand's Atlas Shrugged. Frequently, this has been done surreptitiously through the side door of private university foundations – foundations shielded from state sunshine laws and, too often, any faculty input concerning possible curricular 'strings.' A more abstract criticism of this unwelcome process is made by the use of Rand's own free-market argument against her: That Atlas Shrugged should rise to the level of academic consideration, in economics, on its own merit—without subsidy. (Which it doesn't.)"

The corporate gambit to infuse the deregulatory, small government mantra into the hearts and minds of young voters is far more Machiavellian than previously understood. And a spontaneous outpouring of interest in Ayn Rand's books now seems more like a well-funded enterprise by deep and intertwined corporate pockets. Weiss provides his own thoughts on the likely corporate motive early in the book: "The only societal problem in the world of Atlas Shrugged is that government is mean to business and unfair to the wealthy." (See Part II of this article tomorrow, which will explore in-depth the new radical right duo on campus: joint funding of economics programs by one of the brothers grim, the Charles G. Koch Foundation, and BB&T.)

Weiss frequently references the Ayn Rand Institute (ARI), the organization that took over the marketing of Rand's books and writings after her death in 1982. I visited their web site to see if this might be another astroturf group, creating the illusion of spontaneous outpourings of public zeal. I learned the following:

"ARI seeks to spearhead a cultural renaissance that will reverse the anti-reason, anti-individualism, anti-freedom, anti-capitalist trends in today's culture. The major battleground in this fight for reason and capitalism is the educational institutions—high schools and, above all, the universities, where students learn the ideas that shape their lives…To date, more than 1.4 million copies of these Ayn Rand novels have been donated to 30,000 teachers in 40,000 classrooms across the United States and Canada.

"Based on a projected shelf life of five years per book, we estimate that more than 3 million young people have been introduced to Ayn Rand's books and ideas as a result of our programs to date…partnerships have been established between ARI and the corporate community to advance Ayn Rand's ideas in the universities. (Italics added.)

"Through ARI's assistance, Ayn Rand's ideas are taught and studied at more than 50 of America's most influential institutions of higher education, including: Clemson University, Duke University, University of Virginia, University of Texas at Austin, University of Pittsburgh, University of North Carolina at Chapel Hill, Brown University, University of Kentucky, University of South Carolina, University of Florida, University of West Virginia and Wake Forest University."

BB&T's involvement with the Ayn Rand Institute and funding the mandate that her books be taught on campus was spearheaded by John A. Allison, the long serving former CEO and Chairman of the large Southern bank based in Winston-Salem, North Carolina. Weiss interviewed Allison at length for the book.

Allison's first introduction to Rand was in his twenties at the University of North Carolina where he spotted Capitalism: The Unknown Ideal in a bookstore. (Weiss says the book has "all the charm and wit of an Army training manual.") Noteworthy, that's the book that carries three of Alan Greenspan's essays. The essays were radical both then and now for advocating the repeal of anti-trust laws and almost all forms of regulation of business. Those strident Objectivist views may go a long way in explaining how Greenspan's corporate cheerleaders protected his tenure through the Reagan, Bush I, Clinton and Bush II presidencies and how his radical musings steered the world's largest economy into a cliff.

In one essay, "The Assault on Integrity," Greenspan provides a prescient preview of just how badly he understood Wall Street: "It is precisely the 'greed' of the businessman or, more appropriately, his profit-seeking, which is the unexcelled protector of the consumer." The rest of us just can't get it through our thick heads that "it is in the self-interest of every businessman to have a reputation for honest dealings and a quality product."

Wall Street traders are no doubt laughing all the way to their mansions in Greenwich and Cayman Islands accounts over that one. Curiously, after each Wall Street corruption scandal broke from the late 90s onward, after Citigroup was caught labeling its trade
against the European bond market, "Dr. Evil," after Enron, and Worldcom and Rite-Aid – Greenspan refused to acknowledge the childlike naiveté of the Objectivist position.

Greenspan was himself so unconcerned with that reputational thing that he left 18 years of high profile government service to work for a notorious hedge fund, raising the question as to whether he ever really believed what he said.

In 2010, Weiss wrangled an invitation to a swanky fundraiser titled "Atlas Shrugged Revolution," for the Ayn Rand Institute at the St. Regis Hotel in Manhattan. He was able to hear Yaron Brook, the head of the Ayn Rand Institute, gush about the peddling of free books to young minds. "Every English teacher in the United States gets an offer from us. If they will teach Ayn Rand's books, we will deliver as many copies as they need for free. When we initially started this program we had a few thousand of the books sent out. Today we're shipping three hundred and fifty-thousand copies of the books a year." The audience roared with approval.

Weiss sized up the reaction of the crowd of wealthy donors like this: "It was as ambitious a program of mind-reprogramming as one could find outside of North Korea and science- fiction movies. Americans are said to be resistant to indoctrination and heavy-handed ideology. Yet here we had a gathering of apparently reasonable, intelligent Americans, applauding their hands raw about the prospect of young people being force fed the works of an ideologue far outside of the American mainstream."

Shoveling over 300,000 books a year out the door costs a lot of money. I pulled up the Institute's 990 IRS tax filings at www.Guidestar.org.

Here's a partial breakdown of expenses for the Ayn Rand Institute, just for tax year 2009:

$l,849,400 to donate "over 321,000 free copies of Ayn Rand's book to high school teachers and students. Held 3 essay contests on Ayn Rand's novels which drew more than 20,000 entries. Provided support to Objectivist campus clubs, including providing speakers for 42 campus events."

$1,152,588: "Objectivist academic center held classes for 140 enrolled students. Published 10 articles in scholarly books and journals."

$346,833: Op-Eds published 486 times in print and web media. Letters to the editor published in over 100 print and web publications. Issued 78 press releases."

You can understand why I am skeptical that the Ayn Rand craze is a naturally occurring phenomenon. But then, I have the benefit of recently living for five years in New Hampshire with the Objectivists of the Free State Project, a group whose stated goal is to infuse 20,000 hyperactive political operatives into the state and take over government, gut public education and all regulations on business. This outfit seemed grassroots too – until I traced the funding of their founder, Jason Sorens, to Koch foundation largesse.

To get a sense of the real Ayn Rand (her birth name was Alyssa Rosenbaum) Weiss hung out with and interviewed some of the members of Rand's original Manhattan Collective. Weiss' sources speak on the record about the woman. These interviews expose Rand as perhaps the most unlikely candidate for libertarian adoration. Rand despised libertarians. Rand elaborates on her views in her essay "What Can One Do" from her book "Philosophy: Who Needs It."

"Above all, do not join the wrong ideological groups or movements, in order to 'do something.' By 'ideological' (in this context), I mean groups or movements proclaiming some vaguely generalized, undefined (and, usually, contradictory) political goals. (E.g., the Conservative Party, which subordinates reason to faith, and substitutes theocracy for capitalism; or the 'libertarian' hippies, who subordinate reason to whims, and substitute anarchism for capitalism.)"

According to Weiss, the bashing of libertarians continued after her death at the Ayn Rand Institute. In 1989, the Institute published a newsletter in which the editor, Peter Schwartz, denounced libertarians as a "movement that embraces the advocates of child-molesting, the proponents of unilateral U.S. disarmament, the LSD-taking and bomb-throwing members of the New Left, the communist guerrillas in Central America and the baby-killing followers of Yassir Arafat."

Despite this history of condescending contempt for conservatives and libertarians, in 2009 there was an Objectivist collaboration with the Tea Party. The Ayn Rand Institute co-hosted an "Intellectual Ammunition Strategy Workshop," a day before the 9/12 Tea Party extravaganza in Washington, D.C. in September 2009, bringing together 250 Tea Party leaders who attended free of charge. Weiss notes that the co-sponsor of the Rand Institute event was the Competitive Enterprise Institute.

That name rang a bell from the research I had previously done for a series of articles on the Koch brothers' funding of front groups. A quick check at Media Matters Action Network showed that various Koch foundations had funneled over $665,000 into the Competitive Enterprise Institute over a number of years. A further check at Guidestar.org showed that the Claude R. Lambe Foundation, controlled by the Koch family, gave the Ayn Rand Institute $50,000 in total for tax years 2009 and 2010.

The widest gulf between Rand and her devoted Tea Partiers is on the issue of God. Weiss says: "She hated religion, especially Christianity. But faith in God was the essence of life to a great many in the Tea Party. Tea Party literature sometimes read like hymnals, with copious references to the Almighty and Jesus. In his vest-pocket-sized The Tea Party Manifesto, author and conservative commentator Joseph Farah invokes the Deity on almost every one of its tiny pages. 'I know the heart and soul of the tea party movement,' he says. 'It is populated by people who think just like I do on these big issues. It is a movement of prayerful people, people who love God, people who go to church and synagogue.' That would leave Objectivists out in the cold, unless you included the Church of Rand on that list."

In the end, both Weiss and I seem to come to the same conclusion. Weiss ponders: "…perhaps it is simply that Objectivism has no practical purpose except to promote the economic interests of the people bankrolling it, the rationally self-interested people surrounding me at the St. Regis, regardless of its potential to bring ruin to everyone else…"

Possibly Weiss had in the back of his mind the Co-Chair of the Board of the Ayn Rand Institute: Arline Mann, Managing Director and Associate General Counsel of the Board of Goldman Sachs & Company.

A PALESTINIAN village, somewhere in the West Bank.

In the middle of the night, banging on the door and shouts in Arabic: "Israeli army. Open up!"

Somebody – most often the mother – opens the door. The heavily armed soldiers rush in and drag the victim out of bed. They throw him to the floor in full view of his wife and children (or parents and siblings), blindfold and handcuff him behind his back, and drag him to a jeep. The victim may be 15 or 70 years old or any age in between.

After several days of interrogation, with or without "moderate physical pressure" (as a High Court judge delicately put it), if no satisfactory confession is forthcoming, the prisoner is consigned to "administrative detention" which may last six months and can be renewed for year after year . The judicial overview is a farce. The prisoner is not informed of what he is accused and by whom, evidence is kept secret from both the prisoner and his or her lawyer.

In the course of the occupation, tens of thousands of Palestinians have experienced this procedure. At present, some 300 are in administrative detention (among the ten thousand or so who were judged by military or civilian courts.)

Now one of them has said: Enough!

KHADER ADNAN MUHAMMAD MUSA has been arrested several times before.

The 34 year old activist from the village of Arabba near Jenin in the northern West Bank has been an Islamic Jihad leader from his student days in Bir Zeit University. Easily recognizable by his especially long black beard, he has advanced to the front rank of the organization in the West Bank.

Islamic Jihad is the most extreme of the significant Palestinian groups, and Adnan has openly, on camera, preached armed resistance. He has called upon young Palestinians to put on explosive vests and carry out suicide attacks.

The occupation authorities have had their eyes on him for a long time, and so have the security services of the Palestinian Authority. No wonder, because Adnan has accused the latter many times of collaborating with the Israeli enemy and acting on their orders.

When he was arrested again last December, he demanded to be put on trial or released. When neither happened, he declared a hunger strike.

A hunger strike of 28 days is generally considered very long. Adnan fasted for 66 days, which may be a world record, except for the Irish freedom fighter (or "terrorist") who was taunted by Margaret Thatcher and fasted to death. If a hunger strike lasts for 70 days, death is almost inevitable.

At the end he was transferred to a hospital, both his ankles and one of his hands shackled to the bed, though he could hardly stand. By now, his strike was attracting world-wide attention. In Israel itself, reaction in the media was limited, but peace and human rights groups came out in support of Adnan. Physicians for Human Rights, an Israeli organization founded years ago by the psychiatrist Ruchama Marton, led the struggle with special fervor. Media around the world, including the New York Times, took the case up.

At long last, Israeli diplomats and security officials became seriously alarmed. If Adnan fasted to death, no one could foresee the consequences. In the occupied territories, widespread riots could be expected, perhaps with further deaths. Palestinian prisoners in Israeli jails could start a general hunger strike, which could easily spread to the Palestinian population outside. In the world media, Israel would be compared to Syria and Iran. Worse, the very practice of administrative detention would come under international scrutiny.

So the political and security establishment swallowed their pride and offered a compromise: if Adnan abandoned the strike at once, the security authorities would not renew the administrative arrest warrant after April, when it is due to expire.

Adnan, who has already gained the status of a national hero, accepted. He has certainly achieved his main purpose: to draw attention to the practice itself.

ADMINISTRATIVE DETENTION is not an Israeli invention. Israel inherited it from the British colonial regime, as part of the Emergency Regulations, which were described by the future Israeli Minister of Justice as "worse than the Nazi laws". But when Israel came into being, the regulations remained in force or were supplanted by similar laws "made in Israel".

Successive security officials have maintained that administrative detention is absolutely essential in the "fight against terrorism".

Their point of view can be illustrated by a case in which I was involved. When I was the Editor in Chief of the Haolam Hazeh news magazine, an Arab Israeli journalist – let's call him Ahmad – who was working for our Arab edition, disappeared. After searching for some time, I learned that he had been taken into administrative detention. Since I was a Member of the Knesset at the time, I was allowed to speak with a senior officer of the Security Service (Shabak or Shin Bet), who disclosed to me, in confidence, the reason for the arrest.

It appeared that the service had caught a member of Fatah from abroad, who was carrying a message to two Arabs in Israel, asking them to set up Fatah cells in the country. Fatah, at the time, was considered a dangerous terrorist organization. One of the two was Ahmad.

"Frankly," the Shabak officer told me, "We have no idea whether your man is a terrorist or was chosen at random by the Fatah people in Jordan. We have no evidence that could stand up in court. We certainly cannot disclose in court that we have caught the messenger. But we also cannot leave Ahmad free, because he may well be a dangerous terrorist. What would you do in our position, bearing the responsibility we have?"

Frankly, I don't cherish the idea of being blown to pieces by a suicide bomber. But I answered that under these circumstances, Ahmad should be released at once. However, they kept him in prison for months. When he was finally released, he emigrated to America. That may well have been a condition for getting out of prison.

I have already written about a different case that concerned me directly and which taught me the inherent danger of this practice. In his first extensive interview after coming to power in 1977, Menachem Begin disclosed that 20 years earlier, when Isser Harel (nicknamed "little Isser") was in charge of all Israeli security services, he proposed to Prime Minister David Ben-Gurion to put me in administrative detention as a Soviet spy. Harel had a pathological hatred for me and later wrote a whole book about it.

The accusation was quite ridiculous, because I have never in my life been a communist, nor even a Marxist. At the same time that Arthur Koestler wrote his ground-breaking book "Darkness at Noon" I, then a teenager, thought that something must be very wrong with a system which condemns almost all its founders as imperialist spies. Later, whenever an Israeli delegation was invited to Soviet Russia, the KGB struck my name out. (Viewers of the excellent British TV series "Spooks" will recognize at once that this is exactly the hallmark of a master spy.)

Ben-Gurion was not one of my greatest fans, or, to put it simply, he hated my guts. Since I attacked him every week, that was quite understandable. However, he was also a shrewd politician and was afraid that my arrest might cause a scandal. Therefore he told Harel that before arresting me, he should enlist the support of Begin, the leader of the largest opposition party.

Begin told him: "If you have evidence, please show it to me. If not, I shall fight against your scheme tooth and nail." Ben-Gurion dropped the idea, and Begin sent his most trusted lieutenant to warn me.

If Begin had supported my arrest, who would have doubted that the Shabak had solid proof of my treachery? My voice would have been silenced, my magazine destroyed.

IN A democratic state, there is no place for administrative detention, nor even for trials in which vital evidence is withheld from the accused and defense lawyers. There must be better ways of protecting informers and other secret sources of information. For example, allowing defendants in such cases to choose lawyers only from a restricted list of those with the highest security clearance.

This, by the way, did indeed happen in the most sensitive security trial of all: that of the nuclear whistleblower (or "spy") Mordechai Vanunu.

The deal worked out in the Adnan case exposes the irrationality of the system. If Adnan was so dangerous that he had to be imprisoned without charge or trial, how can he be released? And if he was not so dangerous, why was he held in the first place?

IN THE end, Adnan has created a paradox for himself and his comrades.

The very essence of his and his organization's ideology is that there is no effective method of resistance to the Israeli occupation and oppression but violence of the most extreme kind. Non-violence, in their view, is nonsense. Worse, it means capitulation and, in the end, betrayal. Islamic Jihad now accuses Hamas of flirting with this idea.

Yet a hunger strike is the ultimate form of non-violence. Ghandhi used it frequently, relying on its moral impact.

Khaled Adnan's achievement is exactly that: a shining victory for non-violence.

Since failing to win United Nations Security Council backing for "regime change" in Syria, Washington and its lackeys in the corporate media have been unrelenting in voicing their great moral outrage at both the violence of the Assad regime and the seeming indifference to it all by the likes of Russia and China. Washington is no doubt long in forgetting those that thwart the will of the "international community." After all, as Secretary of State Hillary Clinton stated, the "travesty" of the Russian and Chinese veto left the entire Security Council "neutered."

Given this, it was of little surprise to see Ms. Clinton mount her soapbox once more last week in Tunis at the meeting of the so-called "friends of Syria." As Ms. Clinton moralized Friday:

It's quite distressing to see two permanent members of the Security Council using their veto when people are being murdered, women, children, brave young men. Houses are being destroyed. It is just despicable. And I ask, whose side are they on? They are clearly not on the side of the Syrian people.

Clinton's remarks won swift and high praise from the American punditry. On the PBS Newshour, Mark Shields swooned over Clinton's performance. As he commented, "It was impassioned. It was eloquent. It was really, I thought, quite moving." David Brooks likewise fawned, "The reaction was something I think we should be proud of, clearly a lot of passion, a lot of directness."

The New York Times, meanwhile, also weighted in on the Syrian crisis with a Friday editorial (titled "Syria's Horrors"). As the paper argued, "The United States and Europe need to use all their powers of persuasion and shaming to get Moscow and Beijing to cut all ties [with Syria]." In an editorial published just a week prior (titled "The Enablers"), the Times called on Russia and China to finally "meet the test of leadership" by "standing against Mr. Assad's siege on his people." Little doubt, then, that the Times also took heart in Clinton's Tunis show.

But least one think the violence gripping Syria really moves such pillars of the U.S. liberal establishment like the New York Times and Ms. Clinton, let us briefly recall how the both responded to Operation Cast Lead. That is, Israel's 23-day assault on the Gaza strip in late 2008, early 2009. The Israeli assault—or more properly, war crime—left a total of 1,385 Palestinians dead, 318 of which were under the age of 18. (5,300 more Palestinians were also wounded.)

So, as Israel slaughtered Palestinians in Gaza, did Ms. Clinton deride the distressing murder of women and children? Did she bemoan a "neutered" Security Council unable to respond? No. Instead, just the same as then President-elect Obama, Ms. Clinton hid behind the notion that "there is only one secretary of state." Not that she would have acted any differently had she been actively serving as secretary of state.

But how about the Times? Did the paper of record lament the horrors unfolding in Gaza? Did it call on the U.S. to meet the test of leadership and stand against the Israel siege of Gaza? No. In fact, in the midst of the slaughter, the Times boldly editorialized, "Israel must defend itself." Then to perhaps demonstrate their "humanity," the editorial board cautiously affirmed that, "Israel must make every effort to limit civilian casualties." The Israeli motive behind its attack on Gaza, of course, was beyond rebuke for the Times.

The great anxiety presently on prominent display by the U.S. liberal establishment over the violence in Syria is then nothing but a public show of manufactured disgust. Such displays of outrage by the likes of Ms. Clinton and the New York Times are really little more than cynical ploys veiling imperial aims.

In fact, a recent Times op-ed by former Mossad chief Efraim Halevy, arguing that the ouster of Assad would lead to a strategic defeat of Iran, encapsulates the real motives behind all such contrived outrage. As Mr. Halevy wrote:

Getting Iran booted out of Syria is essential for Israel's security. And if Mr. Assad goes, Iranian hegemony over Syria must go with him. Anything less would rob Mr. Assad's departure of any significance.

He noted further, "The current standoff in Syria presents a rare chance to rid the world of the Iranian menace to international security and well-being."

Now, without a doubt, the Syrian people have every right to resist despotic rule. But they would be wise to give pause to their purported "friends" residing amongst the U.S. liberal elite who employ such imperial cynicism.

Banking, insurance and industry are likely to be affected tomorrow with all major unions calling a countrywide strike to protest the "anti-labour" policies of the government, rising prices and disinvestment of PSUs.

Unions leaders who have rejected appeals to desist from the strike said all 11 major trade unions including Congress- affiliated INTUC, Shiv Sena-backed Bharatiya Kamgar Sena and UPA ally Indian Union Muslim League's trade-wing STU would join hands to make the strike a success.

"This a historic occasion as for the first time all the major trade unions irrespective of political affiliations are coming together to protest anti-labour polices of the government," AITUC general secretary Gurudas Dasgupta said.

Dasgupta especially lauded INTUC president G Sanjeeva Reddy for being the "most consistent fighter in our joint struggle".

About 5,000 small unions have also decided to support the strike call, the union leaders said.

The government had last week appealed the trade unions to desist from going on strike with Labour Minister Mallikarjun Kharge saying they were ready to discuss any kind of labour-related issues.

Rejecting the appeal, Dasgupta said "We are not ready to consider such a ritualistic statement on the part of the government." He said the government had enough opportunity earlier to sit with the trade unions to discuss the issues.

The unions are demanding no contractorisation of work -- permanent or perennial nature, amendment of Minimum Wages Act, assured pension for all and compulsory registration of trade union among others.

In Kolkata Bengal chief minister Mamata Banerjee is opposing the call for a strike given by Left trade unions on February 28 to protest the "Centre's anti-people policies".

She has made it mandatory for all government employees to attend work on Tuesday.Ahead of tomorrow's nationwide general strike called by 11 trade unions, West Bengal Chief Minister Mamata Banerjee today warned of action, including break in service, in case state government employees failed to turn up for duty, as the CPI-M accused her government of "trying to break the strike by force".

Expressing her government's resolve to maintain normal life in the state tomorrow, Banerjee asked state employees to attend duty as usual tomorrow, and warned of action, including a break in service, as per rules in the event of absence, asking transport operators to ply vehicles to facilitate passenger movement.

"Steps have been taken to run trains, trams, buses. My government will also not allow any forcible closure of shops and offices. I appeal to the people not to respond to the strike," she told some TV channels here.

Trinamool Congress activists have been told to be out on streets to prevent any resistance from pro-bandh activists. State chief secretary Samar Ghosh has issued a circular informing government staff not to avail of leave.

Transport minister Madan Mitra has instructed employees of his department to work on the day of the bandh. Mitra has cautioned staff of pay-cut if they skip work. He has said that not attending work could mean discontinuity of service and it would be put on employee records, possibly affecting promotion.

The state has seen several bandhs during the 34-year rule of the Communist Party of India(Marxist).

Apologizing for calling strikes and shutdowns during her days as an opposition leader, West Bengal Chief Minister Mamata Banerjee Monday appealed to the masses to foil the industrial strike called on Feb 28 and assured that the government would take stringent action against those who tried to implement the strike forcefully.

"We (Trinamool Congress) had earlier done the same mistake by calling for strikes and shutdowns. We later realized that a problem cannot be solved by calling a strike. In the last two years, we have not called a single strike," said Banerjee in an interview that was telecast on three Bengali news channels.

"We committed a mistake and have rectified it. We think the people have forgiven us for our mistake. I appeal to the masses of my state not to respond to this strike. A strike will rob daily labourers of their earnings," said Banerjee.

While assuring the masses that the government had taken necessary steps to keep trains, trams and buses running, Banerjee accused the Left parties of calling the strike in order to prove their political mettle.

"If any government staff takes part in the strike, then the government will take steps. All government employees should attend their respective offices. The former Left Front government used to help in making the strike a success. But we will not do it," said Banerjee.

The government has also issued circulars barring government employees from taking leave on the day of the strike.

The trade union are demanding an universal social security net for all unorganised sector workers through creation of a national social security fund, enforcement of basic labour laws and stringent punitive action against violation of labour laws.

Other demands in the charter of the trade unions demands amendment to the Minimum Wages Act, provision for pensions, abolition of contract-based appointments and for putting an end to the disinvestment process of profit-making public sector undertakings (PSUs).

The strike, which will include workers from state-run phone companies, bus drivers and postal workers, is a new headache for Prime Minister Manmohan Singh's government as it grapples with weakening economic growth and faces elections in several states.

This is perhaps for the first time in recent memory that trade unions affiliated to most of the mainstream political parties have come together to voice their protest against price rise, violation of labour rights and the government's free market policies like disinvestment in public sector companies and privatisation of services that could lead to job loss.

Prime Minister Manmohan Singh had earlier appealed to all the major trade unions and 5,000 unaffiliated unions to call off the strike. But the unions rejected the appeal as it came only 48 hours before one of the largest strike calls in the history of independent India.

Major sectors like banking, transport, postal and port operations are likely to take a massive hit due to the strike. Key industries such as steel and power may see a low turnout at factories.

The country's largest lender, the State Bank of India, has informed the Bombay Stock Exchange (BSE) that its operations would be affected due to the strike.

In the transport sector, national carrier Air India said that its operations would not be affected due to the strike, as its unions have not given any notice to the management.

The Indian Railways have said its operations will be normal. But it is widely expected that rail tracks may be blocked affecting services. Also road traffic on national, state highways could be hit as various unions are known to target these.

States like Kerala, Tripura and West Bengal, where the Communist parties have a greater hold, are likely to be affected the most.

It seems political considerations have prevailed over a section of the unions on their earlier decision to go on strike. For example, the Indian National Trade Union Congress (INTUC) said it would not be participating in the strike.

"The strike is politically motivated and illegal. We will oppose it tomorrow," Ashok Choudhary, the newly elected national president of INTUC, said. The INTUC is backed by the Congress party.

Unions linked to other coalition partners of the United Progressive Alliance government, including the one affiliated to Mamata Banerjee's Trinamool Congress -- Indian National Trinamool Trade Union Congress, will also not be participating.

Others, who oppose the country-wide strike call are the ones affiliated to the Nationalist Congress Party (NCP) and the Dravida Munnettra Kazhagam (DMK).

The government has been asking the unions to desist from going for the industrial action by trying to reach out to them through open advertisements issued by the labour ministry in leading national dailies.

"Most of the issues relating to labour raised by the central trade unions have already been addressed to a substantial extent. However, I do assure all of them that I am always open to discussion on any of the issues relating to labour at any time and resolve the same amicably through consultations," union Labour Minister Mallikarjun Kharge said in an open appeal published in leading national dailies.

Union Labour and Employment Minister Mallikarjun Kharge has appealed to the major central trade unions not to go on countrywide general strike tomorrow.

Kharge in his appeal said the trade unions have decided to go on general strike when the whole attention of the country is focused on achieving high economic growth.

"Most of the issues relating to labour raised by the trade unions have already been addressed to a substantial extent. However, I do assure all the central trade unions that i am always open to discussions on any of the issues relating to labour at anytime and resolve the same amicable through consultations," he said.

Kharge said there is no denying the fact that the proposed strike will not only cause colossal economic loss to the country but also bring hardship and inconvenience to the common man.

"In the interest of the country, I would fervently appeal to all the central trade unions to desist from going on strike on 28th February, 2012," he added.

Workers linked to the ruling Congress party will join the protest and have promised further action if their demands are not met.

The protests are not expected to significantly affect banks and financial markets in Asia's third-largest economy, but traders said there could be some volatility in the bond market if volumes are lower than normal.

"Volumes could be lower, but settlement should happen," said a senior dealer at a state-run bank.

The strikers have a long list of demands. Among them, they want the government to take measures to contain inflation, provide universal social security cover for workers in the vast unorganised labour sector, and to stop selling stakes in state-run companies.

"We will have to think about our future course of action if the government does not come forward with proposals on how it will react to our demands," G. Sanjeeva Reddy, president of the Indian National Trade Union Congress, the ruling party's trade union, told Reuters.

Singh had appealed to Reddy to call off the strike, but was ignored, according to a report in the Hindu newspaper on Monday.

Hit by high interest rates, stubborn inflation and a stuttering reform agenda, the economy is expected to grow by about 7 percent in the fiscal year ending March, compared with earlier expectations of about 9 percent growth.

Singh's government, which is also beset by multi-billion dollar corruption scandals, has faced a slew of protests since winning a second term in 2009, denting the Congress party's image as a defender of the poor.

The party is currently fighting five state elections, including one in Uttar Pradesh, the country's most populous state.

Alleging that the West Bengal government is taking repressive measures to foil the February 28 general strike, the Left Front today termed "obnoxious" the circular banning leave of government employees on that day.

"As the date of the strike is coming near, the state government is taking repressive measures," Left Front chairman Biman Bose told reporters here referring to the government circular.

"While we are witnessing a hyperactive role of the administration, the Trinamool Congress is issuing letters to force business establishments to be open," he said.

"It is obnoxious that employees cannot apply for leave. The government used to do this during the British rule," he said.

Claiming that in West Bengal such circular have never been issued by the previous government, he said, "We oppose this 'black' circular."

Bose clarified that the Left Front has not given any strike call but is supporting the 24-hour all-India general strike called by several central trade unions, including CITU, AITUC, INTUC and others.

"We appeal to the organisers of the strike not to fall in the trap and machinations of TMC to create disorder or violence on that day," he said.

West Bengal Chief Minister MamataBanerjee admitted that resorting tobandhs during her days as opposition leader in the state was a "mistake", as she appealed to people to stay away from tomorrow's industrial strike.
The Trinamool Congress supremo also came down heavily on the "politics of bandhs".

Stepping up the offensive to foil an industrial strike called on Feb 28, West Bengal Chief Minister Mamata Banerjee Saturday first urged and then warned unorganised sector workers not to join the general shut-down.

"Do not allow the strike. Keep the state running, keep your families running. Do not fall into traps or provocations," Banerjee said while addressing unorganised sector workers.

She appealed to the workers from the transport sector not to join the strike. "Do not indulge yourself in the strike. You are the most vital part of the economy. If you operate, the economy runs, the state progresses."

The urging subsequently turned into warnings as she asked state Labour Minister Purnendu Bose to ensure that workers reported for work on the day.

"Promote only those who are working and not those who don't. I will take appropriate steps to ensure there is no CPI-M (Communist Party of India -Marxist) affiliated partycracy among the workers," said Banerjee, turning to Bose.

Earlier, Transport Minister Madan Mitra warned his department employees of stern action if they participated in the strike.

"Those who don't come that day could face discontinuation of service. That has been said clearly and the government will decide on the reasons for leave. Leave cut and salary cut is there. They may even lose seniority," Mitra said Friday after a meeting with the chairmen and managing directors of five state-owned transport corporations.

The government has also issued a circular barring government employees from taking leave on that day.

"We had also made mistakes by resorting to bandhs sometimes when we were in the opposition but later realised it is useless. We have corrected our mistakes. We think people have forgiven us for correcting ourselves for calling bandhs which were also done rarely," she told TV channels on the eve of the 24-hour strike called by central industrial trade unions.

"If anyone admits a mistake after commiting it, people forgive him or her," she added.

Reacting to the opposition to strikes by the leader of Congress's key ally Trinamool, Congress said it is "good news".
"It is good news if TMC is opposing the strike. I am sure she has her own reasons to do so. We appreciate her stand," Congress spokesperson Renuka Chaudhary said in Delhi.

Banerjee said strikes had a negative impact on the state's economy "and it is widely felt everywhere".
"Strikes give rise to violence and destruction," she said, vowing to ensure law and order and peace tomorrow.

"Strikes and bandhs are expressions of frustration and it serves only vested interests," she added.
Banerjee said her government would no longer allow any bandh politics in the state which witnessed state-sponsored shutdowns in the past.

Lashing out at the CPI(M) and Left parties for choosing the "politics of bandhs", Mamata said, "They have taken up the weapon of bandhs as a life-long method in the last 35 years."

The chief minister asked government employees to attend duty as usual tomorrow, and warned of action, including a break in service as per rules in the event of absence, and asked transport operators to ply vehicles to facilitate passenger movement.

As many as seven employees' unions of banks have given a call for strike on Tuesday, demanding stringent measures to recover bad loans and opposing outsourcing of non-core activities to the private sector, reports PTI.

"Seven bank unions of nine have given strike call for stringent and effective measures to recover bad loans of banks and unilateral imposition of Khandelwal Committee recommendations," All India Bank Employees Association (AIBEA) general secretary CH Venkatachalam told PTI.

Besides, the unions are opposing banking sector reforms and outsourcing of jobs, he said, claiming that about 8,00,000 employees and officers affiliated with these unions will participate in the strike.
There are about 87,000 branches of public sector banks across the country. The state-owned lenders control about 75% of banking business.
Meanwhile, many banks including, SBI, Corporation Bank, State Bank of Mysore have said that if the proposed strike materialises, normal services may have to be curtailed.

The Centre-appointed Khandelwal panel had suggested a slew of measures, including outsourcing more and more non-core activities in a time-bound manner.

The panel had also recommended raising the standard of recruitment, including the methodology and content for tests, besides making the testing of computer skills mandatory for both officers and clerks.

The Khandelwal Committee on human resources (HR) had also suggested that the minimum qualification for clerks and sub-staff should be graduation and class 10, respectively.

In a statement, Mr Venkatachalam said, "The government is insensitive to the problems of the workers and no steps are being taken to address issues, like exploitation of workers, disinvestment and privatation. About 15 unions of bank employees and eight unions from insurance sector will participate in the strike."

The industrial strike initially called for 28 February is all set to become a general strike. For the last two years, the UPA government has virtually refused even to negotiate with workers and their unions over any issue. Meanwhile, working class militancy has been picking up after a long period. In India, only about seven per cent of the working class is organised. Demands for union recognition have been at the heart of a number of struggles, especially in certain sectors such as the growing automobile sector. Bank employees, coal miners, forest workers (unorganised till recently, and not recognised as part of the working class by the government) and a variety of others have entered the lists with their own demands.

For a long time, India has been trumpeting about high growth rates. Contrary to all claims, however, there has been no trickle-down effect. The bulk of the labour force remains badly paid, without health care, without education, without even the minimum daily wage promised by the government. Meanwhile, over the last few years, the numbers of millionaires and billionaires has been steadily rising.

Among the general demands, common to all, there is the demand that the proposed Pension Bill must be withdrawn. In the name of "regulating" Pension funds, the bill is a move to make pensions dependent on volatile market driven financial instruments. This will in fact benefit financial sectors at the cost of workers.

Peasant associations have joined in, demanding that the government must buy from them at a minimum base price, instead of forcing them to sell at a loss to profiteers.

It is estimated that as many as 100 million workers might take part in the general strike. The ruling class is not taking it easy. In West Bengal, where the CITU, the CPI(M) dominated union, is strong, the Trinamul Congress government has announced that no government employee will be given leave for any reason on 28 February. In other words, taking part in the strike can be met with docking a day's pay, or even causing a break in service and losing seniority. The TMC has also announced that it will counter the strike actively. What this means concretely was shown yesterday, 22 February, when a CPI(M) rally was attacked by TMC thugs, and two CPI(M) leaders murdered. One had old charges. This was used by the Chief Minister to claim that internal conflict within CPI(M) had led to the death. But all accounts agree that it was a TMC force that organised the attack, and literally smashed the man to death.

A government that is unwilling to discuss minimum rights and dues with workers is willing to discuss the financial problems of Kingfisher airlines. The priorities are clear. Only united and repeated stacks by the workers can make the government yield ground.

The New trade Union Initiative, in its Calcutta General Council meeting of January 2012, adopted a resolution supporting the strike which said in part:

NTUI has consistently demanded equal wage for equal work, strict implementation of the eight hour work day and universal social security in order to articulate comprehensively the interests of working people as a whole.

The NTUI welcomes the inclusion of demands of equal pay for equal work for contract workers and will continue to strive for the inclusion of the demands of all sectors of the working class, while also supporting the 10 demands formulated by the Central trade unions in their call and agitation for the strike.

Labour bodies call lockout against the 'anti-labour policies' of the Centre
The United Progressive Alliance-II government and the 11 recognised Central trade unions have locked horns even as preparations are in full swing for the "general strike" called on Tuesday by the labour bodies against the "liberal and economic policies and other anti-labour policies" of the Central government.
There are about 40 crore workers/employees in the country of whom three crore work in the organised sectors and 37 crore in the unorganised sectors.
Work and services of Central/State governments departments and their public sector undertakings, transport (except railway and airlines), telecom, post and telegraph, defence production, banks, insurance, port and docks and private sector will be affected as the members affiliated to various trade unions are expected to join the strike, according to All India Trade Union Congress (AITUC) general secretary Gurudas Das Gupta.
Meanwhile, Union Labour and Employment Minister Mallikarjun Kharge has appealed to the trade unions not to go on strike.
In a statement, he said the trade unions had called the strike when the country was focused on achieving high economic growth. Most of the issues relating to labour raised by the unions had already been addressed to a substantial extent. "However, I do assure all the Central trade unions that I am always open to discussions on any of the issues relating to labour at anytime and resolve the same amicably through consultations," he said.
There was no denying the fact that the proposed strike would not only cause colossal economic loss to the country but also bring hardship and inconvenience to the common man, Mr. Kharge said.
However, Mr. Gupta, who is firm on the strike plan, said the unions were not against the foreign direct investment in the private sector and their making profit. "We want the rights of the workers to be protected and they should get a fair deal for the work they are doing. The government should protect the working class."
The labour unions also seek a check on the "soaring prices" of the essential commodities, measures to protect employment and strict enforcement of the labour laws. The agitation will also take up the cause of those in the unorganised sector, and seek the enforcement of the Minimum Wages Act, removal of ceiling on bonus and pension and assured pension to all classes of employees.
Besides, the Indian National Trade Union Congress, the trade union wing of the Congress, other major central trade unions such as the Centre of Indian Trade Unions, the AITUC, the Bharatiya Mazdoor Sangh, the Hind Mazdoor Sabha and the Dravida Munnetra Kazhagam's Labour Progressive Front and unions affiliated to the Shiv Sena and the Muslim League are joining the stir.

The hardening of stance from both sides - over joining of the February 28 general strike by the Government employees and workers of the Government-run transport companies - seemed to be leading towards a serious showdown between the trade unions and the Bengal Government.
This after a directive issued by the Government asking the employees to report for work on the given date or face punitive measures that could even go up to termination of service.
State Transport Minister Madan Mitra on Friday said that the Government would run 1,000 buses on road and the transport workers had been asked to join duty on that day "or else they could even face breakage in service and loss of seniority" leading the trade union leaders from INTUC to the Citu to revolt in unison.
"Let the Government take action but the workers will not join work on that day," said Shyamal Chakrabarty, adding the trade unions would opt for legal actions if the Government took "any undemocratic steps. They are trying to gag the voice of democracy."
Thousands of Government workers from 11 trade unions including INTUC and Citu had jointly took put a procession on Thursday supporting the strike.
Even as the Government and the Opposition went full throttle to press for their cause INTUC leader and State Minister Subroto Mukherjee quoted Calcutta High Court's order calling strikes unconstitutional saying "the strike is illegal and those who do not call would face discontinuation in the service."
State Chief Secretary Samar Ghosh had earlier issued a directive asking all concerned to remain present in office on the said date leading the Government employees to join cause irrespective of their colours.

The 24-hour nationwide strike called by central trade unions from midnight tonight is likely to cripple normal life in Kerala with the State Government and banking unions also pledging support to it.
According to leaders of various unions, workers in all sectors except those in essential services such as health, water supply and media, would join the strike, called jointly by the central trade unions to protest the "anti-labour" policies of the UPA Government.
"The strike is going to be a historic event. This is rare since all major unions are joining hands for a nationwide protest," union leaders said.
They held that labour upsurges in different parts of the world in the backdrop of the crisis of capitalist economies had given an added thrust to the strike call.
The key demands of the unions include guarantee of labour rights, an end to the contract labour system, bringing workers in the unorganised sector under the social security net and pension benefit for all workers.
Besides the Left, unions such as CITU and AITUC and HMS, the pro-Congress INTUC and pro-BJP BMS are also supporting the strike.
