ISRO to attempt key test for new generation rocket on Sep 8.

The Uttar Pradesh government today scrapped the project for a township near Aligarh and Chief Minister Mayawati unveiled a new policy for rehabilitation of farmers, saying her "government and party were totally against forceful acquisition of farmers' land".

Under the new policy, there will be provision of annuity for 33 years to a farmer whose land is acquired. This will be in addition to the compensation for the acquired land. The policy, Mayawati said, was "better" than the one prevalent in Haryana. Congress leader Rahul Gandhi, while addressing tribals in Niyamgiri in Orissa last month, had cited the Haryana policy as a model for other states.

After the state government declared that a township would not be set up if the farmers of Tappal in Aligarh district — the scene of violent protests over demands for higher rates of compensation for acquired land — did not want it, Aligarh Divisional Commissioner Rajeev Agarwal said: "A land parcel of 500 hectares was to be given to a private developer for developing a township at Tappal and 48 hectares of land for the interchange (to link Aligarh with the Yamuna Expressway). Both projects have been cancelled."

The farmers of Aligarh and Agra, the government said, had been adequately compensated but the Opposition was "trying to vitiate law and order". Briefing reporters on the the new policy decided by Mayawati, UP Cabinet Secretary Shashank Shekhar Singh said:

* An amount of Rs 20,000 per acre per annum will be provided as annuity — a contract by which one gets fixed payments on an investment for a lifetime or for a specified number of years — for 33 years to a farmer whose land is acquired. It will be paid in addition to the compensation. There will be an increase of Rs 600 every year and it will be payable every July.

"The 2nd International Conference on Asian Nuclear Prospects 2010 (ANUP 2010) will be held Oct 11-13 at Mamallapuram. The conference will focus on the prospects that the Asian region offers for the nuclear industry. It will also serve as a platform for bringing countries that are advanced in nuclear power to Asia having huge atomic energy programmes," Baldev Raj, director, Indira Gandhi Centre for Atomic Research (IGCAR) told reporters here.

He said the event will be hosted by IGCAR and Indian Nuclear Society (INS) with the cooperation of International Atomic Energy Agency (IAEA). The first edition of the conference was held in 2008 at Japan.

According to Raj, the countries in the Asian region have plans to generate around 50,000MW of nuclear power over the next decade.

"At an average outlay of Rs.10 crore per MW the potential is huge for those in the nuclear power sector to ignore," Raj said.

Atomic Energy Commission chairman and Atomic Energy department secretary S. Banerjee will inaugurate the conference, he said.

Around 60 foreign delegates including 30 eminent speakers will participate in the event. The IAEA will be sending a three member specialist team for the event. Y.Sokolov, deputy director general, IAEA will also be participating in the conference.

Asian countries like Japan, China, Nepal, Sri Lanka, Indonesia, Malaysia, Singapore, Vietnam and countries like the US, Russia, Canada will take an active part in the event.

Asked about the absence of Pakistan and Iran, Raj said invitations were sent to those countries that are advanced in nuclear science while there are countries that have approached India for participation.

"We haven't been approached by these two countries. However foreign participants have to be cleared by external affairs ministry," he said.

After a failed test six months ago, ISRO is making a fresh attempt on Wednesday to conduct long-duration static test of a crucial liquid core stage for a new generation heavy rocket which is being developed.

"The static test of crucial liquid core stage (L110) of GSLV Mk III launch vehicle (rocket) for 200 seconds is slated for 3 pm on September eight," a senior Indian Space Research Organisation (ISRO) official told here.

A top ISRO team, including Director of ISRO's Liquid Propulsion Systems Centre (LPSC) S Ramakrishnan and Director of Vikram Sarabhai Space Centre (VSSC) P S Veeraraghavan, held a review meeting in Mahendragiri in Tamil Nadu yesterday and gave the go-ahead for the test.

Chairman of Bangalore-headquartered ISRO, K Radhakrishnan, is expected to witness the test at LPSC test facility in Mahendragiri, officials said.

ISRO conducted the test for 150 seconds at LPSC test facility on March five. While the test was originally targeted for 200 seconds it was stopped at 150 seconds since a deviation in one of the parameters -- minor leakage in the command system -- was observed.

A small leak in the command line was detected by computer, which automatically aborted the test. About 500 important parameters were monitored during the static test. ISRO has since analysed the data.

GSLV Mk III rocket is being developed for launching four-tonne class of satellites in Geo-synchronous Transfer Orbit (GTO). Measuring 17 metres in length and four metres in diameter, L110 is an earth storable liquid propellant stage with propellant loading of 110 tonnes.

L110 stage uses two high-pressure Vikas engines in a clustered configuration and draws its heritage from the second stage of PSLV and GSLV and strapons of GSLV.

While in PSLV and GSLV, the liquid stage with single engine configuration burns for 150 seconds, the GSLV-Mk III requires burning for 200 seconds in a twin engine configuration.

India's PSLV and GSLV so far used one Vikas engine. But the heavy-rocket GSLV Mk III under development needs much better thrust. And hence, two Vikas engines were being used for the first time, they said.

Uttar Pradesh chief minister Mayawati on Friday attempted to blunt her political rivals' campaign to corner her over the land acquisition policy by announcing sweeping changes that represents a mix of cash and equity. In the process, she has also upped the bar for the Centre's proposed policy that is facing stiff resistance from within.

The new policy, besides hiking the compensation package, will guarantee an income to the families of displaced people for the next 33 years and equity stake in the company for which the land is being acquired. UP cabinet secretary Shashank Shekhar Singh claimed that the new rehabilitation policy would be the best deal being offered to affected farmers anywhere in the country, and is an improvement on the Haryana government's land acquisition package.

Mr Singh said the chief minister has decided that all farmers whose land is to be acquired would be given an annuity of `20,000/acre annually for the next 33 years. This annuity will be increased by `600/acre each passing year. In case a farmer does not desire the annuity, he would be paid an additional `2.40 lakh/acre over and above the land compensation amount.

Also, if the land is being acquired for a particular private company, the farmers would have an option to pick up an equity stake in the company to the tune of 25% of the value of the land. Mr Singh said that annuity is being given to enable farmers to have a running source of income for at least one more generation.

He said Uttar Pradesh is the only state to offer an equity stake in a company to farmers whose land is being acquired, so that the "villagers continue to be partners in the economic growth of the company and the region".

Detailing the new policy, Mr Singh said the affected farmers would be given 7% reservation for housing purposes. The minimum size of the plot would be 120 sq/meter and the maximum would be in accordance with the limit of the local authority. Where a government notified development authority is acquiring land for a housing project, there will be a reservation of 17.5% for farmers in allotment of plots.

Mr Singh said the rehabilitation policy declared by the Uttar Pradesh government is better than what other states, including Haryana, has offered. "In Haryana, farmers are given an annuity of 15,000/acre. In UP, annuity is higher at `20,000/acre annually. Besides, the annual increase in annuity is `500 in Haryana. In UP, this has been fixed at `600 per year. Haryana also does not give farmers an option to pick up an equity stake in the company for which land is being acquired, which UP offers and would be the only state in the country to do so," said Mr Singh.

Mr Singh also said that if farmers continue to oppose the proposed township in Tappal area of Aligarh, then the project would be scrapped.

JP group is building the Yamuna Expressway from Noida to Agra that has been plagued with land acquisition protests, which started from Tappal in Aligarh on August 14. Besides the expressway, JP Infratech proposes to build townships, which were being stiffly opposed by agitating farmers, three of whom died in police firing.

The Mayawati government had later increased the compensation rate in the area and has now come out with a comprehensive rehabilitation policy. The farmer protests in UP and elsewhere in the country also forced the Centre to consider an amendment in the 116-year-old Land Acquisition Act. The development is certain to put pressure on the Centre to rework its bill. NAC headed by Sonia Gandhi is also set to suggest changes in the policy.

Maoists reject talks offer, to free policemen tomorrow

A Maoist spokesman on Saturday night said the three policemen taken hostage by them in Lakhisarai would be freed by Sunday morning and the outfit's top decision-making body rejected the talks offered by Bihar government.

Avinash, the self-proclaimed spokesman, said central the committee of CPI (Maoist) has decided to release the hostages "unconditionally on humanitarian considerations".

"The Maoists Central Committee met in the jungle near Jamui late this evening after the all-party meeting chaired by Chief Minister Nitish Kumar offered talks with us... we are not going to get influenced by it", he told local mediapersons.

The Maoists had abducted Sub Inspectors Abhay Yadav and Rupesh Kumar and Bihar Military Police havildar Ehtesham Khan hostage and Assistant Sub-Inspector Lucas Tete after the encounter in Lakhisarai on Sunday.

Tete's bullet-ridden body was found yesterday after expiry of the deadline swapping them for eight Maoists while the other three policemen remained in captivity.

" Sub Inspector Abhay Yadav's wife's grief has also influenced us and her emotional outbursts that she will ask her sons to take to guns and become Naxalites as also appeals from various quarters and organisations compelled us to reconsider our decision on the hostage issue", Avinash said.

"But I will like to make it clear that we are not going to hand over the hostages either to police or mediaperons... we will send them to their respective families, safe and sound", he added.

He said Maoists did want to give any credit to the state government over the release of the hostages. "We will also not let others score a political mileage... we are doing this on our own, giving due humanitarian considerations", he said.

The Maoist spokesman said the state government had always tried to "complicate the situation".

"It wants to come to negotiating table instead of paying heed to our demand for release of our eight colleagues lodged in different jails in Bihar," he said.

Avinash said Maoists were peeved at Nitish Kumar questioning the authenticity of his position. "Whatever I spoke to the media and the CDs we sent to the families of each of the hostages with footage showing that they were hale and hearty also vindicated my claim of representing the Maoists.

PM to head council on tribal welfare

A national council headed by Prime Minister Manmohan Singh has been constituted to provide broad policy guidelines for welfare of tribals and monitor schemes for their uplift. The 18-member National Council for Tribal Welfare will comprise Union Ministers for Tribal Affairs, Finance, Home,
Agriculture, Health and Family Welfare, Environment and Forests, HRD, Rural Development, Woman and Child Development, Culture, Mines and Coal, and Power.
Deputy Chairperson of Planning Commission and Chief Ministers of concerned states will also be its members, the Tribal Affairs Ministry said in a statement today.
Two experts will be nominated as members of the Council by the Prime Minister for a period of 2 years and Tribal Affairs Ministry secretary will be member secretary of the apex body.
"In order to send a strong message that the Government is committed to the cause of welfare of tribals, an apex body, National Council for Tribal Welfare (NCTW), headed by the Prime Minister has been constituted," the ministry said.
The Council will provide broad policy guidelines to bring about improvement in the lives of the Scheduled Tribes in the country.
"It would also review the implementation of the Forest Rights Act, monitor the implementation of Tribal Sub-Plan and programmes aimed at protecting vulnerable tribal groups," it said.
Meetings of the Council would be linked with the meetings of the National Development Council (NDC) to ensure that they are held regularly and the Chief Ministers concerned are able to participate in them, it said.
A Standing Committee would also be constituted with Minister of Tribal Affairs being its Chairperson.


Cabinet to soon clear Rs 13,742-cr plan for Naxal-hit areas
The government is likely to soon approve the Rs 13,742-crore package for the Naxal-hit districts for developing basic infrastructure like roads and electricity. "The Union Cabinet is likely to approve the Rs 13,742 crore integrated action plan (IAP) for infrastructure development in the Naxal hit
districts," a senior Planning Commission official said.
"The Plan panel will finalise the modalities of the IAP with the Finance Ministry on Tuesday. Since there is no Cabinet meeting scheduled next week, the Commission is likely to put up the proposal before the Cabinet by September 15 (Thursday)", he said.
Besides focusing on infrastructure development like drinking water supply, electricity, roads and health services in these areas, the IAP also aims at improving governance in the Naxal-infested districts.
As per the original plan, 35 districts were to be covered under the IAP but during deliberations on the plan, some members of the 'Commission' suggested increasing the number of districts to 60.
Even Planning Commission Deputy Chairman Montek Singh Ahluwalia had said that the panel was looking at broadening the area of coverage under the IAP.
"I don't want to speak about this (number of districts). We think we would broaden it, but the exact number would be confirmed later," Ahluwalia had said.
In an internal meeting of the Commission, some members had favoured increasing the area of coverage to 60 districts, while others were against such a proposal saying that it would lower fund allocation to each area.
Those who are for more coverage argue that the problem is not with the funds but with governance that is the key for capacity-building and without which the allocated money will not be absorbed properly.


Cong takes credit for Maya's 'climbdown' on land acquisition
Congress on Saturday tried to take credit for the better deal offered to the farmers by the Mayawati government in Uttar Pradesh saying it was achieved due to the pressure from the party and the visit of Rahul Gandhi to the state. "We welcome the decision of the UP government to give a package
similar to that of Haryana which Rahul Gandhi had
demanded in a memorandum to the Prime Minister," AICC General Secretary in-charge of the state Digvijay Singh told reporters in New Delhi.
Describing it as a "major climbdown", Singh said, "the pressure of Congress and the visit of Rahul Gandhi to Tappal
(epicentre of farmers' protest)" was the main reason for the development."
Singh, however, said that unlike Haryana, there were a few shortcomings in the package which should be rectified.
"There is no provision for the landless in the package announced," he said.
The Congress leader said that the Haryana government provides for skill development of the displaced which has not
been provided by the UP government.
He said that 2 per cent of the total project cost is spent by the Haryana government on social infrastructure
development in the township concerned, a provision which was not there in UP.
Under the new policy of UP, a farmer whose land is acquired would be paid Rs 20,000 per acre, per annum for 33
years, but he would also have the option of a one-time payment of Rs 2.40 lakh per acre as rehabilitation grant.
The annuity would be increased by Rs 600 every year and will be payable every July.

Saina retracts critical remark on Commonwealth Games preparedness

HYDERABAD: India's badminton star Saina Nehwal retracted and regretted her stunning remarks that the country was not yet ready to host mega sporting events like the Commonwealth Games.

"Looking at the stadiums and progress I don't really think we are capable of holding such big tournaments," said Saina, who is a brand ambassador of the New Delhi Commonwealth Games.

"I have seen many Games like Melbourne Commonwealth Games and Olympics in China. Compared to that, it is not up to the mark. But I am sure (that) before Oct 3, it will be ready and people will like it."

Within minutes the World Number 3 realised that she had committed a faux pas and, in a phone-in to television channels, profusely apologised for her shocking statement.

"I am sorry for whatever I said. I did not mean it. The Commonwealth Games will be a huge success.

"I want to do well in front of my home crowd. I am very proud that the Commonwealth Games are being held in India. I am a little disappointed after making these comments. It is not right on my part to say it as lots of people follow me," she said.

Saina also said that India will win a whole lot of medals at the Games.

"The players are all preparing hard and have done well in major international events in the run-up to the Games. The archers won a gold in the World Cup. It is a good sign. We will see a lot of sportspersons winning medals for India."

Uttar Pradesh Chief Minister Mayawati on Friday scrapped the development of a hi-tech township in the Yamuna Expressway project in Aligarh. "If the farmers don't want, the township will not be developed," Cabinet Secretary Shashank Shekhar Singh announced here on Friday. He, however, claimed that the compensation-related issues of the farmers in Aligarh and Agra districts had been resolved and they had agreed to the terms of the compensation.
It was reiterated that the government and the ruling Bahujan Samaj Party were against the forcible acquisition of land. With the agitation serving as a backdrop, a new rehabilitation policy was also announced by the government. It is said to have been inspired by Haryana's rehabilitation policy. But the Cabinet Secretary said the State's policy offered better facilities to the growers whose land had been acquired.
Approximately 500 hectares was to be acquired for the development of a modern township along the 165-km Yamuna Expressway, but the scheme hit a roadblock with the Aligarh and Agra farmers demanding compensation equivalent to the amount given in Noida.
Ms. Mayawati had blamed the Opposition parties for using the agitation for political gains and creating a law and order problem.
Describing the new policy as "progressive," the Cabinet Secretary told journalists here on Friday that henceforth annuity at the rate of Rs. 20,000 an acre a year for the next 33 years would be offered to farmers whose land was acquired. The farmers would also be entitled to a fixed raise of Rs. 600 an acre a year on the annuity amount with the payment made in July, Mr. Singh said. The annuity would be in addition to the compensation.

Yamuna E-way townships put in abeyance

LUCKNOW: Having antagonised western UP farmers over land acquisition for Yamuna Expressway, the Mayawati government got into damage control mode and banned forcible acquisition of agricultural land for any development project with immediate effect.

The decision puts in abeyance the townships proposed to be constructed along the 165-km-long Yamuna Expressway (YE), including the one in Tappal, Aligarh, which was the epicentre of farmers' agitation recently. These townships will be constructed only with the consent of farmers, says the policy. As per the existing roadmap, three townships, each on about 500 acres, are proposed to be constructed along the YE.

The township near Tappal will now be developed only if farmers willingly agree to give their land. In no way, will the decision be imposed on them.

The government has also made it obligatory for developers to give willing farmers a stake in their companies by selling them shares equal to 25% of the total cost of the land.

Based on the Haryana model, the new relief and rehabilitation policy was approved by the CM after a meeting here on Friday. Critics viewed the policy as an attempt to assuage the feelings of the agitating farmers and to silence the opposition, mainly the Congress, which was trying to corner the government over the issue.

Announcing the policy at a press conference, cabinet secretary Shashank Shekhar Singh said the policy envisaged giving farmers Rs 20,000 per acre, per annum with an annual increase of Rs 600 for 33 years in lieu of their acquired land. This would be payable in the month of July every year and will be in addition to the compensation for the land. The farmers not willing to take the annual increase at the rate of Rs 600 per year, would be paid a lump sum amount of Rs 2.40 lakh per acre as a grant for their settlement. The annual increase given in UP is Rs 100 more than Haryana's Rs 500, said Singh.

He added that 7% of total land acquired would be reserved for construction of houses. Of this, 17.5% would be allotted to farmers whose land had been acquired.

Get ready for any eventuality: Maya to party

LUCKNOW: Accusing the Congress-led UPA government at the Centre of misusing CBI against her in the disproportionate assets case, chief minister Mayawati on Wednesday asked her partymen to be ready for any eventuality. The BSP supremo did not take any names but told party functionaries, MPs and MLAs at a meeting that Opposition parties can go to any extent to damage her reputation and may use every trick up their sleeves to check the growth of BSP.

According to those present in the meeting, Mayawati said it's a proven fact that Congress is misusing the Central Bureau of Investigation (CBI) against Opposition leaders. She added that Congress is using money, mafia and machinery against her. Exhorting BSP leaders to be prepared for a counter offensive, Maya said she was not afraid of any of the tricks being used by the Opposition. All attempts of the Opposition, particularly Congress, to defame or arrest her will go in BSP's favour as people at the grassroots know that her government has delivered what Congress could not in its 60 years rule, Maya said.

Maya also took her party leaders to task for the farmers' agitation in west UP. Sources said she was particularly angry over the fact that none of the MLAs, MPs and functionaries from the west UP could assess the resentment among farmers. As a result of which, she said, farmers' agitation blew into a movement causing embarrassment to her government. Maya warned party leaders that such a mistake will not go unpunished in future. She said as people's representatives, MLAs and MPs must be aware of every happening in their constituencies and take public feedback on government policies.

Mayawati made it clear that no party leader or worker will use BSP symbol, flag or slogan in the upcoming panchayat elections. She said no party leader or functionary will contest elections and those who want to will have to resign from their party posts. She added that party leaders can help good candidates but in case there is more than one candidate, associated with the BSP, in the fray at any place, party leaders will not campaign in favour of any of them. Maya also directed party functionaries to stop organisational work and revive it after panchayat elections keeping in mind 2012 assembly elections.

Leaders said that the BSP supremo also asked party MPs, MLAs and office-bearers to keep a strict vigil on the law and order of the state.

The Bahujan Samaj Party (BSP) has emerged as one of the main national political parties of India under the stewardship of its National President Kumari Mayawati Ji, Member of Uttar Pradesh Legislative Council and fourth-time Chief Minister of Uttar Pradesh, which is the most populous state of the country having a population of about 170 million. Kumari or Miss Mayawati Ji, a serene figure, is affectionately known and called as Bahenji or Sister by one and all her workers, supporters, well-wishers as well as officials.

So far as the strength in the India's parliament is concerned, it had a total number of 19 members in the Lok Sabha, the lower house of the Indian Parliament while it has a total of six MPs in the Rajya Sabha. But so far as the percentage of votes goes, it is just on the verge of jumping to No. 3 position after the ruling Congress and the main opposition Bharatiya Janata Party (BJP), relegating Communist Party of India (Marxist) or CPI-M to No. 4 position as per the official votes percentage released by the Election Commission of India after February-March 2004 general Lok Sabha elections. The BSP has received over 1 crore 31 lakh (13.1million) votes in that election in Uttar Pradesh itself, out of a total of 2.07 crores (207,65,229-----5.33 per cent) it had received in the 25 States/Union Territories its had contested. The total votes were a little less than the CPI-M, which is facing stagnation so far as the number of votes is concerned at the national level.
Apart from this electoral success, the most significant point is that the BSP is fast emerging as a political party with a difference. The Party president Kumari Mayawati Ji, identified as Iron lady and a no-nonsense leader has emerged as a lady of new hope and aspirations to varied and a wide section of the society, particularly in the state of Uttar Pradesh, bordering national capital of New Delhi, which most often guides the political destiny of the country.
Committed and fully devoted to the missionary cause and cherished goal of "Social Transformation & Economic Emancipation" particularly to the people belonging to "Bahujan Samaj" (that comprises Backwards (Scheduled Castes, Scheduled Tribes and Other backward classes) and Sikhs, Muslims, Christians, Buddhists, Parsis of religious minorities) and poor from other sections of the society mainly the high caste people, Kumari Mayawati Ji, a spinster by mission, is regarded in the Indian politics with respect, reverence and awe as she is the only politician in the India having a mass appeal and firm hold and command over her voters and also the charishma to get mass vote bank transferred to any individual and to any party, a rare thing, of course, in the contemporary Indian politics.
Given the charishma of the BSP supremo, the two main political parties----the Congress and the BJP----are always looking keen to have an electoral alliance/understanding with it either at the national level or at least at the state level, but the march of "Elephant ", the election symbol of the Party is on and the "Blue" flag of the BSP is flying high under the strong and towering leadership of Kumari Mayawati Ji, who is working assiduously with a missionary zeal to make them ruler of India to usher in here the golden era of Ashoka, the Great.

SOCIAL AND CULTURAL ACTIVITIES:

To serve the country's real natives-- Scheduled Castes, Scheduled Tribes, Other Backward Classes (OBCs) and religious minorities-and encourage activities for their overall development.

Special Inclination : Educate and organise the poor, oppressed and impoverished sections of the society to fight for their legal and constitutional rights.

Life's Aim : To remain engaged in the fight for "social transformation and economic liberation" of the Bahujan Samaj" so that about 85 per cent people of India's more than a hundred crore population, representing the "Bahujan Samaj", could be brought in the national mainstream. Poor of other sections of the society are also to be educationally and economically uplifted,

  1. Visited Canada, Denmark, France, Japan, Switzerland, Korea and Taiwan in the capacity of the Uttar Pradesh Chief Minister.
  2. London: To inaugurate the Dr. Bhimrao Ambedkar Memorial Community Centre as Bahujan Samaj Party National Vice-President
  3. As a representative of India, addressed the UN General Assembly while participating in an international seminar on the topic, "Democracy through Partnership between Men and Women", organised by the Inter Parliamentary Union (IPU) on 7th June, 2000 in New York, USA


Other Information : As a teacher (government employee), remained associated with BAMCEF-The All India Backward (Scheduled Castes, Scheduled Tribes, Other Backward Castes) and Minority Communities Employees Federation since 1977. Entered politics through the Bahujan Samaj Party, set up on 14 April, 1984. At present, National President of the Bahujan Samaj Party (BSP).

POLITICAL AND ADMINISTRATIVE EXPERIENCE:

November 1989 : Both she and the party, the BSP made debut in Parliament. Won Bijnore (reserved) Lok Sabha seat in Uttar Pradesh in the Ninth General Elections of 1989.

April 1994 : Elected to the Rajya Sabha from Uttar Pradesh, signaling her debut, as also of the party, in the Upper House of Indian Parliament

June 1995 : In 1995, Ms. Mayawati created history be becoming Indian's first Dalit woman chief minister, heading first Bahujan Samaj Party (Majority People's Party) government in India's most-populated state of Uttar Pradesh.

14 April, 1999 : Senior journalist Mohammad Jamil Akhter's book, entitled "Iron Lady Kumari Mayawati", was released by Mr. Kanshi Ram Ji at a grand function in New Delhi on the occasion of Dr. Ambedkar's birth anniversary.

3 June, 2000 : Release of her own book book, "Bahujan Samaj Aur Uski Rajniti" (Bahujan Samaj and its Politics) by Mr. Kanshi Ram Ji at a function in New Delhi's Talkatora stadium on the occasion of the fifth anniversary of the first 'Bahujan Samaj' government in Uttar Pradesh.

15 December, 2001 : BSP architect and founder, Manyawar Shri Kanshi Ram Ji, declared her as the sole heir and political successor of him and the "Bahujan Movement" at a grand rally in the Lakshman Mela ground on the bank of river Gomti in the Uttar Pradesh capital Lucknow.

February 2002 : Re-elected as a legislator in the Uttar Pradesh assembly elections. Was declared a winner from the two constituencies-Harora (reserved) in Saharanpur district and Jahangirganj (reserved) in Ambedkar Nagar District. Represented Harora seat and resigned from Jahangirganj seat.

March 2002 : Resigned from Akbarpur (reserved) Lok Sabha seat.

3 May, 2002 : Became Chief Minister of Uttar Pradesh for the third time.

18 September, 2003 : Assumed the office of Bahujan Samaj Party's National President after Mr. Kanshi Ram Ji suddenly fell seriously ill following a brain stroke.

April-May, 2004 : Elected for the fourth time in the 14th Lok Sabha elections from Akbarpur (reserved) seat in Uttar Pradesh.

July 2004 : After resigning from the Lok Sabha, elected for the second time as a member of the Rajya Sabha for a six-year term from Uttar Pradesh.

27 August, 2006 : Re-elected as National President of the Bahujan Samaj Party unanimously in an All India Delegate Conference held at Lucknow.

13 May, 2007 : Was administered oath for the office of the Chief Minister, Uttar Pradesh fourth time after her party registered a comfortable majority win in the general elections for the Uttar Pradesh Legislative Assembly, trouncing Samajwadi party, BJP and the Congress. 3 July, 2007 : Joined as member of the Uttar Pradesh Legislative Council after elected unopposed in the by-election for the upper house of the state legislature. Declared that she chose to become MLC as she wish to concentrate on the development of all the 403 assembly constituencies of state assembly rather than my constituency only .... I am not Mr. Mulayam Singh Yadav, who had diverted all the funds to develop his home area only.

The Bahujan Samaj Party under the leadership of Chief Minister Mayawati organised a mammoth rally on April 14, 2003, for which over 5.76 lakh people had gathered at the 27-acre Dr Ambedkar Maidan in Lukcnow, U.P. About 5,000 heavy and 2,000 light vehicles were requisitioned to transport more than 3.70 lakh people. Over and above that, about 1.01 lakh people arrived by train. Some 30,000 people came from neighboring states and 75,000 persons reached the spot by foot. For efficient crowd management, the entire area was divided into four zones, which were further split into 19 sectors. There were 3,771 security personnel on duty. In addition, 30 Companies and two Platoons of the PAC were deployed.

Mayawati (Hindi: मायावती, Urdu: مایاوتی) (born 15 January 1956) is an Indian politician.[3] She is the current Chief Minister of Uttar Pradesh, India's most populous state.[4][5] After three short tenures between 1995 and 2003, it is her fourth term in this office. Her supporters refer to her as Behen Ji, which means sister.[6] At age 39, she became the youngest politician to be elected chief minister in Uttar Pradesh and the first Dalit-woman chief minister of any Indian state.[6] She is regarded as a symbol of dignity and political inspiration for millions of India's Dalits who were oppressed by the Hindu upper castes for centuries.[6] There are allegations that she has used her status to amass a large amount of personal wealth. Mayawati was born in New Delhi at Shrimati Sucheta Kriplani Hospital,[3] to Ram Rati and Prabhu Das. Her family belonged to the scheduled caste Hindu Jatav subcaste of the Chamar community. Prabhu Das, her father, retired as section head from Postal department, Government of India.[3] Badalpur, Gautam Buddha Nagar, Uttar Pradesh is her ancestral village.[3]

Mayawati graduated in arts from Kalindi College of the University of Delhi. She holds bachelor's degrees in Law (from Delhi University) and Education (from BMLG College, Ghaziabad, Meerut University).[3] She worked as a teacher in Delhi (Inderpuri JJ Colony). In 1977, Dalit politician Kanshi Ram became very influential in her life resulting in her joining his core team when he founded the Bahujan Samaj Party (BSP) in 1984. Shortly after, she changed her career path and entered politics full time.

At Kanshi Ram's funeral ceremonies in 2006, Mayawati said they had both been following Buddhist traditions and customs.[9] Her act of performing the last rites (Hindi: दाह-संस्कार) of Kanshi Ram has set an example of her and Kanshi Ram's views against gender discrimination.[9] She said that she will convert to Buddhism after getting an absolute majority at the Centre. [9][10]

In 1984[11] Kanshi Ram founded the BSP as a party to represent the Dalits and Buddhists. Mayawati was a key member of this organization. BSP fielded Mayawati for its first election campaign from the Kairana Lok Sabha (Lower House) seat in the Muzaffarnagar district in 1984, and then again for the Lok Sabha seats of Haridwar in 1985 and Bijnor in 1989.[12]

Although BSP did not win, the electoral experience led to considerable activity for Mayawati over the next five years, as she worked with Mahsood Ahmed and other organizers. In the 1989 election, the party won 9% of the popular vote and 13 seats. It won 11 seats in the 1991 election. Because the Dalits are widely spread over the state, Kanshi Ram and Mayawati then adopted a policy of attracting other groups, which continues today.

Mayawati won for the first time in the Lok Sabha elections of 1989 from Bijnor. In 1995, while a member of the Rajya Sabha (Upper House), she became a Chief Minister in a short-lived coalition government, and validated her position by winning from two constituencies in 1996. She was again Chief Minister for a short period in 1997, and then for a somewhat longer term in coalition with the Bharatiya Janata Party from 2002 to 2003. Before that in 2001 her mentor, Bahujan Samaj Party (BSP) president Kanshi Ram named her as his successor. Mayawati has said in an interview that she has no time for family life or romantic relationships because she wants to focus on her political career and this is why she remains unmarried.[13]

Contrary to some poll predictions, BSP won a majority in the 2007 elections, the first such majority since 1991. Mayawati managed to attract support from Brahmins, Thakurs, Muslims and members of other backward classes. These people voted for a Dalit party for the first time, partly because BSP had offered seats to people from these communities. The campaign was accompanied by a colorful slogan: Haathi nahin, Ganesh hain, Brahma, Vishnu Mahesh Hain: "The elephant (BSP Logo) is really the Lord Ganesha, the trinity of gods rolled into one". Her new slogan invited everyone, including the higher castes, to "come ride the elephant", her party's election symbol.[6]

[edit] Chief Minister, 2007

Mayawati was sworn in as Chief Minister of Uttar Pradesh for the fourth time on 13 May 2007. She announced an agenda that focused on providing social justice to the weaker sections of society and providing employment instead of distributing money to the unemployed. Her slogan is to make "Uttar Pradesh" ("Northern Province") into "Uttam Pradesh" ("Excellent Province").

In 2007 Mayawati's government began a major crackdown on irregularities in the recruitment process of police officers recruited during the previous Mulayam Singh government. So far 17,868 policemen have lost their jobs for irregularities in the recruitment process and 25 IPS officers were suspended for their involvement in corruption while recruiting the police constables.[14][15] Mayawati is instituting reforms to introduce transparency into the recruiting process, including posting results of selection exams online.[16]

As part of her social reform plans she advocates reservation for the poor among upper castes in addition to reservation for weaker sections of society. Reservation in India is a system whereby a percentage of government positions and seats in all universities are reserved for persons in backward classes and scheduled castes and tribes.[17]

[edit] 2009 parliamentary elections

Mayawati's BSP did not meet expectations in the 2009 general elections. The BSP, which was expected to win more than 35 seats in Lok Sabha from the state of Uttar Pradesh, succeeded in winning only 20 seats. The BSP obtained the highest percentage (27. 42%) of votes in Uttar Pradesh for any one political party. It was in third position in terms of national polling percentage (6. 17%).[18]

In her tenures as a Chief Minister, Mayawati erected number of statues of Buddhist and Dalit icons like Bhimrao Ambedkar, Shahuji Maharaj, Gautam Buddha, BSP founder Kanshi Ram and of herself.[19] The statues and the memorial parks in which they are erected are said to have cost the state Rs. 2000 Crore.[20] The Supreme Court of India admitted a Public Interest Litigation questioning this expenditure. She maintains that the statues are symbols of Dalit assertion and the expenditure was required because the past governments did not show respect towards Dalit icons in whose memory nothing was ever built.[21] In February 2010, Mayawati's government approved a plan for a special police force to protect the statues. She feared that her political opponents might demolish the statues.[22] There are incidents of vandalism of statues of Dalit icon Dr. Bhimrao Ambedkar in India.[23][24][25][26]

Mayawati's past birthdays have been major media events where she appeared laden with diamonds.[6] Her supporters have declared her birthday as Jan Kalyankari Diwas (People's Welfare Day). The day is to be marked by the announcement of welfare schemes targeted towards poor and downtrodden people of the state. [27] Her 2010 birthday was marked by the launch of programmes to the tune of over Rs 7,312 crores.[28]

In spite of her humble origins, Mayawati's assets run into millions of dollars with several properties to her name.[6] In 2007-08 assessment year, Mayawati paid an income tax of Rupees 26 crores, ranking among the top 20 taxpayers in the country. Earlier the CBI had filed a case against her for owning assets disproportionate to her known sources of income. Mayawati described the CBI investigation against her as illegal.[29] Her party asserts that her income comes as gifts and small contributions from party workers and supporters.[30][31]

Kanshi Ram, head of the Bahujan Samaj Party, praised Mayawati at her 47th birthday celebrations for her fundraising activities on behalf of the party. He stated that the party's eventual goal is to gain power in Delhi, and that Mayawati's efforts help in that quest.[32]

Mayawati's public meetings are attended by large audiences, using slogans such as "Kanshi Ram ka mission Adhoora; karegi Behen Mayawati poora" (Kanshi Ram's unfulfilled mission will be completed by Mayawati), "Behenji tum sangharsh karo; hum tumhare saath hain" (Sister, go ahead with your struggle; we are with you).[33]
